LOOK | The Internal Audit of the Government Assistance and Subsidies – Joint Delivery Voucher Program for Senior High School Technical-Vocational-Livelihood (GAS–JDVP–TVL) was successfully conducted from July 8–22, 2026, as part of the Department of Education’s continuing efforts to ensure the effective, efficient, and compliant implementation of government-funded programs.

As part of the audit engagement, the Schools Division of Samar was audited from July 8–20, 2026, focusing on the implementation of the Joint Delivery Voucher Program (JDVP).

The audit covered three selected Senior High Schools implementing the program, namely Motiong National High School, Jiabong National High School, and Wright National High School, along with their partner institutions: Samar Guardians Skilled Workers Assessment Training Center, Inc., Perpetual Help Technical Training Institute, Inc., and St. Isidore de Labrador Technical School, Inc.

The audit aimed to evaluate the processes and implementation of the Government Assistance and Subsidies (GAS), particularly the JDVP, and to assess compliance with established Department of Education policies and guidelines. Through the audit process, the Schools Division of Samar effectively demonstrated its adherence to program requirements and showcased best practices that contributed to the successful delivery of the JDVP to Senior High School learners.

The audit team was headed by Mr. Emilio Q. Agamanos Jr., Internal Auditor V, together with Renelyn P. Briones, Jhesuen P. Obelo, Leonardo L. Feliciano, and Jennifer D. Ablan. Representatives from the Office of the Director IV from DepEd CO, Dir. Paolo Mikael E. Quilala, namely Atty. May Garcia and Ms. Denden Agustino, also participated in the activity.

The team commended the efforts of the Department of Education Regional Office VIII, particularly the Curriculum and Learning Management Division (CLMD), for its innovative initiatives and streamlined processes that enhanced the effectiveness and efficiency of JDVP implementation across the region.

The DepEd Regional Office VIII likewise extends its sincere appreciation to the Schools Division Offices of Leyte and Tacloban City, in partnership with Asian Development Foundation College, Primona Holy Infant Academy, and Villaconzoilo Farm, for successfully hosting the culminating activities of the audit from July 20–24, 2026.

The successful conduct of this audit highlights the collective commitment of DepEd offices, schools, and partner institutions to uphold accountability, transparency, and quality service delivery in providing technical-vocational education opportunities for Senior High School learners.

CLARIFICATION ON THE PHOTO SHARED BY SECRETARY SONNY ANGARA

The Department of Education wishes to clarify information circulating online regarding the recent Facebook post of Secretary Sonny Angara showing the distribution of laptops to public school teachers.

The photograph featured in the post was taken on September 11, 2025, during the ceremonial distribution of laptops at Mayuga Elementary School in Southern Leyte.

Some social media users have questioned why the teachers in the photo were wearing the previous DepEd prescribed uniform and have incorrectly concluded that the laptop distribution took place during the previous administration of the Department.

To set the record straight, the teachers were wearing the previous prescribed DepEd uniform because the mandatory implementation of the new DepEd uniform only took effect in June 2026. At the time the photograph was taken in September 2025, the old uniform remained the prescribed attire for DepEd personnel.

Furthermore, the laptops shown in the photograph were distributed during the tenure of Secretary Sonny Angara, consistent with the timeline of the activity. The attire of the teachers should not be used as a basis for determining when the distribution occurred, as the uniform policy in effect at that time was still the previous prescribed uniform.

The Department encourages everyone to verify information using official sources and to exercise discernment before sharing or drawing conclusions from posts circulating on social media.

Thank you for your continued support in promoting accurate and responsible information.
