The Municipality of Paoay under the leadership of Hon. Mayor Shiella A. Galano reinforces its commitment to good governance through Municipal Ordinance No. 2026-009 titled; "An Ordinance Institutionalizing the Governance and Leadership Awards for Nurturing Outstanding Barangays, Aligned with the Seal of Good Local Governance for Barangay (SGLGB), in the Municipality of Paoay, Province of Ilocos Norte" is valid under SP Resolution No. R2026-1954, recognizing barangays that successfully comply with established governance standards, as approved through the corresponding resolution.

Authored by the Chairman Committee on Barangay Affairs LNB President ๐‡๐จ๐ง. ๐‘๐จ๐ฆ๐ž๐ฅ ๐‘. ๐‘๐š๐ ๐ฎ๐š๐ฅ and approved by all the members of the 13th Sangguinang Bayan of the Municipality of Paoay, the ordinance aims to promote transparency, accountability, integrity, and participatory governance at the barangay level. It also seeks to strengthen the delivery of basic services, encourage the adoption of best practices, and promote continuous improvement in barangay administration.

Through this initiative, the Municipality of Paoay continues to support responsive, accountable, and service-oriented barangays committed to better governance and public service.

The Municipality of Paoay welcomed Department of Public Works and Highways (DPWH) Secretary Vincent Dizon during his inspection of the ongoing clearing and desilting operations along the Quiaoit River near Lumang Tulay in Barangay San Juan on Friday, August 7.

The inspection forms part of the national government's intensified efforts to address flooding concerns in vulnerable communities under President Ferdinand R. Marcos Jr.'s Oplan Kontra Baha, a comprehensive flood mitigation program that includes the dredging of rivers and the clearing of waterways to improve water flow and reduce the risk of flooding.

The Quiaoit River has long posed challenges to residents of low-lying communities in Paoay, particularly during periods of heavy rainfall, as rising water levels frequently inundate nearby households and disrupt the daily lives of affected families.

The Municipal Government of Paoay expresses its gratitude to the national government, the Department of Public Works and Highways, and all partner agencies for their continued commitment to safeguarding communities through responsive infrasrtructure programs and disaster risk reduction initiatives.

Day 2 | Morning Session โ€“ Barangay Development Plan (BDP) Formulation Writeshop

The journey toward stronger, more resilient, and future-ready barangays continued on the morning of July 24 at Skyworld Hotel as Liga ng mga Barangay (LNB) President Romel R. Ragual, together with the Punong Barangays and Barangay Officials of Paoay, gathered for the Day 2 Morning Session of the Barangay Development Plan (BDP) Formulation Writeshop.

The session featured Ms. Nicolette May O. Amon, LGOO VI from the Department of the Interior and Local Government (DILG) โ€“ Caba, La Union, who discussed the topics Identification and Prioritization of PPAs, Policies, and the Capacity Development (CapDev) Agenda, Adoption and Approval of the BDP, and the Monitoring and Evaluation Framework.

The discussions provided participants with practical guidance on identifying priority programs and projects, finalizing the Barangay Development Plan, and establishing effective monitoring and evaluation mechanisms. These sessions further strengthened the knowledge and capabilities of barangay officials in preparing responsive and sustainable development plans for their communities.

As the writeshop progresses, the commitment of Paoay's barangay officials to effective planning and good governance continues to pave the way for stronger, more resilient, and people-centered barangays.

Day 1 | Afternoon Session โ€“ Barangay Development Plan (BDP) Formulation Writeshop

The journey toward stronger, more resilient, and future-ready barangays continued on the afternoon of July 23 at Skyworld Hyel as the Liga ng mga Barangay (LNB) President Romel R. Ragual, together with the Punong Barangays and Barangay Officials, gathered for the afternoon session of the Barangay Development Plan (BDP) Formulation Writeshop.

The afternoon session continued the discussion led by the second speaker Mr. Shaquile Buraga, LGOO VI/PDMIU Chief of the Department of the Interior and Local Government (DILG) โ€“ Cordillera Administrative Region (CAR), focusing on the Formulation of the Barangay Vision, Vision-Reality Gap (VRG) Analysis, and the Setting of Goals and Objectives.

This session guided participants in developing a clear and achievable vision for their barangays by identifying existing gaps between their current situation and desired future. It also emphasized setting realistic goals and objectives that will serve as the foundation for effective planning and sustainable community development.
