City Councilor Tino Dizon conducted a series of committee hearings and consultative meetings on July 16, 2026, at the Legislative Building to deliberate and conduct further inquiry on his proposed resolutions and ordinances.

The morning session revisited Dizon’s proposed ordinance, which had previously undergone committee hearings and consultative inquiries, seeking to require restaurants and similar food establishments operating within the jurisdiction of the City of San Fernando to include the calorie count per serving of food items in their menus. The proposed measure seeks to promote greater awareness of nutritional information and help Fernandinos make more informed and healthier food choices.

Meanwhile, the afternoon session tackled Dizon’s proposed ordinance seeking to protect children from the harmful impacts of food and beverage marketing, as well as his proposed resolution requesting City Mayor Vilma B***e-Caluag to create a technical working group to review the relevance and study the feasibility of enacting an ordinance regulating the use of mobile phones and other electronic gadgets by students in public and private schools within the city. Also discussed was the corresponding proposed ordinance regulating the use of mobile phones and other electronic gadgets by students in public and private schools.

The hearings and consultative meetings were attended by various stakeholders who provided their insights and perspectives on the proposed measures, including representatives from the Food and Drug Administration (FDA), Department of Education (DepEd) Regional Office III and City Schools Division of San Fernando, City Health Office (CHO), City Tourism Office (CTourO), City Environment and Natural Resources Office (CENRO), City Public Order and Safety Coordinator’s Office (CPOSCO), City Social Welfare and Development Office (CSWDO), City Legal Office (CLO), CSFP Federation of School Parents-Teachers Association, Association of Private School Administrators (APSA), Office of City Councilor Isen Roi Henson, Office of the Secretary to the Sangguniang Panlungsod, and other public and private stakeholders.

Through these consultations, the proposed measures are being further studied and refined to ensure that they are responsive to the needs of the community, particularly in promoting healthier choices, protecting children and young people, and fostering a safer and more conducive learning environment. The continuing deliberations likewise reflect the commitment of the Executive and Legislative Branches of the City Government, led by City Mayor Vilma B***e-Caluag and Vice Mayor Brenz Gonzales, together with the members of the 9th Sangguniang Panlungsod and department heads, to work through open communication and collaboration in crafting policies that will benefit Fernandinos.

𝗩𝗠 𝗕𝗥𝗘𝗡𝗭-𝗟𝗘𝗗 𝟵𝗧𝗛 𝗦𝗣 𝗕𝗔𝗖𝗞𝗦 𝗡𝗘𝗪 𝗦𝗖𝗛𝗢𝗢𝗟 𝗕𝗨𝗜𝗟𝗗𝗜𝗡𝗚 𝗙𝗢𝗥 𝗦𝗔𝗡 𝗙𝗘𝗟𝗜𝗣𝗘

The Committee on Good Government, Public Ethics, and Accountability, chaired by City Councilor Noel Tulabut, convened a committee hearing on July 14, 2026, to deliberate on the request of the Office of the City Mayor for a resolution authorizing City Mayor Vilma B. Caluag to enter into and sign a Memorandum of Agreement (MOA) with the Philippine Amusement and Gaming Corporation (PAGCOR) and the Department of Education (DepEd) for the proposed construction of a new school building in Barangay San Felipe.

The hearing was attended by San Felipe Punong Barangay Hon. Ariel Carreon, together with key officials and personnel of the barangay government; Archbishop Emilio Cinense Memorial Integrated School (San Felipe) Principal Jhoanna Cortez; Department of Education (DepEd) City of San Fernando Schools Division Office OIC Assistant Schools Division Superintendent Jennifer Quiambao and Legal Officer Atty. Josephine Cera; PAGCOR Sustainable Social Development Department Lead Tina Elauria, who participated remotely via video conference; City Engineer Anele David; City Treasurer Mary Ann Bautista; and representatives from the City Budget Office, City Mayor's Office, Office of the Secretary to the Sangguniang Panlungsod, and the offices of City Councilors Ate Kay Pineda, Angelo Hizon Jr., Jay Cuyugan, Mark Carreon, and Isen Roi Henson.

During the deliberations, PAGCOR presented the proposed project, which involves the construction of a three-storey, 12-classroom school building with a maximum funding allocation of ₱55 million. Committee members and stakeholders discussed the project's implementation, funding mechanism, site validation, and the respective responsibilities of the participating agencies. Concerns regarding the proposed project site, including the possible demolition of existing school structures and the identification of an alternative location endorsed by the barangay and school administration, were likewise taken up to ensure the project's smooth implementation.

