7ID MSAB, ATR TECHNICAL WORKING GROUP HOLD THE 4TH QUARTER MEETING CY 2022

The 7th Infantry Division Multi-Sector Advisory Board and the 7ID Technical Working Group conducted its fourth regular meeting on December 14, 2022 at Kaugnay Conference Room, Headquarters 7ID, Fort Ramon Magsaysay, Palayan City, Nueva Ecija.

7ID MSAB Chairperson, Ms Virginia G. Sacramento, PhD presided the meeting together with the 7ID Commander, MGen. Andrew D. Costelo. The meeting focused on the assessment and evaluation of the 7ID Performance Scorecard Report and the future endeavors of the MSAB Committees. The activity also aimed to strengthen the relationship between the MSAB members and their counterparts, the ATR Technical Working Group.

MGen Costelo expressed his appreciation to the board in supporting the 7ID and the Philippine Army in its endeavors. Dr Sacramento concluded the meeting by commending her fellow MSAB members and the ATR Technical Working Group.

7DCAU GETS SILVER TRAILBLAZER AWARD DURING 7ID AGP PROFICIENT STAGE REVALIDA

The 7th Division CAA Affairs Unit (7DCAU) successfully hurdled the 7ID Army Governance Pathway (AGP) Proficient Status as they presented their unit’s ATR journey thru the Revalida presentation on October 12, 2022 at the Kaugnay Conference Room, Headquarters 7ID, Fort Ramon Magsaysay, Palayan City, Nueva Ecija.

Aside from achieving “Proficient Status”, 7DCAU bagged the Silver Trailblazer Award for garnering a final Proficient rating of 93.93%.

Col. Ramil P. Corpuz, the Director of 7DCAU, presented their unit’s progress of transformation before the panelists headed by the Officer-In-Charge of the Office of Chief Staff and concurrent Chief of Governance and Strategy Management Office, Col. Emilio R. Pajarillo Jr.

The 7ID AGP is an adaptation of the Philippine AGP consisting of four (4) stages in which related sets of hallmarks are accomplished to serve as basis for the conferral of the corresponding stages – Initiated, Compliant, Proficient and the Institutionalized stage.

7DCAU remains committed to pursue the next 7ID AGP level after two (2) years as a result of their offered breakthrough goals.

7ID MSAB HOLDS 3RD QUARTER REGULAR MEETING

Another successful meeting between the 7th Infantry Division and the Multi-Sector Advisory Board was held during the third quarter MSAB regular meeting at Kaugnay Conference Room, Headquarters 7ID, Fort Ramon Magsaysay, Palayan City, Nueva Ecija on October 5, 2022 through hybrid gathering.

7ID Commander, MGen. Andrew D. Costelo, and 7ID MSAB Chairperson, Ms Virginia G. Sacramento, PhD jointly presided the meeting with the aim to check the performance of the division in relation to their transformational goals, and the reorganization of the committees due to the designation of new ATR TWG members for their respective roles and functions.

During the meeting, briefing was given on MSAB organizational structure, functions and composition, past committee activities, and way ahead committee action plans as a result of breakout committee session. Among the highlight plans were the linkage of Kaugnay Virtual TV to TV48; the review of board protocol; the assessment of performance scorecard and Strategic Communication Plan of the Division; the conduct of good governance forum; and the innovation on livelihood projects.

With all the projects and plans laid down, MGen. Costelo expressed his appreciation to the board in supporting the Philippine Army in its endeavors. He ended his remarks with the quote from Rohini Nilekani, “We cannot be mere consumers of good governance, we must be participants; we must be co-creators.”

“On our shoulder lies a bigger responsibility of molding our young ones. We are working eight hours a day, and we are being paid according to the number of hours we worked. You work night and day, setting aside yourselves and I really admire the Philippine Army for their selfless mission,” said Dr. Sacramento. “There is a time for everything and this is our time, so use it properly and accordingly. It is not your existence, but your significance”, Dr. Sacramento added as she concluded the meeting.

