Gipahigayon karun adlawa July 30, 2026 ang Regular Monthly Meeting sa Panabo City Tribal Council sa Syudad sa Panabo with the City Cultural Communities Affairs Office. Gipangunahan ang maong meeting sa atoang City Tribal Chieftain/ City IPMR headed by Hon. Bae Merlinda B. Aranar.
Nahisgutan ang umaabot na celebrasyon sa mga Indigenous people mao kini ang Buwan ng Tribu diin arun organisado, hapsay ug malapuson ang maong kalihukan ug mapalambo ang pagpreserba sa kultura, tradisyon ug identidad . Ug aduna usab si Ma’am Jo-anne Relampagos Capuyan na nagahag ug mensahi sa mga lediris ug andam mu tabang mu suporta sa maong kalihukan sa mga IP. Anaa sa maong kalikohan ang PCCCAO- Muslim Affairs Unit Staff nga gidumalaan ni sir Lester John B. Bulfango, LPT,CHRA.

Isip timaan sa suporta sa administrasyon alang sa sektor sa Muslim Community og Madrasah Literacy Program and Islamic Values mitambong si Executive Secretary Ma'am Jo-anne Relampagos ug mihatag dugang pa premyo alang sa mga kabatan-onan.

July 14, 2026, the Panabo City Tribal Council successfully conducted its 6th Monthly Meeting
The meeting was presided by the City Tribal Chieftain Hon. Bae Merlinda B. Aranar, in partnership with the City Cultural Communities Affairs Office, headed by Lester John B. Bulfango, LPT, CHRA and personnel,and the National Commission on Indigenous Peoples NCIP headed by Emmanuel L. Cacal and personnel

The meeting discussed the concerns of the various barangays, strengthened coordination among stakeholders, and reaffirmed the shared commitment to protecting the rights of Indigenous Peoples, advancing the Indigenous Peoples Development Plan (IPDP), and preparing for upcoming activities.

Amendment of the Revised Local Guidelines for the Indigenous Peoples Mandatory Representative (IPMR) Selection Process for the Local Legislative Council and Policy-Making Bodies of the City of Panabo, Davao del Norte was successfully conducted on July 2, 2026, at the Function Hall, Sangguniang Panlungsod, J.P. Laurel, Panabo City.

The activity was facilitated by the National Commission on Indigenous Peoples (NCIP) under the leadership of Provincial Officer Emmanuel A. Cacal,MPA with atty. Christine G. Angit , Luzmila Atiampo, Archi delgado and Joan Delgado bringing together key stakeholders to review and strengthen the local guidelines governing the IPMR selection process.
This activity strengthens our shared commitment to transparency, inclusivity, and the meaningful participation of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in local governance. Through collaboration and consensus-building, the amended guidelines aim to ensure a fair, credible, and culturally respectful IPMR selection process.

"𝐁𝐨𝐬𝐞𝐬 𝐧𝐠 𝐁𝐚𝐲𝐚𝐧" 𝐈𝐧𝐝𝐞𝐱 𝐨𝐟 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 (𝐈𝐎𝐆) survey recognizes 𝐃𝐚𝐯𝐚𝐨 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐒𝐞𝐛𝐚𝐬𝐭𝐢𝐚𝐧 "𝐁𝐚𝐬𝐭𝐞" 𝐃𝐮𝐭𝐞𝐫𝐭𝐞 as the 𝐃𝐚𝐯𝐚𝐨 𝐑𝐞𝐠𝐢𝐨𝐧'𝐬 𝐌𝐨𝐬𝐭 𝐓𝐫𝐮𝐬𝐭𝐞𝐝 𝐚𝐧𝐝 𝐓𝐨𝐩-𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫, posting the highest 83.1% Index of Governance (IOG) in the latest independent and non-commissioned regional governance assessment. Mayor Duterte recorded an 82.5% trust rating and an 83.7% performance rating, reflecting strong public confidence in his administration's leadership and governance.

Statistically tied for second place are 𝐏𝐚𝐧𝐚𝐛𝐨 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐬𝐞 𝐑𝐞𝐥𝐚𝐦𝐩𝐚𝐠𝐨𝐬 and 𝐓𝐚𝐠𝐮𝐦 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐑𝐞𝐲 𝐔𝐲, each earning an 81.8% Index of Governance. Mayor Relampagos received an 81.6% trust rating and an 82.1% performance rating, while Mayor Uy posted an 80.8% trust rating and an 81.4% performance rating. The statistical tie highlights the consistently high level of public approval enjoyed by both city leaders across the governance indicators measured in the survey.

Ranking third is 𝐃𝐢𝐠𝐨𝐬 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐬𝐞𝐟 "𝐉𝐂" 𝐂𝐚𝐠𝐚𝐬, who obtained a 78.0% Index of Governance, consisting of a 77.5% trust rating and a 78.6% performance rating. Completing this year's rankings is 𝐌𝐚𝐭𝐢 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐞𝐥 𝐌𝐚𝐲𝐨 𝐀𝐥𝐦𝐚𝐫𝐢𝐨, who registered a 73.0% Index of Governance, supported by 72.3% in trust and 73.7% in performance.

The RPMD Index of Governance (IOG) measures overall public assessment by combining trust and job performance into a single governance indicator. These indicators provide a balanced assessment of both public confidence and measurable governance performance.

𝐃𝐫. 𝐏𝐚𝐮𝐥 𝐌𝐚𝐫𝐭𝐢𝐧𝐞𝐳, 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐑𝐏𝐌𝐃 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧 𝐈𝐧𝐜. 𝐚𝐧𝐝 𝐆𝐥𝐨𝐛𝐚𝐥 𝐀𝐟𝐟𝐚𝐢𝐫𝐬 𝐚𝐧𝐝 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐀𝐧𝐚𝐥𝐲𝐬𝐭 said that effective local governance is measured not only by political popularity but also by the ability to consistently deliver quality public services, maintain public trust, and produce tangible results. The survey demonstrates that city mayors who remain responsive to the needs of their communities and effectively implement programs that improve the quality of life of their constituents continue to earn higher levels of public confidence.

The survey further shows that all five ranked city mayors exceeded the 55% passing benchmark established under the RPMD Index of Governance. Scores of 70% and above signify very strong public approval, reflecting sustained confidence in the capability of local chief executives to effectively govern their respective cities and deliver responsive, accountable, and people-centered public service.

The RPMD Foundation Inc. "Boses ng Bayan" survey was conducted from April 1–8, 2026, through interviews with 5,000 registered voters across the Davao Region using random sampling across all socio-economic classes. The survey has a ±1% margin of error at a 95% confidence level, ensuring a statistically reliable representation of public sentiment across the region.
