This May, Regional Development Council VIII joins the nationwide observance of the 2026 Ease of Doing Business (EODB) Month, reaffirming the commitment to efficient, transparent, and citizen-centered public service.

Anchored on the theme, “Achieving Results Through Transparency and Accountability: Towards a More Productive Bagong Pilipinas,” the celebration highlights the importance of streamlining government processes, strengthening accountability, and improving service delivery to foster investments, generate jobs, and support inclusive regional development.

As Eastern Visayas continues to advance toward a more competitive and resilient economy, responsive governance and ease of doing business remain key drivers in building public trust, encouraging investments, and improving the everyday experience of citizens and enterprises alike.

The DENR VIII, Philippine Eagle Foundation, and PNP Region 8 formalized a partnership to enhance wildlife conservation, environmental law enforcement, and community-based protection efforts for the critically endangered Philippine Eagle and its habitat. The collaboration underscores the importance of inter-agency coordination and community participation in safeguarding biodiversity, protecting forest ecosystems, and promoting sustainable environmental stewardship in the region.

The Department of Agriculture RFO 8 formally turned over a ₱50-million Rice Processing Center in Barugo, Leyte to the Cuta Multipurpose Cooperative, reinforcing ongoing efforts to modernize agriculture, reduce post-harvest losses, improve market access, and increase farmers’ incomes. The facility is expected to enhance rice processing efficiency and strengthen local food systems, while empowering farmer cooperatives as key partners in advancing food security and agricultural development in the region.

𝐒𝐮𝐩𝐩𝐨𝐫𝐭𝐢𝐧𝐠 𝐚𝐠𝐫𝐚𝐫𝐢𝐚𝐧 𝐫𝐞𝐟𝐨𝐫𝐦 𝐛𝐞𝐧𝐞𝐟𝐢𝐜𝐢𝐚𝐫𝐢𝐞𝐬 𝐢𝐧 𝐄𝐚𝐬𝐭𝐞𝐫𝐧 𝐕𝐢𝐬𝐚𝐲𝐚𝐬

Thousands of agrarian reform beneficiaries (ARBs) across the region received Certificates of Condonation with Release of Mortgage (COCROMs) and individual land titles, easing financial burdens and strengthening land tenure security under the New Agrarian Emancipation Act and the SPLIT Project. The initiative reinforces ongoing efforts to improve rural livelihoods, enhance agricultural productivity, and promote inclusive rural development in Eastern Visayas.

The elections mark another step in strengthening multi-stakeholder participation in regional governance, ensuring that the voices of the private sector continue to help shape the region’s development agenda for 2025–2028.

Representatives from qualified Private Sector Organizations across Eastern Visayas gathered at DEPDev VIII, Palo, Leyte to participate in the continuing selection of PSRs for the RDC VIII Sectoral and Other Committees.

The activity reflects the RDC VIII’s commitment to participatory governance and strengthened private sector engagement in shaping policies, programs, and development priorities for the region.

The Regional Development Council VIII successfully concluded the election of additional Sectoral and Other Committee Private Sector Representative seats for the 2025–2028 term of office. This achievement further reinforces private sector participation in regional governance and development planning in Eastern Visayas.

The following were proclaimed PSRs-elect by the RDC VIII Election Committee during the RDC VIII PSR Elections held on 14 May 2026 at the Felipina Hall, DEPDev VIII, Palo, Leyte:

𝐂𝐀𝐋𝐋 𝐅𝐎𝐑 𝐏𝐑𝐎𝐏𝐎𝐒𝐀𝐋𝐒 📢

The People’s Survival Fund (PSF) invites Local Government Units (LGUs) to submit climate change adaptation project concept notes and proposals aimed at strengthening the resilience of vulnerable communities.
Established under Republic Act No. 10174, the PSF finances local adaptation initiatives covering water and land management, agriculture and fisheries, health, infrastructure, ecosystem protection, early warning systems, and community-based climate resilience programs.

The PSF employs a two-step process commencing at the concept note stage to allow proponents an opportunity of a simplified application process. Successful applicants will be eligible to submit proposals for full funding of local adaptation projects.

Local adaptation projects criteria of the PSF:

✅ Impact Potential
✅Scalability and Sustainability
✅Inclusiveness and co-benefits
✅Transformational approach to adaptation

𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐬𝐨𝐜𝐢𝐚𝐥 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐯𝐮𝐥𝐧𝐞𝐫𝐚𝐛𝐥𝐞 𝐅𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐟𝐚𝐦𝐢𝐥𝐢𝐞𝐬.

