ISULAN, SULTAN KUDARAT | Agosto 19, 2026 — Pinangunahan ng Bureau of Fisheries and Aquatic Resources (BFAR) - XII, ang orientation para sa mga Local Government Unit (LGU) ng Sultan Kudarat bilang bahagi ng pagpapatupad ng Malinis at Masaganang Katubigan (MMK) 2.0.

Pinalawak ng MMK 2.0 ang dating Malinis at Masaganang Karagatan upang saklawin hindi lamang ang mga baybaying lugar kundi pati ang mga ilog, lawa, wetlands, reservoirs, at iba pang inland water resources.

Sa pamamagitan ng ecosystem-based at ridge-to-reef approach, binibigyang-diin ng programa ang ugnayan ng mga watershed, ilog, at karagatan sa pagpapanatili ng malinis, masagana, at produktibong yamang tubig.

Tinalakay sa orientation ang three-year implementation roadmap, 100-point evaluation system, digital documentation, at pagbuo ng multidisciplinary Technical Working Groups (TWGs) upang higit na mapalakas ang lokal na pamamahala sa fisheries at aquatic resources.

Hinikayat ng BFAR XII ang mga LGU na isalin ang MMK 2.0 sa konkretong hakbang at resulta, mula sa mas mahigpit na pagpapatupad ng mga batas pangisdaan hanggang sa rehabilitasyon ng mga pampang ng ilog at pangangalaga ng aquatic habitats.

Mula kabundukan hanggang karagatan, sama-sama nating pangalagaan ang bawat katubigan tungo sa isang malinis, masagana, at napapanatiling kinabukasan.

The Department of the Interior and Local Government (DILG) Region XII strengthened the capacities of Civil Society Organization (CSO) Desk Officers across SOCCSKSARGEN through a two-day capacity development activity aimed at deepening citizen participation and strengthening collaboration between local governments and civil society.

Dubbed “Advancing CSO Desk Officers of Region XII: Sustaining Participatory Governance (RIDS for CSOs),” the activity was held on August 5–6, 2026, at Habi Hotel in Koronadal City, gathering CSO Desk Officers from all local government units of Region XII.

Funded by the DILG through the Support to Local Governance Program (SLGP) and managed by the DILG Rehiyon Dose – Office of the Regional Director, the activity sought to enhance the participants’ understanding of their roles and responsibilities, strengthen partnerships between local government units (LGUs) and CSOs, and promote mechanisms for meaningful citizen participation in local governance.

In her opening message, DILG XII Regional Director Atty. Rochelle D. Mahinay-Sero, CESO III emphasized that collaborative governance requires creating meaningful spaces where citizens and civil society can actively participate in shaping local development.

The two-day learning activity featured discussions led by LGOO VI and Chief of Staff Jon Leo J. Licayan; Private Sector Representative for the Social Sector Carlito Y. Uy; and SLGP Regional Coordinator Ana Louwel V. Cabrido. They shared practical insights on participatory governance, LGU-CSO collaboration, and the critical role of CSO Desk Officers in facilitating citizen engagement in local decision-making and development processes.

Through RIDS for CSOs, DILG XII continues to strengthen the institutional mechanisms for participatory governance by equipping CSO Desk Officers to serve as effective bridges between local governments and communities. These efforts contribute to stronger local autonomy, where empowered LGUs work alongside an engaged citizenry in identifying priorities, shaping solutions, and ensuring that development responds to the needs of the people.

The Department of the Interior and Local Government (DILG) Region XII conducted Module 4 of the Local Project Monitoring Committee (LPMC) Competency Certification Training Program – Batch 1 on August 5, 2026, via Zoom, bringing together LPMC members and stakeholders from participating local government units to strengthen their capacities in citizen participation, transparency, and digital project monitoring.

LGOO V Frances Kristene Alvero-Laguda discussed the guidelines on the accreditation of Civil Society Organizations (CSOs). The session highlighted the importance of strengthening collaboration between government and accredited CSOs to promote broader community participation throughout the project implementation cycle.

South Cotabato PPMC Chair Mr. Carlito Y. Uy presented the Citizen Participation and Open Government Partnership (OGP) module. He emphasized that the approach serves as an effective mechanism for enhancing accountability, improving project outcomes, and fostering greater public ownership of development initiatives.

To complement these governance approaches, participants were oriented on the enhanced features of the SubayBAYAN digital monitoring platform, which enables real-time tracking and monitoring of locally funded infrastructure projects. The session was facilitated by Mr. Carlo L. Fano, Regional Focal Person for SubayBayan.

Meanwhile, Engr. Jennylyn M. Peñales presented the guidelines, requirements, and expectations for the two-month fieldwork component, which officially commenced on August 5, 2026, and will provide participants with hands-on experience in applying the competencies gained throughout the training program.

Launched on May 26, 2026, the LPMC Competency Certification Training Program continues to equip local monitoring bodies with advanced knowledge, practical tools, and innovative strategies that strengthen oversight and improve the implementation of government-funded projects across the region.

The DILG XII together with the DILG Sultan Kudarat Provincial Office through its PDMU, recently conducted the Regional SubayBAYANI Assessment in the municipalities of Lebak, Kalamansig, and Palimbang last July 29-30, 2026.

