CAMP KANGLEON, PALO, LEYTE โ€“ The Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, intensified its anti-criminality campaign across Eastern Visayas, resulting in the arrest of 1,276 violators and the confiscation of Php25.4M contraband through 1,076 law enforcement operations conducted regionwide in May 2026.

The campaign against illegal drugs remains to be PRO 8's top priorities. Authorities conducted 107 anti-drug operations, apprehended 128 drug personalities and seized 2,389.15 grams of shabu and 5.48 grams of ma*****na, with a combined estimated value of Php16,042,229.76.

PRO 8 likewise sustained its anti-insurgency initiatives, facilitating the surrender of 16 Communist Terrorist Group (CTG) members and the arrest of five others. These operations netted six fi****ms and four explosives, contributing to the government's efforts to weaken insurgent activities in the region.

Complementing these efforts, the region's intensified manhunt campaign resulted in the arrest of 478 wanted persons, including 83 Most Wanted Persons (MWPs) and 395 facing various criminal charges.

Meanwhile, anti-smuggling operations continued to generate positive results. Six operations against cigarette smuggling, led to the arrest of two suspects and the confiscation of 1,022 packs and 19 reams of smuggled ci******es valued at Php148,200.00. Similarly, six anti-petroleum smuggling operations resulted in the arrest of six individuals and the seizure of 43.5 liters of petroleum products worth Php4,057.00.

In environmental protection efforts, PRO 8 conducted 167 illegal fishing operations that led to the apprehension of 242 violators and confiscation of fishing paraphernalia valued at Php6,755,557.00 and fish catch worth Php117,410.00.

Meanwhile, 54 anti-illegal logging operations were carried out, which resulted in the arrest of 43 individuals and seizure of 16,280.67 board feet of illegally sourced lumber with an estimated value of Php2,467,845.90.

In line with efforts to curb the proliferation of loose fi****ms and explosives, PRO 8 conducted 182 operations, resulting in the confiscation, surrender, and recovery of 199 fi****ms and four explosives. This PRO also maintained its stance against illegal gambling, carrying out 76 operations that led to the arrest of 198 individuals and the confiscation of bet money amounting to Php29,431.00.

PBGEN CAPOY commended the operating units for their dedication and commitment in carrying out the region's intensified law enforcement efforts."The accomplishments of our operating units reflect PRO 8's resolute commitment to combating criminality and maintaining peace and order throughout Eastern Visayas. PRO 8 Holds Contract Signing for SLPPO and San Julian MPS

PRO 8 Intensifies Security Ops; Nabs High-value Target, Yields CTG Rebel

CAMP KANGLEON PALO, LEYTE โ€“ In line with the Chief, Philippine National Police (PNP), PGEN JOSE MELENCIO C NARTATEZ JR, directives to strengthen the anti-criminality and anti-insurgency campaign, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, arrested a High-Value Individual (HVI) and facilitated the surrender of a Communist Terrorist Group (CTG) member in a separate operations conducted in Samar and Northern Samar on June 1, 2026.

In Calbayog, City Samar, personnel of the Calbayog City Police Station (CPS), the Regional Intelligence Division-Regional Special Operations Unit 8 (RID-RSOU-8), in coordination with the Philippine Drug Enforcement Agency 8 (PDEA-8) arrested alias โ€œAlwin,โ€ a 25-year-old garbage collector and a resident of Calbayog City, Samar, who was listed as an HVI.

Recovered from the suspect were four heat-sealed transparent plastic sachets containing a white crystalline substance suspected shabu with an estimated weight of 5 grams and a Dangerous Drugs Board (DDB) value of Php 34,000.00. Also recovered were one unit of caliber .22 revolver and six live rounds of ammunition. Filing of criminal charges are now being prepared against the suspect.

On the same day, personnel from the 2nd Northern Samar Provincial Mobile Force Company (NSPMFC) together with the 9th Infantry Battalion (19IB), Philippine Army (PA), assisted the surrender of alias โ€œLoloy,โ€ a 45-year-old construction worker and a resident of Pambujan, Northern Samar. He was a former member of SRC EMPORIUM, Eastern Visayas Regional Party Committee (EVRPC) under the command of Jaspher Jarito alias Basoy.

The surrenderer is currently under the custody of the 2nd NSPMFC for proper documentation and further tactical interview to assess his credibility, sincerity, and eligibility for enrollment under the Enhanced Comprehensive Local Integration Program (E-CLIP) or Local Social Integration Program (LSIP).

