Jequinto as its newly installed OIC-Assistant Regional Director during a simple turnover ceremony held alongside the Regional Office's Monday program on August 17, 2026.
OIC-Regional Director Atty. Joan N. Noya-Nidua, together with the DOLE-8 workforce, warmly welcomed Engr. Jequinto who brings with him nearly 28 years of experience in government service and extensive field leadership in labor and employment administration.
In his message, Engr. Jequinto expressed his appreciation for the opportunity to take on a new role in the Department, emphasizing that his appointment represents more than a career progression.

A mechanical engineer by profession, Engr. Jequinto has dedicated almost three decades of his life in public service. He was appointed Director II in 2021 and subsequently served as Head of the Quezon City Field Office and the Manila Field Office under the National Capital Region before he was reassigned to DOLE-8 by virtue of Administrative Order No. 267 series of 2026.
His years of experience in field operations, program implementation, and stakeholder engagement have equipped him with extensive knowledge in managing labor and employment services and responding to the needs of workers, employers, and other stakeholders.
As Assistant Regional Director, Engr. Jequinto will support the Regional Director in providing strategic direction and ensuring the effective implementation of DOLE programs and services throughout Eastern Visayas.
His assumption to office further strengthens the DOLE-8 leadership team as the Regional Office continues to advance programs that promote decent and productive employment, protect workers' rights and welfare, facilitate employment opportunities, and bring government services closer to the people.

๐“๐€๐‚๐‹๐Ž๐๐€๐ ๐‚๐ˆ๐“๐˜ โ€“ Twenty-five (25) jobseekers were hired on the spot during the Trabaho Agad Job Fair conducted by the Department of Labor and Employment Regional Office VIII (DOLE-8) on July 30, 2026 at the Tacloban City Convention Center, bringing employment opportunities closer to residents of National Housing Authority (NHA) communities in Eastern Visayas.

The job fair was one of the major services offered during the People's Caravan, an initiative of the National Housing Authority (NHA) that gathered various government agencies to deliver programs and services directly to beneficiaries and communities.

In line with the directive of DOLE Secretary Francis N. Tolentino to strengthen employment facilitation and ensure that decent work opportunities are accessible to every Filipino, DOLE-8 mobilized ten (10) local employers that collectively offered 300 local job vacancies for qualified applicants.

A total of 655 jobseekers registered for the activity. Of these, 25 were hired on the spot, while 221 applicants qualified for available positions and advanced to the next stages of the recruitment process. Three (3) applicants were likewise classified as near hired. Jobeekers who were HOTS landed jobs such as cashier, customer assistant, assistant store manager, sales associate, clerk, and bagger.

Apart from facilitating employment opportunities, DOLE-8 also extended emergency employment assistance through the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program. During the event, 100 TUPAD beneficiaries received their emergency employment wages amounting to a total of โ‚ฑ470,000.00.

DOLE-8 OIC-Regional Director Atty. Joan N. Noya-Nidua led the regional office's participation in the caravan, reaffirming the Department's commitment to making government programs and services more accessible to communities. In her message, Noya-Nidua said that DOLE unites with partner agencies in bringing responsive, people-centered, and meaningful government services closer to every Filipino.

โ€œThe Department of Labor and Employment is one with our partner agencies in ensuring that government services reach our communities where they are needed mostโ€, Noya-Nidua said.

๐“๐€๐‚๐‹๐Ž๐๐€๐ ๐‚๐ˆ๐“๐˜ โ€“ The Department of Labor and Employment (DOLE), under the leadership of Secretary Francis N. Tolentino, continues to advance accessible, speedy, and non-adversarial labor dispute resolution, with its Single Entry Approach (SEnA) Program in Eastern Visayas facilitating more than โ‚ฑ10.49 million in monetary benefits for workers while achieving an 84.8 percent settlement rate during the first half of 2026.

From January to June 2026, DOLE Regional Office VIII handled 500 Requests for Assistance (RFAs) under the SEnA Program. Of these, 424 were successfully settled through conciliation-mediation, 70 were referred to the National Labor Relations Commission (NLRC) and other offices for further action, and six (6) were either withdrawn by requesting parties or dropped from dockets.

The successful settlement of cases resulted in the facilitation of โ‚ฑ10,494,548 in monetary benefits for 522 workers, demonstrating the program's effectiveness in helping employees obtain their lawful claims without the need for lengthy and costly litigation.

Among the field offices, the West Leyte Field Office recorded the highest number of RFAs handled with 192 cases, followed by the North Leyte Field Office with 112, and the Southern Leyte Field Office with 77, reflecting the sustained demand for accessible conciliation and mediation services across the region.

