The Municipality of Paracelis is currently undergoing today, June 2, 2026- the Monitoring and Evaluation of Local Level Plan Implementation Protocol for Results-Oriented (MELLPI Pro) CY 2026 Assessment at the 3rd Floor of the Paracelis Municipal Hall—an important undertaking that reflects the municipality’s unwavering commitment to improving the nutritional well-being of every Paracelian.

Leading the assessment is a composite team from the Provincial Government of Mountain Province, with representatives from the Provincial Nutrition Action Office, Provincial Health Office, and DILG Mountain Province. The team is conducting a comprehensive evaluation of the municipality’s nutrition governance, programs, interventions, and overall performance in addressing malnutrition and promoting community health.

During the opening program, Mayor Marcos G. Ayangwa, MD was represented by Atty. Christian Van Talawec, RN, Municipal Youth Development Officer, who conveyed the Mayor’s full support for the assessment process and reaffirmed the local government’s strong commitment to advancing nutrition programs and services.

In his message, Atty. Talawec emphasized that nutrition is not merely a health concern but a cornerstone of human development. He assured the assessment team that MLGU Paracelis remains dedicated to fostering strong collaboration with provincial partners, barangays, and stakeholders to ensure that every child, mother, and family has access to quality nutrition services and opportunities for a healthier life.

𝗔𝗕𝗢𝗨𝗧 𝗠𝗘𝗟𝗟𝗣𝗜 𝗣𝗿𝗼

MELLPI Pro is the enhanced nutrition monitoring and evaluation framework of the National Nutrition Council under the Philippine Plan of Action for Nutrition (PPAN) 2023–2028. The acronym PRO stands for Protocol, Promotive, Progressive, and Professional, embodying a results-driven approach to strengthening local nutrition governance and service delivery.

More than an assessment tool, MELLPI Pro serves as a platform for continuous learning, innovation, and capacity development, enabling local government units to implement evidence-based, responsive, and sustainable nutrition programs. For CY 2026, the National Nutrition Council aims to achieve 80% LGU coverage nationwide.

𝗪𝗛𝗔𝗧 𝗜𝗦 𝗕𝗘𝗜𝗡𝗚 𝗔𝗦𝗦𝗘𝗦𝗦𝗘𝗗?

The Municipality of Paracelis is being evaluated across key areas that determine the effectiveness of local nutrition governance and implementation, including:

• Nutrition Policies and Legislative Support
• Governance and Organizational Structures
• Functionality of the Local Nutrition Committee
• Nutrition Programs, Interventions, and Services
• Resource Mobilization and Program Management
• Improvements in the Nutritional Status of the Community

The assessment process includes document review and validation, evaluation of the Local Nutrition Action Plan, and interviews with key nutrition implementers, including the Municipal Nutrition Action Officer, Barangay Nutrition Scholars, and Local Lead Nutrition Workers.

As Paracelis continues its journey toward inclusive growth and sustainable development, the MELLPI Pro Assessment serves as both a benchmark and an opportunity—guiding the municipality in building stronger systems, healthier communities, and a brighter future for generations to come.

The countless late nights, sacrifices, and determination have now culminated in this well-deserved success.

Ms. Christine Bas-ayon , who is a licensed professional teacher, is currently working as Planning Officer III while Sir Rolando Oyam, who is a licensed civil engineer, is employed as Project Development Officer III, both stationed at Municipal Planning and Development Office. To give a short background, both finished Master of Management in Environmental Planning making them qualified to take the 2026 May EPLE as per RA 10587 - “Environmental Planning Act of 2013."

Your journey serves as an inspiration to all public servants and young professionals—that excellence is possible when passion is matched with hard work and dedication. By earning your licenses, you have not only elevated your personal and professional careers but have also strengthened the capacity of our local government to plan, build, and sustain a better future for our communities.

All participating teams in the Men’s Basketball, Men’s Volleyball, and Women’s Volleyball events are required to send at least two (2) representatives per team to attend the Meeting and Orientation on June 4, 2026 at the MDRRM Conference Hall, 2nd Floor, MDRRM building.

Schedule:

* Basketball (Men): 9:00 AM
* Volleyball (Men and Women): 9:30 AM

Team representatives are required to submit the identification cards of all players for verification and finalization of the official list of participants per team. IDs may be presented either as:

* Original/physical ID cards; or
* Clear photographs of the IDs using a mobile phone.

All teams are likewise advised to review and comply with the guidelines posted below.
