📍 MULA SA REGULAR SESSION, TUNGO SA MAS MASIGLANG PAGLILINGKOD

Matapos ang matagumpay na pagsasagawa ng kanilang Regular Session, agad na nagtungo ang mga miyembro ng 20th Sangguniang Bayan ng Sta. Barbara, Pangasinan sa Sangguniang Panlalawigan ng Pangasinan upang dumalo sa isang Committee Hearing.

Ang pagdalo sa naturang pagdinig ay bahagi ng patuloy na pakikipag-ugnayan at koordinasyon sa Pamahalaang Panlalawigan upang matiyak ang maayos na pagtalakay at pagsusuri ng mga panukala at programang makatutulong sa patuloy na pag-unlad ng ating bayan.

Ipinakikita ng 20th Sangguniang Bayan na ang paglilingkod ay hindi nagtatapos sa loob ng sesyon. Sa halip, ito ay nagpapatuloy sa bawat pulong, pagdinig, at gawaing naglalayong isulong ang kapakanan ng bawat Barbaranian.

Mula sa sesyon hanggang sa committee hearing—tuloy-tuloy ang tapat at mahusay na paglilingkod para sa Sta. Barbara.

☁️ MAKULIMLIM MAN ANG PANAHON, TULOY ANG PAGLILINGKOD!

Sa kabila ng makulimlim na kalangitan, matagumpay na isinagawa ng Sangguniang Bayan ang kanilang Regular Session, bilang patunay ng kanilang patuloy na dedikasyon at pananagutan sa paglilingkod sa mamamayan.

Walang makapipigil sa pagtupad ng tungkulin sa pagtalakay ng mga panukalang ordinansa, resolusyon, at iba pang mahahalagang usapin na naglalayong isulong ang kapakanan at patuloy na pag-unlad ng ating bayan.

Makulimlim man ang panahon, tuloy ang trabaho. Tuloy ang serbisyo publiko. Sapagkat ang tunay na paglilingkod ay hindi naaantala ng anumang kondisyon ng panahon.

REORGANIZATION OF BARANGAY ASSIGNMENTS OF THE 20TH SANGGUNIANG BAYAN

The 20th Sangguniang Bayan of the Municipality of Sta. Barbara, Pangasinan has officially adopted the reorganization of the barangay assignments of the Municipal Councilors for the term July 1, 2026 to June 30, 2027.

This reorganization is intended to strengthen the partnership between the Sangguniang Bayan and the barangays by promoting closer coordination, improving communication, and ensuring a more responsive delivery of legislative support and public service to every community.

Each Municipal Councilor shall continue to work closely with their assigned barangays to better understand local concerns, facilitate the implementation of programs and projects, and advance initiatives that contribute to the overall growth and development of the Municipality.

The 20th Sangguniang Bayan remains steadfast in its commitment to transparent, responsive, and people-centered governance as we continue to serve every barangay with dedication and integrity.

Together, let us build a stronger, more progressive, and united Sta. Barbara!

On June 29, 2026, the 20th Sangguniang Bayan of the Municipality of Sta. Barbara attended the Committee Hearing of the Sangguniang Panlalawigan of Pangasinan for the deliberation of various ordinances and resolutions enacted by the Municipal Council.

After thorough discussions and clarifications, the proposed legislative measures were approved at the committee level of the Sangguniang Panlalawigan, signifying an important milestone toward their final approval. The 20th Sangguniang Bayan remains committed to enacting responsive, lawful, and people-centered legislation that promotes the continued growth and development of the Municipality of Sta. Barbara.

PUBLIC HEARING ON THE PROPOSED ORDINANCE FOR SENIOR CITIZENS AND PERSONS WITH DISABILITIES (PWDs)

On June 24, 2026, the Sangguniang Bayan of Sta. Barbara, Pangasinan conducted the First Public Hearing in a series of public consultations on the proposed ordinance supporting programs, projects, and activities for Senior Citizens and Persons with Disabilities (PWDs) in the municipality. The hearing was attended by the Presidents of the Senior Citizens and PWD Associations from the different barangays of Sta. Barbara, together with Punong Barangays and representatives from the Executive Department, who actively participated in the discussions and provided valuable comments, suggestions, and recommendations on the proposed measure.

The Sangguniang Bayan extends its sincere appreciation to all participants for their active involvement and meaningful contributions. The inputs gathered during this first public hearing will be carefully considered in the succeeding public hearings and legislative deliberations as the Municipality continues its commitment to promoting the welfare, protection, and empowerment of Senior Citizens and Persons with Disabilities through responsive and inclusive governance.

📢PUBLIC HEARING ON THE PROPOSED AMENDED TAX ORDINANCE OF THE MUNICIPALITY OF STA. BARBARA, PANGASINAN 📢

The Sangguniang Bayan of Sta. Barbara successfully conducted the First Public Hearing in a series of public consultations on the proposed Amended Tax Ordinance of the Municipality of Sta. Barbara, Pangasinan on June 24, 2026.

The activity gathered representatives from various sectors, business owners, barangay officials, stakeholders, and concerned citizens who actively participated in the discussion and provided valuable comments, suggestions, and recommendations on the proposed amendments. This first public hearing marked the beginning of a series of consultations aimed at ensuring transparency, accountability, and meaningful public participation in the legislative process.

The proposed amendments seek to update and improve the Municipality’s tax policies, strengthen local revenue generation, and ensure that the tax ordinance remains responsive to the present needs and development priorities of Sta. Barbara while promoting fairness and compliance among taxpayers.

The Sangguniang Bayan expresses its sincere gratitude to all participants and stakeholders for their active involvement and valuable insights. The comments and recommendations gathered during this first public hearing will be carefully considered and further discussed in the succeeding public hearings and committee deliberations prior to the enactment of the ordinance.

📌 Committee Hearing | June 3, 2026

The appropriate committee conducted a hearing on the proposed Amended Tax Ordinance of the Municipality of Sta. Barbara, Pangasinan, focusing on provisions intended to strengthen local revenue generation while ensuring that tax policies remain reasonable and equitable for businesses and constituents.

These legislative activities reflect the continuing efforts of the Sangguniang Bayan to craft policies that promote public order, responsible governance, and sustainable development for the people of Sta. Barbara.

📌 Public Hearing | June 2, 2026

A Public Hearing was conducted to gather comments, recommendations, and insights from stakeholders and concerned citizens regarding the following proposed ordinances:

✔️ Ordinance Prohibiting the Drinking of Liquor and Other Intoxicating Beverages in Public Places within the Municipality of Sta. Barbara, Pangasinan;

✔️ Ordinance Prohibiting the Act of Being Topless or Half-Naked in Public Places within the Municipality;

✔️ Ordinance Regulating the Use of Videoke Machines and Other Amplified Audio Devices within the Municipality; and

✔️ Ordinance Establishing the Ordinance Violation Receipt (OVR) System for the Enforcement, Monitoring, and Collection of Administrative Fines and Penalties under Existing and Future Municipal Ordinances.

The hearing provided an avenue for meaningful dialogue between the local government and the community to ensure that the proposed measures are fair, effective, and responsive to public concerns.
