The Department of Education (DepEd) โ€“ Schools Division of Leyte through the Bids and Awards Committee successfully conducted the Suppliers Forum and Market Scoping Activity today, August 13, 2026 at the Luxury Suites Hotel, Tacloban City, bringing together prospective suppliers and service providers in a collaborative platform aimed at strengthening procurement planning and market engagement. The activity was attended by supplier representatives through both face-to-face and online participation, demonstrating the growing commitment of the private sector to support transparent, competitive, and responsive public procurement processes.

The forum served as an avenue to orient suppliers and end-users on key procurement policies, requirements, and expectations under the evolving procurement landscape. Among the topics discussed were the Guide on the Use of the Market Scoping Form, Updates on Republic Act No. 12009 (New Government Procurement Act), Supplier Performance Evaluation, Inspection and Acceptance Report (IAR) Timelines, and other relevant legal matters on procurement. The discussions provided participants with valuable insights on compliance requirements, procurement procedures, and the important role of suppliers in ensuring the efficient delivery of goods and services to government programs and projects.

In his message, Dr. Chud Cordero Pelino Jr., BAC Chairperson, underscored the significance of procurement planning as a critical component of the Work and Financial Plan (WFP) formulation process. He emphasized that considerations such as fit-for-purpose specifications, value for money, prevailing market conditions, and lifecycle requirements must be carefully assessed before, during, and after procurement activities. He further highlighted that engaging suppliers during the planning stage enables end-users to better understand current market prices and available innovations, allowing these considerations to be effectively integrated into budget preparation and procurement strategies, ultimately resulting in more informed and cost-effective government spending.

The successful conduct of the activity reflects the SDO Leyteโ€™s commitment to fostering transparency, accountability, and meaningful stakeholder engagement in procurement management. The forum was further strengthened through the guidance and support of ๐ƒ๐ซ. ๐Œ๐š๐ซ๐ข๐ณ๐š ๐’. ๐Œ๐š๐ ๐š๐ง, ๐‚๐„๐’๐Ž ๐•, whose directives and technical assistance on procurement management contributed significantly to the initiative. The second day tackled common procurement concerns involving Purchase Requests, technical specifications, and PPMPs, while also discussing the integration of the Quality Management System (QMS), Procurement Risk Register, and Risk Mitigation Plan. Participants also examined Website Compliance on Procurement Management Transparency, Posting, and Other Audit Observations, reinforcing the Divisionโ€™s commitment to transparent and accountable procurement.

A major highlight was the walk-through of the Procurement Management Tracking System (PMTS), showcasing an important step toward easier tracking and monitoring of procurement processes, as well as the Divisionโ€™s continuing digitization and modernization efforts. The activity culminated in Workshop 2 on Procurement Improvement Strategies for the Second Semester, where participants translated the lessons and concerns from the review into proposed strategies and action plans.

During the closing program, Atty. Calick D. Arrieta, OIC-Assistant Schools Division Superintendent / HRPMSB Chairperson expressed his appreciation for the accomplishments of the Bids and Awards Committee (BAC) and the procurement activities being undertaken.

As the two-day review concluded, SDO Leyte reaffirmed its goal of building a procurement system that is transparent, efficient, accountable, technology-driven, and responsive - ultimately ensuring that better procurement translates into better public service for schools and stakeholders.

The activity was realized through the concerted efforts of BAC Chairperson/OIC-Assistant Schools Division Superintendent, Dr. Chud Cordero Pelino Jr., Head of the Procurement Unit and Administrative Officer IV Ms. Nikki Cuayzon-Bumanglag, and the BAC Secretariat, with the support of Schools Division Superintendent Dr. Mariza S. Magan, CESO V. In her message, Dr. Magan expressed her appreciation for bringing together everyone involved in procurement, emphasizing that gaps and concerns can be better addressed when all concerned work together and cooperate.

Discussions focused on first-semester procurement accomplishments, performance indicators, APP and PPMP implementation, compliance scorecards, supplier performance, payment timelines, contract implementation, and customer satisfaction, alongside updates on Republic Act No. 12009 or the New Government Procurement Act.

The first day also highlighted compliance, accountability, and procurement governance, with discussions on audit observations, COA findings, legal cases, and lessons learned. Participants then engaged in the Root Cause Analysis of Procurement Delays and Compliance Issues, providing a venue to identify underlying concerns and possible interventions. The day concluded with workshop presentations and a team building.

More than a review of accomplishments, Day 1 served as a platform for shared learning and continuous improvementโ€”turning procurement data and challenges into opportunities for better practices. With key issues surfaced and lessons shared, the activity laid the foundation for the next step: building stronger strategies and charting ways forward for procurement in SDO Leyte.

The Schools Division Office of Leyte warmly invites all current and prospective suppliers to participate in the Suppliersโ€™ Forum and Market Scoping Activity on August 13, 2026 (Thursday), 8:00 A.M., at Luxury Suite Hotel, Tacloban City.

This activity aims to strengthen collaboration between the Division and the supplier community, provide updates on procurement initiatives, and enhance understanding of the Document Requirements, Project Implementation, and Sanctions under the New Government Procurement Act (RA 12009).
