RCSU 8, Baybay CPS, LGU Baybay City, and Partner Government Agencies Unite to Strengthen School Security; 72 Guards and Watchmen Trained to Protect Learners

PALO, LEYTE β€” August 8, 2026. β€” Recognizing school security personnel as the first line of defense in keeping schools safe, the Baybay City Government, in coordination with the Baybay City Police Station, conducted a Skills Enhancement Seminar for School Security Guards and Watchmen aimed at strengthening their readiness to prevent, detect, and appropriately respond to security threats within school premises.
Held at the Baybay City Training Center Function Hall,

The seminar brought together seventy-two (72) school watchmen and security guards from various schools in Baybay City.
The activity, initiated by the Local Government Unit of Baybay City headed by Mayor Jose Carlos L. Cari, underscored the importance of strengthening the preparedness, vigilance, and professional capabilities of security personnel amid the continuing need to ensure safe and secure learning environments.

As one of the resource speakers, PCOL SOLEDAD L. ELEFANIO, Chief of the Regional Civil Security Unit 8 (RCSU 8), delivered a lecture on β€œSchool Security Fundamentals: Strengthening School Security and Safety.” Her presentation emphasized that school security guards are not merely gatekeepers, but serve as safety officers, security observers, first responders, information sources, public relations officers, and crime prevention partners.

PCOL ELEFANIO highlighted the responsibilities of school security personnel under Republic Act No. 11917 and its Implementing Rules and Regulations, which recognize private security professionals as partners of government in preserving peace and order. The law covers critical security functions such as protection of persons and property, access control, visitor screening, maintenance of peace and order, security investigation, and emergency response.

The lecture also focused on practical security measures, including strict access control, proper visitor identification and screening, campus patrolling, threat detection, incident response, and coordination with police and emergency responders. Security guards were reminded to secure entry and exit points, prevent unauthorized entry, protect students and school personnel, observe and report suspicious activities, and maintain professionalism at all times.

PCOL ELEFANIO emphasized, underscoring the vital role of security personnel in protecting not only school facilities but, more importantly, the lives and safety of learners, teachers, employees, and visitors.
The seminar further tackled the recognition of physical and behavioral threat indicators, including suspicious packages, armed individuals, bomb threats, fire, gas leaks, aggressive behavior, and other circumstances requiring heightened vigilance. Participants were likewise reminded to remain calm during emergencies, assess situations properly, prioritize the protection of lives, and immediately coordinate with appropriate authorities.
Other sessions in the program covered Children in Conflict with the Law (CICL) and CAR protocols, bomb threat and scare management, radio discipline and reporting, safe campus and gender-based laws, and responder protocols and practical exercises, providing participants with a broader understanding of school safety and emergency preparedness.

The activity reinforced the shared responsibility of the LGU, PNP, schools, and private security sector in preventing incidents of violence and maintaining a secure learning environment.

PCOL ELEFANIO stressed that effective school security is not measured merely by the response to incidents, but by the ability to prevent threats before they escalate. The seminar's key message was clear: a competent school security guard prevents crime, protects children, detects threats early, responds professionally, coordinates with authorities, respects human rights, and upholds the law.

The initiative reflects the continuing commitment of the PNP Regional Civil Security Unit 8 and the Baybay City Government to strengthen community-based security partnerships and ensure that schools remain places where children can learn, grow, and thrive without fear.

116 FI****MS ACCOUNTED FOR: CSG RCSU 8 STRENGTHENS FI****MS CONTROL IN LEYTE

The Civil Security Group (CSG), through the Regional Civil Security Unit 8, successfully facilitated the turnover and secured the custody of 116 assorted fi****ms from the Leyte Police Provincial Office on August 5, 2026, ensuring their proper safekeeping and lawful disposition.

Under the supervision of PBGEN ADEN T LAGRADANTE, Acting Director, CSG, and the leadership of PCOL SOLEDAD L ELEFANIO, Chief, RCSU 8, the activity was conducted in accordance with Republic Act No. 10591 and its Implementing Rules and Regulations as part of the CSG's continuing efforts to strengthen fi****ms accountability and ensure the proper management of fi****ms under police custody.

Through the active participation of RCSU 8 personnel, all 116 fi****ms were properly accounted for and placed under secure custody pending their lawful disposition. This accomplishment reinforces the mandate of the PNP CSG to strengthen fi****ms accountability and strictly enforce policies governing fi****ms with expired registrations, as well as Confiscated, Captured, Surrendered, Deposited, Abandoned, and Forfeited (CCSDAF) fi****ms. These efforts help prevent unauthorized access and unlawful use of fi****ms while promoting public safety in accordance with existing fi****ms laws and regulations.

PRO 8 STRENGTHENS FI****MS COMPLIANCE THROUGH VIRTUAL LTOPF AND FI****MS REGISTRATION ASSISTANCE CARAVAN

PALO, Leyte – Reinforcing the Philippine National Police's campaign against loose fi****ms and commitment to digital transformation, the Regional Civil Security Unit 8 (RCSU8 ) successfully conducted a Virtual License to Own and Possess Fi****ms (LTOPF) and Fi****ms Registration (FR) Assistance Caravan on July 30, 2026, providing real-time technical assistance to PNP personnel throughout Eastern Visayas.

The activity was spearheaded by PCOL SOLEDAD L. ELEFANIO, Chief, RCSU 8, in coordination with the PRO 8 Command Group headed by PBGEN JASON L CAPOY, RD PRO8, Provincial Police Offices (PPOs), and City Police Offices (CPOs).

The initiative was designed to assist PNP personnel with expired LTOPFs and Fi****ms Registrations while making regulatory services more accessible through digital platforms.

Through the virtual caravan, RCSU 8 personnel provided comprehensive assistance in the registration of eGovPH accounts, creation and migration of FEO Online accounts, renewal of expired LTOPFs and Fi****ms Registrations, and the processing of concerns involving lost, stolen, and sold fi****ms. This innovative approach enabled police personnel, particularly those assigned in island municipalities, to conveniently process their applications without the need to travel to the Regional Office.

The activity successfully facilitated the processing of thirty-seven (37) LTOPF applications, twenty-two (22) Fi****ms Registration applications, and provided assistance to eleven (11) PNP personnel in resolving concerns involving lost, stolen, and sold fi****ms, ensuring that their records were properly updated in accordance with RA 10591 and its RIRR.

In the message of PBGEN JASON L. CAPOY, RD, PRO 8, delivered by PCOL RICHARD P. BAD-ANG, Chief, Regional Staff, he underscored the importance of every police officer maintaining valid firearm licenses and registrations as a manifestation of discipline, accountability, and professionalism.
He emphasized that strict compliance with fi****ms laws and regulations is fundamental to the PNP's campaign against loose fi****ms and encouraged all personnel to embrace digital innovations that make government services faster, more efficient, and more accessible. He likewise commended RCSU 8 for its proactive initiative in bringing essential regulatory services directly to PNP personnel across the region.

Meanwhile, PCOL ELEFANIO emphasized that the Virtual Assistance Caravan reflects RCSU 8's commitment to ensuring that no police personnel are left behind in complying with RA 10591 and its RIRR. She noted that by leveraging digital platforms, the Unit continues to provide responsive, accessible, and efficient services that strengthen accountability and responsible fi****ms ownership within the organization.

As the PNP continues to modernize its regulatory services, RCSU 8 remains steadfast in supporting the Chief, PNP's Focus Agenda on the campaign against loose fi****ms by promoting full compliance with fi****ms laws, responsible fi****ms ownership, and digital governance.
