47th NATIONAL DISABILITY RIGHTS WEEK PROVINCIAL CELEBRATION | AUGUST 1, 2025 | EPHATHA GOVERNMENT CENTER, MAIMPIS, CITY OF SAN FERNANDO, PAMPANGA.

The Provincial Government of Pampanga thru the Provincial Social Welfare and Development Office led the celebration of the National Disability Rights Week today, August 1, 2025, at the Ephatha Development Center, Maimpis, City of San Fernando, Pampanga with the theme “Innovation for Inclusion: Building Inclusive Communities Together.”

The event was participated by advocates, Persons with Disabilities (PWDs), city/municipal federation officers, PDAO heads/focal persons, Child Development Workers, Barangay Health Workers and Nanay Community Workers.

The celebration highlighted the importance of inclusive innovation in the community which plays a vital role in enhancing and developing plans, programs and services dedicated to the Persons with Disabilities.

Interactive talks and discussion focusing on disability rights and collaborative efforts by the government, partner agencies and community workers can help transform lives and break barriers was delivered by Ms. Mary Ann Zamora, Ms. Vivian Saulo and Ms. Malou Rebuyas.

One of the highlights of the event was the election and oath taking of the Pampanga Federation of Associations of Persons with Disabilities.

The NDR provincial celebration was graced by Hon. Cherry D. Manalo and Hon. Christian Halili, 1st District Board Members, Hon. Fritzie David-Dizon, 2nd District Board Member and Hon. Vince Calara, 4th District Board Member. Moreover, it was also attended by the Provincial Council for Disability Affairs members.

It ended with the awarding of certificates to the resource speakers and attendees, followed by the distribution of the food packs containing 20kg of rice and canned goods.

The event was made possible thru the endless support of Gov. Lilia G. Pineda, Vice Gov. Dennis G. Pineda and the Sangguniang Panlalawigan members.

The Provincial Government of Pampanga through the Provincial Committee on Anti-Trafficking, Child Po*******hy, and Violence against Women and their Children, in accordance to Proclamation No. 1180, the month of July was declared as the “National Anti-Trafficking in Persons Awareness Month”.

Trafficking in Persons is internationally recognized to be a violation of human rights. The PCAT CP VAWC encourages every person to unite and stand against trafficking in persons, embodying this year’s theme, “Iisang Nasyon, Iisanng Aksyon, Tapusin and Human Trafficking Ngayon”.

REGIONAL CHILD DEVELOPMENT WORKER'S WEEK CELEBRATION 2025| JUNE 13, 2025| SM CITY CLARK EVENT CENTER

The Department of Social Welfare and Development (DSWD) Field Office 3 - Central Luzon, in collaboration with the Regional Federation of Day Care Workers, led the celebration of the Child Development Worker’s Week 2025 with the theme
“Child Development Workers sa Bagong Pilipinas: Mapagkalinga, Makabayan, at Makabata” at the SM City Clark, Pampanga. This celebration is a recognition and tribute to the Child Development Workers (CDWs) who wholeheartedly serve and dedicate themselves to the welfare and development of Filipino children. Representatives from the provinces and cities of Central Luzon took part in a colourful competition. They proudly demonstrated their skills and talents during each performance while dressed in traditional clothing.

The activity started with an opening prayer led by Ms. Annalyn Pineda (CDW-City of San Fernando) followed by the singing of the Philippine National Anthem. Ms Jocelyn Rimas (Regional Federation President) led the acknowledgement of the participants and ECCD Focal persons from each provinces. She extended her warmest gratitude to each Child Development Workers who attended the said celebration and reminded everyone to enjoy and set-aside work at least for that day. Mr. Armont Pecina, the Assistant Regional Director, coveyed a message on behalf of Regional Director Venus F. Rebuldela and commended the CDWs for their commitment not just to their work but also to the children they handle and teaches.

Highlight of the program is the folk dance competition, wherein 18 cities/provinces participated, showcasing a variety of regional dances, often with elements of storytelling and historical significance. Participants will choose from one of the following: Salakot, Itik-Itik, Bulaklakan, Pandanggo sa Ilaw, etc. Moreso, the CDWs from the Municipality of Guagua, represented the Province of Pampanga.

The winners of the competition were the City of San Fernando as the Champion, the Province of Zambales for first runner-up and Cabanatuan City as second runner-up. The champion was given Php 10,000, Php 8,000 for the first runner-up and Php 5,000 for the second runner-up as well as certificate of recognition. On the other hand, non-winners received consolation prize of Php 2,000 in cash and certificate.

The Provincial Government of Pampanga headed by Gov. Dennis “Delta” Pineda thru this office led the Child Development Workers (CDW’s) Week Celebration 2025, today, June 11, 2025 at the Bren Z Guiao Convention Center. The activity started with an opening remarks by Ms. Fe Y. Manarang the PSWD Officer and the acknowledgment of attendees by Mr. Arnie Canilao, the NFDCWP, Inc., President.

707 CDWs from the four (4) congressional districts of Pampanga received their subsidy amounting to Php. 3,000 per month as their provincial subsidy for the months of January to April 2025.

The first part of the program concluded with the Awarding of Service Loyalty and the Acknowledgement of Former Federation Presidents.

Moreso, one of the highlights of the celebration is the CDW Folk Dance Competition participated by the 21 groups from the different LGUs of the province whom showcased not just their skills but the native dances and rich tradition of the Philippines. Municipality of Guagua, Mabalacat City and City of San Fernando, bagged the first, second and third place respectively. While for special awards, Best in Choreography was snatched by the Municipality of Guagua, Best in Costume was given to the City of San Fernando and the Best Performers were Mr. Romer M. Manuel and Ms. Jackylyn P. Baluyut.

