10TH SANGGUNIANG PANLUNGSOD | 47TH REGULAR SESSION

The 10th Sangguniang Panlungsod ng Parañaque convened its 47th Regular Session, presided over by Hon. Vice Mayor Florencio C. Bernabe III, with the participation of the City Councilors from Districts 1 and 2.

The session resulted in the approval of significant ordinances and a resolution addressing environmental protection, recognition of women in law enforcement, jail security, drug-abuse prevention, and community facilities.

📜 APPROVED ORDINANCES

🌱Parañaque City Environmental Code of 2026
Establishes a comprehensive Environmental Code that consolidates, harmonizes, and strengthens the City's environmental policies and provides measures for effective implementation.

👮‍♀️ Women Police Officers' Appreciation Month
Declares every March as Women Police Officers' Appreciation Month in the City of Parañaque, recognizing the valuable contributions and service of women police officers to public safety and the community.

🔒 Prohibition and Penalties on Contraband at BJMP-NCR Parañaque Facilities
Penalizes the provision or possession of specified contraband, as well as aiding or abetting its introduction within the vicinity and premises of the Bureau of Jail Management and Penology – National Capital Region, City of Parañaque, with corresponding penalties for violations.

🚫 Annual Observance of IDADAIT
Adopts and mandates the annual observance of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) every June 26, promoting awareness, prevention, and collective action against drug abuse and illicit trafficking.

📋 APPROVED RESOLUTION

💡 Ratifies the Memorandum of Agreement between the City Government of Parañaque and Parkview Homes Homeowners Association, Inc. concerning the payment, operation, management, repair, and maintenance of streetlights, road lots, parks, playgrounds, and other donated community facilities within Parkview Homes Subdivision.

👥Pagkilala at pagbati kay Kaiah Jaziel P. Abolucion sa pagkamit ng apat (4) na Gold Medals sa International Ice Skating Competition sa South Korea noong July 13–14, 2026, na nagbigay karangalan at pagmamalaki sa Lungsod ng Parañaque.

👥 Kinikilala naman ng mga resolusyong ito ang mga kabataang Parañaqueño na nagsilbing Little City Government Officials bilang counterpart ng mga pangunahing opisyal ng lungsod, kabilang ang Mayor, Vice Mayor, Congressmen, City Councilors, Liga President, at SK Federation President, bilang bahagi ng pagdiriwang ng Linggo ng Kabataan 2026.

📍The 10th Sangguniang Panlungsod of Parañaque honors the life and legacy of the late Former Barangay Captain Dante E. Pacheco of Barangay Marcelo Green, recognizing his years of service and dedication to his community.

10TH SANGGUNIANG PANLUNGSOD | 45TH REGULAR SESSION
📅 August 6, 2026
Presided over by Hon. Vice Mayor Florencio C. Bernabe III, with the participation of the City Councilors from District 1 and District 2.

The 10th Sangguniang Panlungsod of Parañaque City continues to advance measures focused on public service, social welfare, healthcare, education, housing, and recognition of Parañaqueño excellence.

📜 APPROVED ORDINANCES

✔️ Proposes to declare the month of March of every year as “Women Police Officers Appreciation Month” in the City of Parañaque.

The proposed measure also seeks to establish an annual Appreciation Night or Gala Night dedicated to honoring and recognizing the service, commitment, and accomplishments of women police officers in the city.

✔️ Provides for the welfare, security of tenure, and full city funding of salaries, benefits, and other entitlements of all Child Development Teachers and Child Development Workers in the City of Parañaque.

✔️ Upgrades Ospital ng Parañaque 1 from a Level I to a Level II General Hospital, including increased bed capacity, improved healthcare services and facilities, additional medical personnel, and the corresponding appropriation of funds.

📑 APPROVED RESOLUTIONS

✔️ Authorizes the City Mayor to negotiate and sign documents for the acquisition of a 100-square-meter parcel of land in Sitio Libjo, Barangay Sto. Niño, intended for a socialized housing project.

✔️ Authorizes negotiations for the acquisition of a 7,355-square-meter property in Riverside Libjo, Barangay Sto. Niño, supporting the City’s development initiatives.

🏆 Congratulates and commends Arck Calvin G. Bocalbos, former Ginoong Parañaque 2025, for being named Grand Champion of Viva’s Next Big Star Season 1.

🎓 Authorizes the City Mayor to enter into and sign a Supplemental Memorandum of Agreement with the Department of Education for the implementation of the Basic Education Facilities Program under the 2026 General Appropriations Act.

🏆 Congratulates and commends Jayvinne Klein M. Jainar, 2nd Runner-Up and winner of Pearl of the Orient, in the first Mr. Universe Philippines 2026 pageant.

📢 10TH SANGGUNIANG PANLUNGSOD
44th Regular Session
July 30, 2026

The 10th Sangguniang Panlungsod of Parañaque successfully conducted its 44th Regular Session on July 30, 2026, presided over by Hon. Vice Mayor Florencio C. Bernabe III, with the attendance of the City Councilors from District 1 and District 2.

During the session, the City Council approved several legislative measures aimed at enhancing transparency, strengthening public service delivery, improving disaster preparedness, supporting the transport sector, and advancing digital governance.