Following the committee's review and favorable recommendation, the proposed resolution was endorsed for plenary consideration and was subsequently approved by the 9th Sangguniang Panlungsod during its 50th Regular Session on July 15, 2026. The approved measure authorizes the City Mayor to enter into the tripartite MOA with PAGCOR and DepEd, paving the way for the implementation of the school building project aimed at addressing the growing classroom requirements and further enhancing the learning environment for students in Barangay San Felipe.

The successful deliberation and subsequent approval of the measure underscore the strong coordination between the Executive and Legislative branches of the City Government of San Fernando under the leadership of City Mayor Vilma B***e Caluag and Vice Mayor Brenz Gonzales. Through sustained collaboration with the members of the 9th Sangguniang Panlungsod, city government departments, partner agencies, and other stakeholders, the City continues to advance programs and initiatives that address the needs of Fernandinos and promote quality public services, particularly in strengthening access to quality education and supporting the City's long-term development.

In line with strengthening collaboration between the Executive and Legislative branches of the City Government of San Fernando, Pampanga, the City Planning and Development Coordinator's Office (CPDCO) met with the Office of the Sangguniang Panlungsod (OSP), through the Office of the Secretary to the Sangguniang Panlungsod on July 9, 2026, to align development priorities and legislative initiatives under the city's Executive-Legislative Agenda (ELA).

During the meeting, City Planning and Development Coordinator Paolo Israel Franco presented the 2026 Executive-Legislative Agenda (ELA) Accomplishment Report, providing updates on the implementation of priority programs, projects, and policy initiatives jointly pursued by the Executive and Legislative branches. He also presented the 2025–2028 Executive-Legislative Agenda, a strategic governance framework that harmonizes the policy directions of the Office of the City Mayor and the 9th Sangguniang Panlungsod, ensuring that local legislation, development planning, budgeting, and program implementation are aligned with the city's long-term vision.

Attended by division chiefs and key officers from both the OSP and the CPDCO, the meeting underscored the importance of continuous coordination in translating shared priorities into responsive policies and concrete development outcomes. Through the open communication and close collaboration between the Executive and Legislative branches—led by City Mayor Vilma B***e-Caluag and City Vice Mayor Brenz Gonzales—initiatives such as the Executive-Legislative Agenda continue to strengthen policy alignment and institutional coordination, enabling the city government to deliver more responsive public services, promote sustainable development, and better serve Fernandinos.

To further strengthen public safety and expand opportunities for Fernandino youth, City Councilor Jayson Castro Sicat conducted and presided a series of public hearings on July 13, 2026, at the Legislative Building.

The public hearings focused on two proposed ordinances principally authored by Councilor Sicat. The first, titled “An Ordinance Promoting Peace and Order, Public Safety, and Regulated Conduct of Barangay Activities, Including Sports Competitions, Recreational, Cultural, and Community Events, Strengthening the Role of Barangay Governments, Sangguniang Kabataan, and Law Enforcement Authorities, Imposing Penalties for Violation thereof,” seeks to promote peace and order, public safety, and the regulated conduct of barangay activities, including sports competitions, recreational, cultural, and community events, while strengthening the roles of barangay governments, the Sangguniang Kabataan, and law enforcement agencies. Once enacted, the measure is expected to establish clear safety standards, strengthen coordination among concerned offices, and help ensure that community activities remain orderly, secure, and enjoyable for all Fernandinos.

The second proposed ordinance, titled “Proposed Ordinance Mandating and Programs to Encourage Fernandino Graduates of Senior High Schools to Enroll in the Philippine Military Academy (PMA), the Philippine National Police Academy (PNPA), and the Philippine Merchant Marines Academy (PMMA) to Foster Patriotism, Enhance National Service, and Nurture Future Leaders Through. Financial Assistance and Appropriating Funds thereof,” aims to encourage Fernandino senior high school graduates to pursue admission to the Philippine Military Academy (PMA), Philippine National Police Academy (PNPA), and Philippine Merchant Marine Academy (PMMA) through information campaigns, guidance, and financial assistance. By addressing common barriers to admission, the measure seeks to cultivate patriotism, leadership, and public service among the youth while increasing the City's representation in the country's premier service academies.

Councilor Sicat was joined by City Councilor Elmer Bengco, Chairperson of the Committee on Peace and Order and Public Safety. The hearings gathered barangay officials and representatives, Sangguniang Kabataan officials and representatives, Secretary to the Sangguniang Panlungsod, City College of San Fernando Pampanga, City Youth Development Office, City Health Office, City Public Order and Safety Coordinating Office, City Administrator's Office, and several offices of Sangguniang Panlungsod members. Also in attendance were representatives from the Department of the Interior and Local Government through the City Local Government Operations Office, Department of Education–City of San Fernando Pampanga Schools Division Office, Bureau of Fire Protection–City of San Fernando Fire Station, Philippine National Police–City of San Fernando Police Station, and other concerned stakeholders.

