JOINT PNP-DSWD OPERATION RESCUES 3 MINORS IN CAVITE; FOREIGN NATIONAL FACES RAPS

Three minor girls were safely rescued while a foreign national was arrested during a joint law enforcement and social welfare operation conducted by the Philippine National Police (PNP), through the Criminal Investigation and Detection Group (CIDG), in Naic, Cavite on May 6, 2026, following reports of alleged child abuse and unlawful withholding of minors.

The operation was carried out by personnel of the CIDG Cavite Provincial Field Unit, together with social workers from the Municipal Social Welfare and Development Office and the Naic Municipal Police Station, inside a compound in Barangay Sabang.

Authorities arrested a 41-year-old American national known by the alias “Ameer,” who was reportedly keeping the minors under his custody and allegedly preventing them from returning to their family. Initial investigation also disclosed allegations of sexual abuse involving the rescued minors and other children previously staying in the area.

The case stemmed from a complaint made by the children’s mother, an overseas Filipino worker, who sought government assistance after learning about the situation of her daughters. Two of the minors were reportedly able to leave the compound and seek help, which eventually led to the rescue operation.

The rescued minors were immediately turned over to social welfare authorities for proper care, assessment, and intervention, while criminal charges are being prepared against the suspect.

Chief PNP, PGEN Jose Melencio C. Nartatez Jr., commended the operating units and partner agencies for their swift and coordinated response.

We assure the public that the PNP will continue to work closely with concerned agencies to safeguard children and support victims,” PGen Nartatez said.

He also emphasized that the PNP remains firm yet careful in handling cases involving minors to ensure that the rights and welfare of victims are protected throughout the investigation.

This operation is in line with the PNP Focused Agenda on Enhanced Managing Police Operations and supports the directive of President Ferdinand Marcos Jr. to strengthen the protection of vulnerable sectors, especially children.

The PNP, together with the DSWD and partner agencies, continues to urge the public to report cases involving abuse and exploitation of minors as part of the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

The operation was conducted by the 1st Agusan Del Norte Provincial Mobile Force Company (1st ADNPMFC) together with Bureau of Customs 13 (BOC 13) and Nasipit Municipal Police Station (MPS) in coordination with Provincial Intelligence Unit (PIU), Criminal Investigation and Detection Group (CIDG) Agusan Del Norte Provincial Field Unit (ADN PFU), Maritime Police Station Agusan Del Norte (MARPSTA), Regional Intelligence Unit 13 (RIU13), Regional Intelligence Division 13 (RID13) and Philippine Ports Authority (PPA)- Nasipit.

PGEN Nartatez said the operation demonstrates the PNP’s continuing commitment to combat illicit trade and protect the country’s economy and national security.

“Large-scale smuggling operations weaken lawful businesses and deprive the government of revenues intended for public services. The PNP will continue strengthening law enforcement efforts against organized illegal trade activities across the country,” said PGEN Nartatez.

The accomplishment also supports the PNP’s continuing campaign against organized illegal activities through stronger law enforcement operations and inter-agency coordination.