RD CAPOY emphasized PRO 8โ€™s continued commitment to strengthening peace and security efforts across the region. โ€œWe remain steadfast in our campaign against criminality and insurgency, and we continue to encourage those involved to return to the fold of law and avail of government reintegration programs that provide opportunities for a peaceful and productive life,โ€ he said.

RD CAPOY LEADS SOLAR INSTALLATION INITIATIVE TO ADVANCE SUSTAINABLE AND ENERGY-EFFICIENT OPERATIONS

CAMP KANGLEON, PALO, LEYTE โ€“ The Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, led the inauguration and blessing of the 48kW Three-Phase Solar Photovoltaic (PV) System installed in the classroom and various office buildings within PRO 8 on June 2, 2026.

The newly inaugurated solar PV system is a 48kW on-grid/off-grid hybrid setup with a 40kWh battery capacity and 56 units of 610-watt solar panels, with a project cost of Php 2.4 million. These solar panels were designed to provide a stable and sustainable power source and expected to generate monthly savings of approximately Php 40,000.00 in electricity costs.

The project was initiated by RD CAPOY as part of PRO 8โ€™s efforts to modernize its facilities, promote energy-efficient operations, and support the government's โ€œGo Greenโ€ program. Through the adoption of renewable energy, the organization continues to pursue innovative and practical solutions that enhance operational capability and resource management.

Beyond reducing electricity expenses, the installation serves as a strategic investment that promotes long-term savings and supports the use of renewable energy in government operations.

PBGEN CAPOY emphasized the significance of the project in advancing the organization's sustainability initiatives. โ€œThis solar PV system is more than just an investment in infrastructure; it is an investment in responsible stewardship of government resources. Through renewable energy, we can reduce operational costs, strengthen our energy resilience, and continue providing quality public service,โ€ he said.

CAMP KANGLEON, PALO, LEYTE โ€“ In line with the directive of the Chief, Philippine National Police (PNP), PGEN JOSE MELENCIO C NARTATEZ JR, to intensify the campaign against all forms of illegal gambling, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, successfully dismantled an illegal online cockfighting (e-sabong) operation and arrested ten individuals, including a barangay kagawad, during an enforcement operation conducted at the Hindang Amusement Center in Hindang, Leyte, on May 29, 2026.

The operation was carried out by personnel of the Regional Intelligence Division 8 (RID-8), Regional Special Enforcement Unit (RSEU), Regional Anti-Cybercrime Unit 8 (RACU-8), and the Provincial Intelligence Unit of the Leyte Police Provincial Office (PIU-LPPO), with the assistance of the Hindang Municipal Police Station and the 1st Leyte Provincial Mobile Force Company.

Acting on verified intelligence information, operatives conducted surveillance and online validation, which confirmed the conduct of prohibited e-sabong activities. Consequently, the composite operating teams proceeded to the target area and arrested ten individuals involved in the illegal e-sabong activities.

Among those arrested was alias โ€œWel,โ€ a barangay kagawad of Hindang, Leyte, who was serving as a cockfight pit referee, along with alias โ€œAnton,โ€ a cockpit operator from Hindang, Leyte; aliases โ€œBenโ€ and โ€œGino,โ€ both cockfight derby promoters from Ormoc City; alias โ€œNathan,โ€ a cockfight pit referee from Hindang, Leyte; and five cockpit IT technicians identified as aliases โ€œCarl,โ€ โ€œGarry,โ€ โ€œAriel,โ€ โ€œKurt,โ€ and โ€œWillyโ€ from various municipalities in Leyte.

Authorities also recovered various information and communications technology (ICT) equipment used in facilitating the illegal online betting activities, including internet routers, a desktop computer server, a CCTV digital video recorder, and CCTV cameras connected to the online streaming platform.

The arrested suspects and recovered evidence were brought to Hindang MPS for proper documentation and filing of appropriate charges for Violation of Presidential Decree No. 1602, in relation to Executive Order No. 9 and Republic Act No. 10175, otherwise known as the Cybercrime Prevention Act of 2012.

PBGEN CAPOY commended the operating units for the successful enforcement action and reiterated PRO 8's commitment to strengthening its efforts against illegal gambling activities, particularly those conducted through digital platforms. โ€œThis accomplishment reflects the effectiveness of our intelligence-driven operations and our continuing commitment to uphold the law. PRO 8 will remain relentless in its efforts to suppress illegal gambling activities and ensure the safety and welfare of our communities in Eastern Visayas,โ€ he said.
