The Philippine Navy, through NFEM’s Naval Task Force 71 (NTF 71) and BRP Artemio Ricarte (PS37), successfully facilitated the turnover and repatriation of Mr. Jeboy Masalta, survivor and operator of the submerged MBCA Quessel J, to concerned government agencies in the waters south of Balut Island, Davao Occidental, on June 3, 2026.

Mr. Masalta was earlier located near Palau Kawio Island, North Sulawesi, Indonesia, following the maritime incident involving MBCA Quessel J off the waters of Davao Occidental on May 28, 2026. Immediate coordination was undertaken with Indonesian Navy counterparts and concerned agencies to ensure his recovery and safe return to the Philippines.

On June 3, 2026, BRP Artemio Ricarte (PS37) received Mr. Masalta and his wife from FB Almira near the Philippine-Indonesian International Maritime Boundary Line (IMBL). The couple were provided medical assistance and food provisions before being transported to Balut Island, Davao Occidental, for proper turnover to local authorities.

Meanwhile, search and rescue operations remain ongoing for the four other missing passengers of MBCA Quessel J.

IN PHOTOS | PN, JMSDF Strengthen Maritime Interoperability

The Naval Forces Eastern Mindanao (NFEM), through BRP Artemio Ricarte (PS37), conducted a series of at-sea serials with the Japan Maritime Self-Defense Force (JMSDF) vessel JS IKAZUCHI (DD107) upon entering and leaving Davao Gulf on May 30 and June 1, 2026, respectively, as the JMSDF continues its Indo-Pacific Deployment mission.

The serials included a Communication Exercise (COMMEX), Visit, Board, Search and Seizure (VBSS); Officer of the Watch Maneuvering Exercise (OOW MANNEX); Photo Exercise (PHOTOEX); and Passing Exercise (PASSEX), aimed at enhancing interoperability and maritime coordination between the Philippine Navy and the JMSDF.

Both navies demonstrated professionalism and seamless coordination throughout the conduct of the exercises, reflecting the strong and enduring partnership between the two maritime forces in promoting regional maritime security and stability.

The Naval Forces Eastern Mindanao (NFEM) continued its support for Brigada Eskwela 2026 at Davao City National High School on June 3, 2026, in line with the Department of Education’s ongoing preparations for the opening of classes.

Demonstrating the spirit of bayanihan and volunteerism, NFEM personnel worked alongside teachers and school staff in conducting clean-up drives, classroom preparations, and minor repair works to help ensure a safe, organized, and conducive learning environment for students.

The Naval Forces Eastern Mindanao (NFEM) conducted a Send-Off Ceremony for the Japan Maritime Self-Defense Force (JMSDF) Ship JS IKAZUCHI (DD-107) at the Port of Davao, Sasa, Davao City, on June 1, 2026, following the successful completion of its goodwill visit to Davao City. The ceremony was attended by Philippine Navy personnel and representatives from the JMSDF, symbolizing the enduring friendship and strong partnership between the Philippines and Japan.

The visit of JS IKAZUCHI provided an opportunity for both maritime forces to strengthen professional relations and enhance mutual understanding through meaningful engagements and exchanges. It also reaffirmed the shared commitment of the Philippine Navy and the JMSDF in promoting regional peace, stability, and maritime security.

During the ceremony, NFEM's Naval Task Force 71 Commander, Captain Archibald Dino C. Delfin PN(MNSA), expressed his appreciation to the officers and crew of JS IKAZUCHI for their goodwill visit and active participation in activities conducted during their stay in Davao City. The send-off highlighted the importance of continued cooperation and defense diplomacy between allied and partner nations.

LOOK | BRP TAUSUG (LC803) ARRIVES IN NFEM AOR.

The Naval Forces Eastern Mindanao (NFEM) warmly welcomed BRP Tausug (LC803) during an arrival ceremony held at Capt. Feranil Pier, Naval Station Felix Apolinario (NSFA), Panacan, Davao City, on June 1, 2026.

BRP Tausug (LC803), one of the Philippine Navy’s landing craft vessels, plays a vital role in the transport of troops, equipment, and logistical support, particularly in the conduct of humanitarian assistance and disaster response (HADR).

The arrival of the vessel further strengthens the operational capability and readiness of NFEM in fulfilling its mandate of safeguarding the nation’s eastern maritime frontier and ensuring maritime security within its AOR.

LOOK | PN, JMSDF Strengthen Maritime Cooperation Through Mutual Shipboard Tours and Facility Visits

Personnel from the Philippine Navy, through the Naval Forces Eastern Mindanao (NFEM), and the Japan Maritime Self-Defense Force (JMSDF) further strengthened maritime cooperation and interoperability through a series of bilateral engagements conducted during the port visit of JS IKAZUCHI in Davao City from May 30 to 31, 2026.

As part of the visit, PN personnel and invited guests conducted a shipboard tour aboard the JMSDF vessel JS IKAZUCHI at Sasa Port, Davao City, on May 30, 2026. Participants were given the opportunity to observe the vessel’s operational capabilities, equipment, and onboard facilities while engaging in professional exchanges with the officers and crew of the Japanese warship.

In return, the officers and crew of JS IKAZUCHI visited Naval Station Felix Apolinario (NSFA), Panacan, Davao City, on May 31, 2026, where they participated in a facility tour, static display, and shipboard tour hosted by NFEM. During the visit, JMSDF personnel were familiarized with the operational functions and capabilities of NFEM naval vessels during a shipboard tour aboard BRP Artemio Ricarte (PS37) and 3rd Boat Attack Division, fostering meaningful interaction and professional discussions between PN and JMSDF personnel.

The visiting JMSDF crew also gained insights into the special operations and mission capabilities of the Naval Special Warfare Unit 7 (NSWU7) through a static display showcasing the unit’s equipment and operational expertise.

The series of engagements served as a venue for strengthening camaraderie, mutual understanding, and interoperability between the Philippine Navy and the Japan Maritime Self-Defense Force. Moreover, it highlights the continuing commitment of both navies to enhance maritime cooperation and reinforce regional partnerships in support of peace, stability, and security in the Indo-Pacific region.