The successful passage of House Bill No. 8647 on third and final reading in the House of Representatives marks a significant step toward enhancing and expanding the Pantawid Pamilyang Pilipino Program (4Ps), reinforcing government efforts to provide long-term pathways out of poverty through education, livelihood support, and stronger social protection mechanisms.

For Eastern Visayas — where many communities continue to face economic vulnerabilities and the impacts of disasters — strengthened social assistance programs remain vital in improving household resilience, supporting human development, and advancing inclusive growth. The measure also complements broader development goals under the Philippine Development Plan and the Eastern Visayas Regional Development Plan, particularly on poverty reduction and social equity.

The proposed measure now awaits further deliberation through the Bicameral Conference Committee following the Senate version.

Malugod nating tinatanggap ang matagumpay na pagkakapasa ang ating panukalang batas na House Bill No. 8647 sa ikatlo at pinal na pagbasa sa Mababang Kapulungan ng Kongreso. Isa itong mahalagang hakbang tungo sa higit na pagpapalakas at pagpapalawak ng 4Ps o Pantawid Pamilyang Pilipino Program upang mas matiyak na ang ating mga kababayan na higit na nangangailangan ay mabibigyan ng sapat na suporta at oportunidad upang makaahon sa kahirapan.

Sa pagpapatibay ng panukalang ito, pinagtitibay natin ang ating pangako na hindi lamang magbigay ng agarang tulong, kundi maglatag ng pangmatagalang solusyon sa pamamagitan ng edukasyon, kabuhayan, at mas matibay na social protection system para sa bawat pamilyang Pilipino.
Sa ngayon, hinihintay na lamang natin ang bersyon ng Senado upang maipagpatuloy ang deliberasyon sa Bicameral Conference Committee.

Umaasa tayo na sa lalong madaling panahon ay mapagkakasunduan ang pinal na bersyon ng panukala upang ito ay tuluyang maipasa at maisabatas para sa kapakanan ng sambayanang Pilipino.
Patuloy tayong magsusulong ng mga reporma na maghahatid ng tunay at pangmatagalang pagbabago sa buhay ng bawat Pilipino.

Government agencies and stakeholders convened during the Regional Committee on Disability Affairs (RCDA) VIII First Quarter Meeting to strengthen coordination on programs and initiatives for persons with disabilities across the region. Discussions highlighted ongoing efforts to improve accessibility, digital governance, rehabilitation services, and the establishment of Persons with Disability Affairs Offices (PDAOs), reinforcing the commitment to more inclusive, responsive, and people-centered governance.

𝗗𝗜𝗟𝗚 𝟴 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗣𝘂𝘀𝗵 𝗳𝗼𝗿 𝗜𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗶𝗻 𝗥𝗖𝗗𝗔 𝗩𝗜𝗜𝗜 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

The Department of the Interior and Local Government (DILG) Region VIII reaffirmed its commitment to inclusive and responsive governance through its participation in the Regional Committee on Disability Affairs (RCDA) VIII First Quarter Meeting on April 22, 2026, held via Zoom.

Spearheaded by RCDA Region VIII, the meeting gathered representatives from National Government Agencies (NGAs) and Non-Government Organizations (NGOs) to strengthen coordination and collaboration in advancing disability-inclusive programs across Eastern Visayas.

Key highlights included the presentation of the Lakbay Rehab Program by the RTR Physical Therapy Alumni Association, which provides free physical therapy services to qualified beneficiaries in the region. The Department of Information and Communications Technology (DICT) Region VIII, through Mr. Chad Estudillo, also conducted an orientation on the PNPKI registration for digital signing of resolutions, underscoring the shift toward secure and efficient digital governance.

Updates on disability and development initiatives were presented by Ms. Joanna L. Hizon of the National Council on Disability Affairs (NCDA). This was followed by a briefing from NCDA Planning Officer Ms. Mojaira Dela Cruz on Joint Memorandum Circular No. 1, Series of 2023, and the agency’s Strategic Plan for 2023–2028, outlining key directions for strengthening disability-inclusive governance.

The meeting concluded with a status report on the establishment of Persons with Disability Affairs Offices (PDAOs) across Region VIII, presented by Mr. Macor Christian Lee B. Wael, highlighting both progress and remaining gaps at the local level.

DILG Region VIII’s active engagement underscores its continuing support to local government units (LGUs) in mainstreaming disability-inclusive policies and programs. Through sustained participation in platforms such as the RCDA, the Department helps ensure that services for persons with disabilities are more accessible, responsive, and inclusive across the region.