The consultative discussions enabled stakeholders to share recommendations aimed at further refining both measures. Through strengthened safety protocols for community activities and expanded support for aspiring cadets, the proposed ordinances seek to foster safer communities, empower the youth, encourage responsible citizenship, and create greater opportunities for Fernandinos to actively contribute to nation-building and local development.

Guided by the shared commitment of the Executive and Legislative branches of the City Government, under the leadership of City Mayor Vilma B***e-Caluag and City Vice Mayor Brenz Gonzales, the City continues to craft responsive and forward-looking legislative measures that promote public welfare, strengthen local governance, and improve the quality of life of every Fernandino.

𝟵𝗧𝗛 𝗦𝗣 𝗔𝗣𝗣𝗥𝗢𝗩𝗘𝗦 𝟮𝟬𝟮𝟳 𝗔𝗡𝗡𝗨𝗔𝗟 𝗜𝗡𝗩𝗘𝗦𝗧𝗠𝗘𝗡𝗧 𝗣𝗥𝗢𝗚𝗥𝗔𝗠 𝗔𝗙𝗧𝗘𝗥 𝗧𝗛𝗥𝗘𝗘-𝗗𝗔𝗬 𝗗𝗘𝗟𝗜𝗕𝗘𝗥𝗔𝗧𝗜𝗢𝗡𝗦

The 9th Sangguniang Panlungsod (SP) of the City of San Fernando approved the city's 2027 Annual Investment Program (AIP) following a series of committee deliberations held on June 23, 25, and 30, 2026. The deliberations, which gathered all city government departments and attached national government agencies, were conducted by the Committee on Appropriations, Budget, and Finance chaired by City Councilor Harvey Quiwa, with City Councilor Ate Kay Pineda serving as committee member.

Serving as the City's primary roadmap for the implementation of priority programs, projects, and activities for 2027, the AIP aligns the City's development goals with its financial resources. The deliberations provided each department and office the opportunity to present and justify their proposed programs, ensuring that planned initiatives remain responsive to the growing needs of Fernandinos while promoting efficient, accountable, and sustainable public service delivery.

The first day of deliberations covered the proposed investment programs of the City Accountant's Office; City Treasurer's Office; City Budget Office; City Administrator's Office and its divisions, namely the Local Housing and Settlement Division, Internal Control Division, Administrative Support Group, Business License and Permit Division, and City Market Operations Division; City Agriculture and Veterinary Office; City Legal Office; City Planning and Development Coordinator's Office; City General Services Office; Office of the City Building Official; City Engineer's Office; City College of San Fernando Pampanga; Office of the Sangguniang Panlungsod; and the Office of the City Vice Mayor. Discussions focused on strengthening the City's fiscal management, governance, infrastructure development, and institutional capacity to support quality public services.

On the second day, the committee reviewed the proposed programs of the City Assessor's Office; City Civil Registry Office; City Health Office together with the Infirmary and Hospital; City Nutrition Council; City Environment and Natural Resources Office; City Disaster Risk Reduction and Management Office; City Information and Communications Technology Office; City Human Resource Management Office; and the Office of the City Mayor. Deliberations emphasized investments in public health, environmental protection, disaster resilience, digital transformation, and organizational development to further improve frontline government services.

The final day covered the proposed programs of the City Information Office; City Social Welfare and Development Office; Local Council for the Protection of Children; City Investment Promotion and Public Employment Services Office; City Tourism Office; City Youth Development Office; and the City Public Order and Safety Coordinating Office. Also participating were the Department of Education–City of San Fernando Schools Division Office, Philippine National Police–City of San Fernando Police Station, Bureau of Fire Protection–City of San Fernando Fire Station, and the Bureau of Jail Management and Penology–City of San Fernando District Jail. The discussions highlighted collaborative efforts among local and national government agencies to enhance social protection, employment generation, tourism, youth development, public safety, and the delivery of essential government services.

The three-day deliberations culminated in the completion of the City's 2027 Annual Investment Program, which was subsequently endorsed to the plenary by Committee Chair Harvey Quiwa through a resolution approving the 2027 AIP of the City of San Fernando, Pampanga. The measure was approved by the 9th Sangguniang Panlungsod during its 49th Regular Session held on July 8, 2026.

The approval of the 2027 Annual Investment Program reflects the strong collaboration between the Executive and Legislative branches of the City Government of San Fernando. Guided by the leadership of City Mayor Vilma B***e-Caluag and City Vice Mayor Aurelio Brenz Gonzales, the City continues to strengthen participatory governance and sound fiscal planning, ensuring that public investments are strategically directed toward programs and projects that promote inclusive growth, responsive governance, and an improved quality of life for every Fernandino.