📌 Approved Ordinances

✅ Institutionalizes the Centralized Electronic Feedback System (CEFS) across all offices and departments of the City Government of Parañaque. The ordinance establishes a unified digital platform where residents can submit feedback, concerns, complaints, and suggestions, promoting greater transparency, accountability, citizen participation, and responsiveness in the delivery of public services.

✅ Establishes the Official Website of the City Government of Parañaque as the City's primary digital platform for disseminating public information, government programs, services, and official announcements. The measure supports transparency, public access to information, and the continued modernization of government services through digital governance.

✅ Creates the Parañaque City Evacuation Center Technical Working Group (TWG), which will oversee the planning, coordination, development, and management of evacuation centers to strengthen the City's disaster risk reduction, preparedness, and emergency response initiatives.

✅ Approves the application for a new Motorized Tricycle Operator's Permit (MTOP) for the bona fide members of the Sitio De Asis, Barangay San Martin de Porres Tricycle Operators and Drivers Association, supporting legitimate public transportation services while helping provide livelihood opportunities for local tricycle operators.

APPROVED ORDINANCE

The 10th Sangguniang Panlungsod, during its 43rd Regular Session held on July 23, 2026, approved Ordinance No. 96, entitled:

"An Ordinance Creating the Parañaque City Human Rights Action Center (PCHRAC) and Establishing Its Powers and Functions."

The creation of the Parañaque City Human Rights Action Center (PCHRAC) reinforces the City's commitment to promoting, protecting, and upholding the fundamental rights and dignity of every Parañaqueño. The Center will serve as a mechanism to strengthen human rights awareness, coordinate programs and initiatives, and support efforts that foster justice, equality, and inclusive governance in the city.

This measure reflects the continued commitment of the 10th Sangguniang Panlungsod to advancing policies that protect the welfare and rights of the people of Parañaque.

OFFICIAL BRIEFING: 10TH SANGGUNIANG PANLUNGSOD (41st Regular Session)

The 10th City Council of Parañaque, presided over by Hon. Vice Mayor Florencio C. Bernabe III and attended by District 1 and District 2 Councilors, successfully passed key legislation on July 9, 2026, focused on healthcare, community development, and local youth funding.

Here are the approved measures:

HEALTHCARE & PUBLIC SERVICE
✅Approves the official fees, charges, and service rates of the Parañaque Social Hygiene Clinic to ensure the sustainable implementation and reimbursement operations of the PhilHealth YAKAP Program.

✅Ratifies the Deed of Acceptance and Donation between the City Government (represented by Mayor Edwin L. Olivarez) and Okada Manila (represented by Mr. James Lorenzana) for two (2) Mobile Clinic Units. These will actively serve patients under Ospital ng Parañaque I (OSPAR 1) and II (OSPAR 2).

✅Mandates all city departments and offices to observe proper routing of all health-related communications to go directly through the Office of the City Health Officer for better coordination.

The City Council has officially approved the Calendar Year 2026 Annual Budgets for the following barangays to ensure the continuity of local projects and youth programs:

🏥 FREE & ACCESSIBLE MEDICINE FOR PARAÑAQUEÑOS! 💊

The 10th Sangguniang Panlungsod, led by Vice Mayor Florencio C. Bernabe III along with our District 1 and District 2 City Councilors, has officially approved Ordinance No. 173 during its 40th Regular Session.

What is Ordinance No. 173?
This ordinance amends the previous Ordinance No. 2026-03 (Series of 2025), which established the "Botika ng Parañaque", our City Health Office-operated pharmacies located across all sixteen (16) barangays.

What’s New?
Regulated Price List: The amendment strictly establishes a regulated price list for medicines.

PhilHealth YAKAP Program Integration: This ensures that qualified residents claiming their medicines under PhilHealth’s YAKAP program can access them seamlessly, affordably, and with transparent pricing.

Through this measure, the City Council continues to prioritize affordable healthcare and essential medicine for every Parañaqueño family, ensuring no one gets left behind.

During its 39th Regular Session held on June 25, 2026, presided over by Hon. Vice Mayor Florencio C. Bernabe III and attended by the City Councilors of District 1 and District 2, the City Council officially approved:

✔️ RESOLUTION
A resolution congratulating and commending Ma. Razel Rechilda Padilla-Abella for winning the Gold Medal in the 2026 Asia Barebow Archery Championship and for bringing honor and pride to the City of Parañaque.

The local government remains steadfast in recognizing and supporting outstanding Parañaqueño athletes who excel on the international stage.

38th Regular Session | June 18, 2026

The City Council of Parañaque, presided over by Hon. Vice Mayor Florencio C. Bernabe III, approved two (2) ordinances and three (3) resolutions aimed at strengthening public services, education, healthcare, disaster response, and legislative efficiency.

✅ APPROVED ORDINANCES

✔️ Establishes the City of Parañaque Solo Parents Affairs Office to provide dedicated programs and services for solo parents.

✔️ Creates a Centralized Donation Hub to improve the management and distribution of donations during disasters, emergencies, and calamities.

✅ APPROVED RESOLUTIONS

✔️ Authorizes the purchase of land in Barangay San Antonio for school expansion.

✔️ Approves a partnership with the Philippine Oncology Center Corporation for the implementation of the “Walang Mahirap Cancer Care Program” for qualified beneficiaries.

✔️ Defines motions of the Majority Floor Leader that do not require a second on the floor to streamline legislative proceedings.