7DCAU PASSES THE 7ID AGP PROFICIENCY STAGE ON-SITE AUDIT

The 7th Infantry Division Army Transformation Roadmap Technical Working Group (ATRTWG) headed by Col. Emilio R Pajarillo Jr, the Chief of GSMO conducted 7ID AGP-Proficiency Stage On-site Audit to 7th Division CAA Affairs Unit on September 16, 2022 at Headquarters 7DCAU, Brgy. Canantong, Laur, Nueva Ecija.

The on-site audit is purposely designed to check the validity and completeness of documents submitted by 7DCAU, the functionality of unit scorecard as well as the unit’s ATR TWG, and to gauge the knowledge of 7DCAU personnel with their personal scorecards.

7DCAU vied for the AGP-Proficient Stage and successfully passed the initial validation that qualified them to proceed to the next step of the validation process, the on-site audit. The 7DCAU on-site audit started with the kick-off meeting participated by the Validation Team and the TWG of 7DCAU followed by the audit proper composed of document review and random interviews to 7DCAU key personnel. After which, the exit briefing convened in the afternoon wherein the results and findings of the audit were presented to 7DCAU ATR TWG. The 7DCAU successfully passed the 7ID AGP Proficiency Stage On-site Audit and qualified to proceed for revalida presentation.

“We hope that you appreciate the AGP initiative of the Command, hindi ito para ma-recognize ka lang. Ang AGP ay nakatutulong upang ma-achieve natin ang objectives ng unit, at ang vision ng Philippine Army,” said Col. Pajarillo. “Gamitin natin ang tools at mechanism na ating inilatag, huwag nating tingnan ang AGP as a requirement but rather the path we must take as a unit,” he added.

7ID CONCLUDES THE STRATEGY MANAGEMENT TRAINING

The 7th Infantry Division, Philippine Army thru the Governance and Strategy Management Office (GSMO) held the closing ceremony of Strategy Management Training on September 01, 2022 at Kaugnay Multi-Purpose Hall, Headquarters 7ID via face-to-face and video teleconference.

The training comprised of two phases. The first phase consisted of lectures on Strategy Management and scorecard development conducted thru video teleconference. After which, all units and offices were required to convene their ATR TWG to update their Performance Scorecard, conduct actual programs and strategy review assisted by GSMO, and likewise update their eligibility requirements in the AGP. The focus of second phase is the presentation of workshop outputs of participants composed of members of unit/office’s ATR TWG in front of the panelists consisting of members of the 7ID ATR TWG. The activity provided useful insights to the participants in strategy management especially alignment, and functions of the technical working group.

BGen. Luis Rex D. Bergante, the Assistant Division Commander served as the Keynote Speaker represented by Col. Dennis R. Pacis, the Division Inspector General who officially graced the closing ceremony. He congratulated the participants in completing the training which started on August 16 and 17, 2022.

“Hindi dito natatapos ang ating pagsasanay, kailangang i-apply natin yung natutunan natin,” said Col. Pacis. “Gawin natin yung tama by aligning ourselves to the thrust of the Philippine Army, and to the thrusts of the 7th Infantry Division. Huwag tayong magsawa, because this is one of the initiatives of the Philippine Army for us to better serve our nation,” he added in his speech.

7ID CONDUCTS STRATEGY MANAGEMENT TRAINING

The 7th Infantry Division, Philippine Army thru the Governance and Strategy Management Office (GSMO) is continuously capacitating its personnel in terms of good governance and strategy management as it conducts the first phase of this year’s Strategy Management Training on August 16-17, 2022 via zoom video teleconferencing. It was attended by members of the ATR Technical Working Group of line units, post units, and General, Special, Technical, and Personal staff of the division.

The second phase of the training will be face-to-face, scheduled on August 30, 2022, and September 01, 2022. It is a four-day training designed to instill the basic knowledge of the Army Transformation Roadmap, ensure the alignment of scorecards, capacitate personnel in crafting unit and individual scorecards and accomplish the Army Governance Pathway eligibility requirements.

“The goal of the ATR is to transform our organization into a credible, reliable, responsive, more capable, and more professional Army,” said Col. Emilio R. Pajarillo Jr, the Chief of GSMO graced the opening ceremony.

“The ATR is not different from your daily or weekly routine. Successful ex*****on of our strategy relies on the people behind our organization and that is you,” he added.
