Disaster response is an important activity that helps save lives and reduce damage during emergencies such as floods, earthquakes, typhoons, and fires. Disaster response teams work quickly to provide rescue operations, medical assistance, food, water, and shelter to affected communities.

Every citizen can help by staying informed, preparing emergency kits, following safety instructions, and cooperating with rescue teams. Working together before, during, and after a disaster helps communities recover faster and become more resilient.

Disaster response is not only the responsibility of emergency workers but also of every member of the community. Through preparedness, teamwork, and compassion, we can protect lives and support those in need during difficult times.

Every time a disaster strikes, we call on our DRRM workers to risk their lives for our communities.

But have we ever asked, who protects the people who protect us?

That’s why I filed House Bill No. 9713 – the Magna Carta for Public Disaster Risk Reduction and Management (DRRM) Workers.

This bill seeks to provide hazard pay, health and insurance benefits, mental health support, career development, and stronger protection for the brave men and women who are always first to respond when we need help most.