SEnA serves as DOLE's mandatory 30-day conciliation-mediation mechanism for resolving labor and employment issues before they escalate into formal legal proceedings. Through the assistance of trained Single Entry Assistance Desk Officers (SEADOs), workers and employers are provided with a faster, less expensive, and more collaborative avenue for settling disputes involving unpaid wages, monetary claims, separation benefits, and other workplace concerns.

The DOLE-RO8 remains committed to strengthening the implementation of the SEnA Program, ensuring that workers and employers throughout Eastern Visayas have access to timely, fair, and efficient dispute resolution services.

๐“๐€๐‚๐‹๐Ž๐๐€๐ ๐‚๐ˆ๐“๐˜ โ€“ In line with its ongoing effort to bring employment services directly to communities, the Department of Labor and Employment under the leadership of Secretary Francis N. Tolentino, will roll out its ๐“๐ซ๐š๐›๐š๐ก๐จ ๐€๐ ๐š๐ ๐‰๐จ๐› ๐…๐š๐ข๐ซ on ๐‰๐ฎ๐ฅ๐ฒ ๐Ÿ‘๐ŸŽ, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” at the ๐“๐š๐œ๐ฅ๐จ๐›๐š๐ง ๐‚๐ข๐ญ๐ฒ ๐‚๐จ๐ง๐ฏ๐ž๐ง๐ญ๐ข๐จ๐ง ๐‚๐ž๐ง๐ญ๐ž๐ซ as part of the Leyte People's Caravan 2026 being organized by the National Housing Authority (NHA).

The said Trabaho Agad Job Fair is intended for beneficiaries of NHA resettlement sites in Tacloban City, giving them direct access to employment opportunities from participating local employers and reinforcing the government's commitment to inclusive and community-based employment services.

A total of 10 local employers is expected to participate in the one-day recruitment activity, offering 300 job vacancies across various industries. Available positions include customer service representatives, data entry operators, cashiers, drivers, financial advisors, merchandisers, unit managers, and other in-demand occupations.

OIC-Regional Director Atty. Joan N. Noya-Nidua underscored the importance of convergence in bringing government services closer to the community.

โ€œThrough our partnership with the NHA, we will be catering to targeted jobseekers, providing accessible and responsive recruitment services by connecting them with legitimate employers through community-based job fairs and placement activitiesโ€, said Atty. Noya-Nidua.

Applicants are encouraged to bring multiple copies of their rรฉsumรฉ or curriculum vitae, valid identification cards, and other pertinent employment documents to facilitate faster processing of their applications. On-site employment facilitation, labor market information, and other employment-related services will likewise be available during the event.

The Trabaho Agad Job Fair underscores the shared commitment of DOLE and NHA to empower communities through accessible employment services, helping improve the lives of Filipino workers and their families while advancing inclusive growth in Eastern Visayas.

๐“๐€๐‚๐‹๐Ž๐๐€๐ ๐‚๐ˆ๐“๐˜ โ€“ In line with the commitment of Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino to strengthen employment facilitation services and recognize excellence in local public employment programs, the DOLE Regional Office VIII (DOLE-RO8) conducted the regional deliberation for the 2025 Search for Best Public Employment Service Office (PESO) on July 7, 2026 at the Ironwood Hotel, Tacloban City.
The activity gathered Public Employment Service Offices (PESOs) from across Eastern Visayas for the validation and evaluation of their accomplishments as part of the regional selection process to determine the region's official nominees to the national Search for Best PESO.
The annual search recognizes outstanding PESOs for their exemplary performance in implementing employment facilitation programs, expanding access to job opportunities, and delivering responsive services to jobseekers, employers, and other stakeholders.
The deliberation was chaired by DOLE-RO8 OIC Regional Director Atty. Joan N. Noya-Nidua and attended by the members of the Regional Evaluation Committee composed of Virgilio A. Doroja Jr., Head of the Technical Support Services Division; Norman Victor M. Ordiz, President of the Public Employment Service Office Managers Association of Eastern Visayas, Inc. (PESOMAEV); Karmela G. De La Sierra, Regional Employment Focal Person; Rainier Dale D. Ortega, media representative; and Elli Resti De Paz, representative of the workers' sector.
In her opening message, Noya-Nidua encouraged the participating PESOs to view the evaluation not merely as a competition but as an opportunity to showcase their accomplishments, exchange best practices, and further enhance the quality of employment services in their respective localities.
Advancing to the final deliberation were nine nominated PESOs, namely: the Province of Northern Samar, Hilongos, Ormoc City, Merida, Daram, Catbalogan City, Alangalang, Tanauan, and Tacloban City.
Meanwhile, PESOMAEV President Norman Victor M. Ordiz lauded the participating PESOs for their unwavering commitment to continuously improve public employment services.
The results of the regional evaluation will be finalized in accordance with the guidelines of the 2025 Search for Best Public Employment Service Office. The winning regional nominees will represent Eastern Visayas in the national Search for Best PESO during the National PESO Congress.