During her speech, Vice Gov. Lilia G. Pineda extended her heartfelt thanks to the ‘unsung heroes’ for the invaluable service, hard work, passion and dedication to their job. Also present was 2nd District Board Member, Hon. Fritzie David-Dizon.

SIMULTANEOUS CLEAN-UP DRIVE OF PERSONS WITH DISABILITIES | APRIL 9, 2025

Persons with Disabilities’ groups and PDAO’s from the 18 LGUs of the Province of Pampanga joined the Simultaneous Clean-up Drive of Persons with Disabilities, yesterday, April 9, 2025

An initiative started by the Municipality of Minalin in 2023 and was adopted all throughout the province last year. This is a volunteerism project of the Persons with Disabilities’ which aims to improve the environment, reduce pollution, and promote community involvement while raising public awareness in environmental issues.

Moreover, this movement shows that the Persons with Disabilities has the ability, and can contribute to the society, despite of their disability. Thus, it’s also their way of giving-back to the government thru community volunteer service.

This should be a goal to everyone of us, let us all be stewards in promoting a clean environment and make a stand for our mother earth just like what our Persons with Disabilities proved during such volunteer movements.

DELTA PROGRAM FOR PWD - AWARDING CEREMONY ON DRESSMAKING-NCII | MARCH 14, 2025 | CONCEPCION, LUBAO, PAMPANGA

The Provincial Government of Pampanga thru the Persons with Disabilities Affairs Office (PDAO) under the Provincial Social Welfare and Development Office (PSWDO ) led the Development and Empowerment thru Livelihood Training Assistance (DELTA) Program for Persons with Disabilities (PWD) Awarding Ceremony on Dressmaking - NCII today, March 14, 2025 held at Concepcion, Lubao, Pampanga.

22 trainees received certificate and check amounting to Php 8,000 each after satisfactorily finishing the 3-month training.

The purpose of the said program is to equip them with the knowledge and skills to become competent dressmakers, as they are trained to draft and cut patterns, sew, and apply finishing touches, all while adhering to the industry’s standards.

During their messages, 2nd District Board Members, Hon. Fritzie David-Dizon and Hon. Sajid Khan Eusoof, commended the trainees for completing the program and encouraged them to continue and use their learnings to earn and support their families' needs.

Moreover, the graduates had a dance performance and showcase of their outputs during the mini fashion show.

Before the end of the program, Ms. Mary Ann S. Zamora, Disability Affairs Officer IV / PDAO of the Province and Ms. Babylyn L. Soliman, Trainer on Dressmaking from the Provincial Manpower Training Center (PMTC) oriented the new trainees from the different LGUs of 2nd District.

Also present were Ms. Wilmie Nicols, PMTC Unit Head and PWD focal persons from Floridablanca, Guagua and Lubao.

PROVINCIAL GOVERNMENT OF PAMPANGA JOINS THE SAFER INTERNET DAY CELEBRATION 2025 | FEBRUARY 11, 2025

In order to raise awareness on digital safety and responsible internet use, the
Provincial Government of Pampanga joins the nation in celebrating the Safer Internet Day 2025 on February 11, 2025.

This year’s month-long celebrations’ theme is, “Digital Bayanihan, Para sa Kabataang Ligtas at Protektado Online,” which highlights the significance of a whole-of-nation approach in providing safer digital spaces for every Filipino children.

SID encourages collective responsibility among government agencies, educators, parents, tech companies, and young people to create a safer and better online world for everyone.

As part of the move, NCC-OSAEC-CSAEM OIC Executive Director Barbara Mae Pagdilao-Flores said during the kick-off ceremony of the celebration that multiple government agencies are currently crafting guidelines for a child offender registry, which will serve as a database of international fugitives for OSAEC.

18-DAY CAMPAIGN TO END VIOLENCE AGAINST WOMEN | NOVEMBER 25 – DECEMBER 12, 2024

The United Nations defines Violence Against Women (VAW) as “any act of gender-based violence that results in physical, sexual, or mental harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or private life.” Hence, violence and the threats of violence can be experienced by every woman of any age, gender identity, ethnicity, religion or disabilities specifically targeting their subordinate status in society.

The Provincial Government of Pampanga thru the Provincial Council on Anti-Trafficking and Violence Against Women and Children joins the nation on the 18-day Campaign to End Violence Against Women from November 25 to
December 12, 2024.

In connection, activities such as the Capacity and Capability Workshop on
R.A 11930 or “Anti-OSAEC and Anti-CSAEM Act” was held last December 5-6, 2024 at the Redd Manor Hotel. This is to ensure that participants assigned as
Committee Chairpersons on Women and Children are well-aware and knowledgeable regarding the national laws protecting child rights, which may guide them on which ordinances to enact or amend, conceptualize and implement appropriate programs, activities, and projects towards protection and promotion of the human rights of children, and prevent incidence of human rights violations.

Moreover, one of the highlights of the 18-day campaign was the Orientation to End Violence Against Women (VAW) held on December 9, 2024 at the Municipal Hall of Santa Ana. This activity aims to promote awareness on the forms of violence women and children experiences; provide information on laws protecting women and children; featured VAW-related services; strengthen the prevention and response system on VAW and most importantly gather public support.
