PUBLIC NOTICE
The Land Transportation Office (LTO) is once again informing the public that the Land Transportation Management System (LTMS) is temporarily unavailable due to a technical issue experienced last week.
The LTO is currently working on the necessary steps to restore the system's normal operation as soon as possible. In conjunction with this, possible solutions are being studied and system improvements are being carried out to reduce service delays and prevent similar issues in the future.
While these steps are being taken, transactions related to LTMS may not be available temporarily. Therefore, all offices and personnel are advised to postpone transactions in LTMS until further notice.
The agency assures that the system's operation will be restored to normal as soon as possible. The LTO will issue additional notice once the service is fully restored.
We sincerely appreciate your patience and understanding.

Muling ipinababatid ng Land Transportation Office (LTO) sa publiko na pansamantalang hindi magagamit ang Land Transportation Management System (LTMS) dahil sa isang technical issue na katulad ng naranasang aberya noong nakaraang linggo.

Kasalukuyang ginagawa ng LTO ang mga kinakailangang hakbang upang maibalik sa normal ang operasyon ng sistema sa lalong madaling panahon. Kasabay nito, pinag-aaralan din ang mga posibleng solusyon at isinasagawa ang mga pagpapahusay sa sistema upang mabawasan ang pagkaantala ng serbisyo at maiwasan ang mga katulad na aberya sa hinaharap.

Habang isinasagawa ang mga hakbang na ito, maaaring hindi magamit pansamantala ang mga transaksyong may kaugnayan sa LTMS. Dahil dito, pinapayuhan ang lahat ng tanggapan at mga kinauukulan na ipagpaliban muna ang mga transaksyon sa LTMS hanggang sa maglabas ng panibagong abiso.

Tinitiyak ng ahensya na prayoridad ang agarang maibalik sa normal ang operasyon ng sistema. Magbibigay ang LTO ng karagdagang abiso sa sandaling ganap nang maibalik ang serbisyo.

NOTICE TO THE PUBLIC
The Land Transportation Office (LTO) would like to inform that the maintenance activity of the agency's online system is still ongoing and requires additional troubleshooting to ensure its smooth operation.
Due to this, the online services of the LTO will temporarily be unavailable in all offices nationwide.
All customers are advised not to perform any online transactions to avoid possible errors, including incomplete transaction processing and mismatch with records such as Official Receipt and other related documents.
The LTO will issue a new notice once normal system operations resume.

Dahil dito, pansamantalang hindi magagamit ang online services ng LTO sa lahat ng tanggapan sa buong bansa.

Pinapayuhan ang lahat ng kliyente na huwag munang magsagawa ng anumang online transaction upang maiwasan ang mga posibleng aberya, kabilang ang hindi kumpletong pagproseso ng transaksyon at ang hindi pagkakatugma sa mga rekord gaya ng Official Receipt at iba pang kaugnay na dokumento.

Maglalabas ang LTO ng panibagong abiso sa oras na maibalik ang normal na operasyon ng sistema.

WATCH: ASSISTANT SECRETARY LACANILAO REMINDS AGAIN IN FOLLOWING THE SCHEDULED PROCESSING PERIOD IN REGISTRATION OF NEW VEHICLES; DEALERS WHO VIOLAT, WILL BE IMPOSED SEVERAL PENALTY

As part of the 7-Point Reform Agenda of Land Transportation Office (LTO) Chief Assistant Secretary Markus V. Lacanilao, LTO tightens the implementation of regulations to accredited dealers to ensure fast registration of new vehicles and liable non-compliance with the stipulated processing period.

Based on existing agency rules, the new vehicle must be registered within seven (7) days from the date of Sales Invoice. On the 11th day, the dealer should have given its owner the accountable items such as Official Receipt (OR), Certificate of Registration (CR), and plate.

Dealers who violate the process will be imposed corresponding penalties:

For the motorcyclists:
• First offense – ₱20,000 fine and deactivation of accreditation in LTO IT System until fine is paid.
• Second offense – ₱30,000 fine and suspension of accreditation for not more than a month.
• Third offense – ₱40,000 fine and suspension of accreditation for up to three months.
• Fourth offense – ₱50,000 fine and Cancellation of Certificate of Accreditation and blacklisting.

For motor vehicles:
• First offense – ₱100,000 fine.
• Second offense – ₱500,000 fine.
• Third offense – ₱1,000,000 fine and suspension of Certificate of Accreditation not more than six (6) months.
•Fourth offense – Cancellation of Certificate of Accreditation and blacklisting within one (1) year from the final order of cancellation.

The LTO also reminded that dealers who submit fake or incorrect stock and sales reports, or provide incorrect information in their application will face severe penalties. Upon the first offense, they may be suspended for up to six (6) months and fined ₱500,000 and have their Certificate of Stock Reported (CSR), sales report, and registration of vehicles involved.

On the second offense, their accreditation and blacklisted within one (1) year can now be cancelled and their CSR, sales report, and registration of vehicles involved.

The LTO is encouraging the public to know the scheduled period of the registration process of their new vehicles and immediately communicate with the agency if they experience unreasonable delay in the release of their OR, CR, and plate.

Also, complaints and grievances may be sent through the official page “Report to LTO Chief” and website https://ireportmokayltochief.ph/ to give attention and action to their complaints and grievance.

Ipinapaalala ng Land Transportation Office (LTO) na ang pagpapalawig ng bisa ng driver's license, conductor's license, student-driver's permit, at rehistro ng sasakyan, gayundin ang hindi pagpapataw ng multa para sa late renewal, ay hanggang 31 Hulyo 2026 na lamang alinsunod sa Memorandum Circular No. MVL-2026-5157.

Pagkatapos ng nasabing petsa, ang mga expired na lisensya, permit, at rehistro ng sasakyan na hindi pa nare-renew ay sasailalim na sa umiiral na mga patakaran at kaukulang multa para sa late renewal.

Pinapayuhan ang lahat ng motorista at may-ari ng sasakyan na i-renew na ang kanilang mga dokumento bago ang 31 Hulyo 2026 upang maiwasan ang abala at mga kaukulang parusa.

Due to the expected aftershocks from the recent 7.8 magnitude earthquake, Executive Order No. 51-2026 cannot yet be lifted. The CDRRMO and other relevant authorities have yet to determine when full government operations and face-to-face classes may safely resume in Panabo City. Further, our health and emergency response operations will continue to serve our people.

In the meantime, we advise private businesses to assess the integrity of their structures and implement necessary safety measures for the protection of both clients and employees.

Pursuant to Memorandum Circular No. 116 dated March 31, 2026, the 𝐋𝐓𝐎 𝐏𝐚𝐧𝐚𝐛𝐨 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 will be adopting work-from-home arrangements on April 1, 2026, from 8:00 in the morning to 12:00 in the afternoon as well as work suspension from 12:00 in the afternoon onwards.