On July 29, 2026, the Regional SubayBAYAN Assessment was carried out in the Municipality of Lebak, attended by the SubayBAYAN Focal Person, which aimed to verify the completeness and accuracy of the submitted documents. On the other hand, a pre-final inspection was conducted for the FY 2024 LGSF-SBDP project at Barangay Salangsang, which involves the Construction of a Two-Storey Health Station. The inspection was participated by the LGU Project Engineer to assess the project's readiness for completion and ensure compliance with approved plans and specifications.

On the same day, a final inspection was conducted in the Municipality of Kalamansig for the FY 2024 SGLG-IF project involving the Construction of a Flood Control Structure. Concurrently, the regional SubayBAYANI validation activity was conducted with the participation of the SubayBAYAN Focal Person and representatives from the Municipal Accounting Office. During the inspection activity, the completed infrastructure was jointly validated and confirmed to be in compliance with the approved plans, technical specifications, and project requirements.

Meanwhile, on July 30, 2026, the Regional SubayBAYAN Assessment was conducted in the Municipality of Palimbang. The activity was graced by the Municipal Mayor Myrna C. Kapina and attended by the Municipal SubayBAYAN Focal Person, Municipal Planning and Development Coordinator (MPDC), Municipal Accountant, MLGOO Decerel C. Kempis and other concerned local officials. The assessment served as a venue to evaluate the municipality's implementation of the SubayBAYAN program, strengthen monitoring mechanisms, and reinforce transparency and accountability in the management of government-funded projects.

The two-day activity underscores the Department's continuing commitment to ensuring that infrastructure projects funded through national government assistance are implemented efficiently, comply with established standards, and deliver quality services and lasting benefits to local communities.

Ang buong araw na pagsasanay mula 8:00 ng umaga hanggang 5:00 ng hapon ay naglalayong palakasin ang kaalaman at kakayahan ng mga kasapi ng LPMC sa epektibong pagsubaybay ng mga proyekto ng pamahalaan, pagsusulong ng pakikilahok ng mamamayan, at pagpapatibay ng transparency at accountability sa lokal na pamahalaan.

Tinalakay sa pagsasanay ang iba’t ibang paksa tulad ng CSO Accreditation to Co-implement PPAs, Citizen Participation and Open Government Partnership (OGP), COA Citizen Participatory Audit and Social Accountability, mga mahahalagang tampok ng DILG SubayBAYAN Platform, Bantay Korapsyon Program, at Values Formation.

Ang Module 4 ang nagsilbing huling learning module ng LPMC Competency Certification Training Program – Batch 1 sa ilalim ng Project Monitoring Learning Hub (PMLH) SOCCSKSARGEN ng DILG XII. Gayunpaman, hindi pa dito nagtatapos ang proseso ng sertipikasyon. Matapos ang pagsasanay, inaasahang maisasakatuparan ng mga kalahok ang kanilang mga Action Plan, maghahanda at magsusumite ng mga kinakailangang ulat gaya ng Post-Training Monitoring Report (PTMR) at Terminal Report, sasailalim sa coaching at mentoring, at daraan sa Competency Assessment bilang bahagi ng mga susunod na hakbang tungo sa pagkamit ng LPMC Competency Certification.

Sa ilalim ng pamumuno ni Municipal Mayor Hon. Myrna C. Kapina, patuloy na nakikibahagi ang LGU Palimbang sa mga programang pangkapasidad upang higit pang mapahusay ang pagbibigay-serbisyo publiko at matiyak ang maayos, tapat, at responsableng pagpapatupad ng mga proyekto para sa kapakinabangan ng mamamayan.

PALIMBANG, Sultan Kudarat — The Department of the Interior and Local Government (DILG) Region XII conducted the 2026 Regional SubayBayan Assessment and Validation on July 30, 2026, at the Municipal Function Hall in Barangay Baranayan, Palimbang.

The activity aimed to assess and validate selected locally funded projects of the municipality and ensure compliance with project implementation, monitoring, and documentation requirements.

Municipal Mayor Myrna C. Kapina welcomed the participants and underscored the importance of transparency, accountability, and the efficient delivery of government projects. In her message, Mayor Kapina emphasized that all projects in the Municipality of Palimbang are properly implemented and that there are no “ghost projects” in the municipality, highlighting the local government's commitment to integrity, transparency, and responsible public service.

The assessment and validation were attended by local government personnel, including Acting Municipal Planning and Development Coordinator (MPDC) Engr. Cherbedin A. Kapina, SubayBayan Focal Person Norsaidie B. Bayao, Municipal Accountant Sarima T. Dipatuan, CPA, and RLIP Focal Person Engr. Roland Montemor, who provided the technical, financial, and administrative documents required for the review and validation process. Also present during the activity was Municipal Local Government Operations Officer (MLGOO) Decerel C. Kempis.

As part of the assessment process, the DILG Region XII validation team reviewed the municipality’s project documents and records. The team was composed of Engr. Carlo Fano, Regional SubayBayan Focal Person; Hannah Ruth Gasque, Financial Analyst; and Engr. John Stephen Manghano, Provincial Technical Engineer.

The assessment forms part of DILG’s continuing efforts to promote transparency, accountability, and good governance in the implementation of local development projects. Through regular monitoring and validation activities, the Department seeks to ensure that public funds are utilized properly and that development projects are implemented efficiently and in accordance with established standards and guidelines.
