In what marks a significant milestone for the municipality, Paracelis becomes the ๐ณ๐ถ๐ฟ๐๐ ๐๐ผ๐ฐ๐ฎ๐น ๐๐ผ๐๐ฒ๐ฟ๐ป๐บ๐ฒ๐ป๐ ๐จ๐ป๐ถ๐ ๐ถ๐ป ๐๐ต๐ฒ ๐๐ผ๐ฟ๐ฑ๐ถ๐น๐น๐ฒ๐ฟ๐ฎ๐ ๐๐ผ ๐ฏ๐ฒ ๐๐ถ๐๐ถ๐๐ฒ๐ฑ ๐ฏ๐ ๐๐ต๐ฒ ๐๐๐ฒ๐ป๐ฒ๐ผ ๐ฑ๐ฒ ๐ ๐ฎ๐ป๐ถ๐น๐ฎ ๐จ๐ป๐ถ๐๐ฒ๐ฟ๐๐ถ๐๐ ๐๐ฒ๐ฎ๐บ ๐๐ป๐ฑ๐ฒ๐ฟ ๐๐ต๐ถ๐ ๐ฝ๐ถ๐ผ๐ป๐ฒ๐ฒ๐ฟ๐ถ๐ป๐ด ๐ฐ๐ผ๐น๐น๐ฎ๐ฏ๐ผ๐ฟ๐ฎ๐๐ถ๐ผ๐ป, bringing the expertise of one of the countryโs leading academic institutions directly to the communities of the Cordillera.
The field assessment focuses on some of the most pressing challenges and opportunities identified by the LGUโflood mitigation, economic development, governance, renewable energy, environmental management, and sustainable agriculture.
Rather than studying these concerns from a distance, the Ateneo team went directly to the fieldโto the places where challenges are experienced and where solutions must ultimately take root.
For flooding concerns, the team conducted ocular inspections of identified flood-prone areas, including Sitio Simmacbot and Sitio Dannal in Barangay Anonat, Barangay Palitud along the Siffu River, and the sitios of Bue and Baay in Barangay Bacarri along the Mallig River.
The team likewise visited strategic sites with potential to become catalysts for inclusive and sustainable development, including the Simmacbot Viewpoint for tourism development, the Engineered Sanitary Landfill (ESLF) for environmental management, and the Sloping Agricultural Land Technology (SALT) Project for sustainable agriculture.
The Ateneo experts also visited the municipalityโs renewable energy initiatives, including the full solarization of the Municipal Local Government Unit of Paracelis, and examined the Municipal Hallโs current energy consumption, efficiency, and opportunities for further renewable energy integration.
These field visits are more than ocular inspections. They represent a commitment to listen, understand, study, and create solutions grounded in the realities of the people.

It can be recalled that the Local Government Unit of Paracelis, represented by Municipal Mayor Marcos G. Ayangwa, MD, signed a Memorandum of Understanding (MOU) with Ateneo de Manila University for the development of innovation in governance and the implementation of other collaborative programs.
That MOU was more than a documentโit was a declaration of intent.
It signified Paracelisโ willingness to open its doors to knowledge, innovation, research, technology, and new approaches to governance. It also reflected the vision of Mayor Marcos G. Ayangwa, MD, whose strong support and commitment have been instrumental in bringing this partnership from an agreement on paper to meaningful action on the ground.
Under Mayor Ayangwaโs leadership, the LGU continues to actively pursue partnerships with universities, research institutions, innovators, and development organizationsโbelieving that the challenges of a municipality as diverse and dynamic as Paracelis require not only resources, but also knowledge, science, innovation, and collective wisdom.
For Mayor Ayangwa, governance must continually evolve. It must be willing to learn, listen, innovate, and embrace technologyโnot simply to keep pace with change, but to ensure that change ultimately benefits the people.
