Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and provide the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements will continue to receive their corresponding wages or salaries, subject to applicable rules and regulations.

Meanwhile, public and private schools in the affected areas are directed to implement alternative learning modes and learning continuity measures.

The circular also allows Local Chief Executives to implement localized cancellation or suspension of classes and/or work in government offices in other areas, in accordance with relevant laws, rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector, however, will be left to the discretion of management.

Work in government offices and classes at all levels in public and private schools in the National Capital Region and 16 provinces will be suspended starting 1 p.m. today, August 28, 2026, due to the expected further enhancement of the Southwest Monsoon by a Low-Pressure Area that has entered the Philippine Area of Responsibility.

Under Memorandum Circular No. 132, issued by Executive Secretary Ralph G. Recto upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), the suspension covers the following areas:

Pangasinan
Bataan
Bulacan
Nueva Ecija
Pampanga
Tarlac
Zambales
Batangas
Cavite
Rizal
Oriental Mindoro
Occidental Mindoro

Government agencies providing basic and health services, disaster preparedness and response, and other vital services will continue to operate.
Local chief executives may also suspend classes and/or work in government offices in their respective areas.
In the private sector, the suspension of work or adoption of alternative work arrangements will be left to management.

To reinforce our commitment to strengthen system performance and data protection, a scheduled preventive maintenance will be conducted on the Clearance Processing and Issuance System (CPIS) and its internal NBI sub-systems. Online clearance processing services will be temporarily suspended from August 28, 2026, at 5:00 PM until August 31, 2026.

National Capital Region (NCR) and the provinces of Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal, Occidental Mindoro, and Oriental Mindoro.

Applicants are encouraged to accomplish their NBI Clearance online registration during the suspension of onsite operations.

Onsite NBI Clearance processing in the affected areas will resume on the next regular working day, unless otherwise advised.

Hindi sakop ng WFH ang mga ahensya ng pamahalaang may kinalaman sa pag-deliver ng basic at health services, preparasyon at pagtugon sa sakuna at kalamidad.
Ipinauubaya naman ng Malacanang sa mga Local Chief Executives ang kapangyarihang mag-pasiya kung kinakailangang suspendihin ang pasok sa mga lugar na kanilang nasasakupan na hindi napabilang sa memorandum circular.
Nasa diskresyon naman ng pamunuan ng pribadong sektor ang pagdeklara ng suspensyon sa trabaho.

Sa Memorandum Circular No. 128 na nilagdaan ni Executive Secretary Ralph Recto, ipinag-utos ng Malacanang ang pagsasagawa ng Work-from-Home (WFH) sa mga tanggapan ng gobyerno at alternative learning modes sa lahat ng pampubliko at pribadong eskwelahan bukas, Agosto 18, bilang paghahanda sa inaasahang patuloy na pagbuhos ng malakas na ulan dulot ng habagat.

Alinsunod sa rekomendasyon ng National Disaster Risk Reduction and Management Council (NDRRMC), ipatutupad ang WFH at suspension ng face-to-face classes sa mga sumusunod na lugar:
