The Peopleโ€™s Survival Fund (PSF) invites Local Government Units (LGUs) to submit climate change adaptation project concept notes and proposals aimed at strengthening the resilience of vulnerable communities.
Established under Republic Act No. 10174, the PSF finances local adaptation initiatives covering water and land management, agriculture and fisheries, health, infrastructure, ecosystem protection, early warning systems, and community-based climate resilience programs.

The PSF employs a two-step process commencing at the concept note stage to allow proponents an opportunity of a simplified application process. Successful applicants will be eligible to submit proposals for full funding of local adaptation projects.

The successful passage of House Bill No. 8647 on third and final reading in the House of Representatives marks a significant step toward enhancing and expanding the Pantawid Pamilyang Pilipino Program (4Ps), reinforcing government efforts to provide long-term pathways out of poverty through education, livelihood support, and stronger social protection mechanisms.

For Eastern Visayas โ€” where many communities continue to face economic vulnerabilities and the impacts of disasters โ€” strengthened social assistance programs remain vital in improving household resilience, supporting human development, and advancing inclusive growth. The measure also complements broader development goals under the Philippine Development Plan and the Eastern Visayas Regional Development Plan, particularly on poverty reduction and social equity.

The proposed measure now awaits further deliberation through the Bicameral Conference Committee following the Senate version.

Malugod nating tinatanggap ang matagumpay na pagkakapasa ang ating panukalang batas na House Bill No. 8647 sa ikatlo at pinal na pagbasa sa Mababang Kapulungan ng Kongreso. Isa itong mahalagang hakbang tungo sa higit na pagpapalakas at pagpapalawak ng 4Ps o Pantawid Pamilyang Pilipino Program upang mas matiyak na ang ating mga kababayan na higit na nangangailangan ay mabibigyan ng sapat na suporta at oportunidad upang makaahon sa kahirapan.

Sa pagpapatibay ng panukalang ito, pinagtitibay natin ang ating pangako na hindi lamang magbigay ng agarang tulong, kundi maglatag ng pangmatagalang solusyon sa pamamagitan ng edukasyon, kabuhayan, at mas matibay na social protection system para sa bawat pamilyang Pilipino.
Sa ngayon, hinihintay na lamang natin ang bersyon ng Senado upang maipagpatuloy ang deliberasyon sa Bicameral Conference Committee.

The Department of the Interior and Local Government (DILG) Region VIII reaffirmed its commitment to inclusive and responsive governance through its participation in the Regional Committee on Disability Affairs (RCDA) VIII First Quarter Meeting on April 22, 2026, held via Zoom.

Spearheaded by RCDA Region VIII, the meeting gathered representatives from National Government Agencies (NGAs) and Non-Government Organizations (NGOs) to strengthen coordination and collaboration in advancing disability-inclusive programs across Eastern Visayas.

Key highlights included the presentation of the Lakbay Rehab Program by the RTR Physical Therapy Alumni Association, which provides free physical therapy services to qualified beneficiaries in the region. The Department of Information and Communications Technology (DICT) Region VIII, through Mr. Chad Estudillo, also conducted an orientation on the PNPKI registration for digital signing of resolutions, underscoring the shift toward secure and efficient digital governance.

Updates on disability and development initiatives were presented by Ms. Joanna L. Hizon of the National Council on Disability Affairs (NCDA). This was followed by a briefing from NCDA Planning Officer Ms. Mojaira Dela Cruz on Joint Memorandum Circular No. 1, Series of 2023, and the agencyโ€™s Strategic Plan for 2023โ€“2028, outlining key directions for strengthening disability-inclusive governance.

The meeting concluded with a status report on the establishment of Persons with Disability Affairs Offices (PDAOs) across Region VIII, presented by Mr. Macor Christian Lee B. Wael, highlighting both progress and remaining gaps at the local level.

DILG Region VIIIโ€™s active engagement underscores its continuing support to local government units (LGUs) in mainstreaming disability-inclusive policies and programs.
