LGU Parang Reaffirms Commitment to Maternal and Neonatal Health

Under the leadership of Hon. Mayor Habib Alkhadar T. Loong, the Local Health Board of Parang convened to strengthen maternal and child healthcare services across the municipality. To ensure safer deliveries, the LGU is actively conducting community information drives, procuring newborn kits for new mothers, and offering incentives for mothers who choose to give birth in Rural Health Units (RHU) and the Parang District Hospital (PDH) rather than at home.

Recognizing key ground challengesβ€”such as staffing shortages, inter-barangay transportation barriers, and limited communication signalsβ€”the local administration is prioritizing targeted solutions to ensure continuous care for every mother and infant. The meeting was attended by key municipal leaders, including MLGOO Nermida M. Muksan, Municipal Treasurer Hja. Wanhar Nahudan, MNAO Madelyn Sahibbul, MDRRMO Abdurahman Tungupon, MPDC Al-Sharidz S. Berick, MIO Hja Rakag Tungupon, and Municipal Assessor (OIC) Nur-aisa Samson, reflecting a unified approach to improving community healthcare access.

This proactive effort underscores the LGU of Parang’s deep-seated commitment to safeguarding the welfare of women and children. By continuously expanding medical assistance, strengthening localized welfare initiatives, and investing in community-wide public health programs, Mayor Loong’s administration ensures that the health, safety, and overall well-being of every Parang constituent remain at the very center of municipal governance.

"TRAINING WORKSHOP ONTHE ENHANCEMENT OF THE BARANGAY DEVELOPMENT PLAN"

The Municipality of Parang successfully conducted a Two-Day Training Workshop on the Enhancement of the Barangay Development Plan under the leadership of Mayor Habib Alkhadar T. Loong.

The workshop brought together representatives from 13 selected barangays to strengthen their capacity in preparing responsive and sustainable Barangay Development Plans. Throughout the activity, participants gained practical knowledge on strategic planning and the importance of utilizing accurate and updated community data in identifying priority needs, addressing local concerns, and formulating programs that will create a lasting impact in their communities.

The training was facilitated by Municipal Planning and Development Coordinator (MPDC) Al-Sharidz Berick, MLGOO Nermaida M. Muksan, and Municipal Tourism Officer Alkudzrey Ibrahim, whose expertise and guidance enabled participants to better understand the planning process and the vital role of the Barangay Development Plan in advancing local governance. Their discussions emphasized the value of evidence-based planning and the alignment of barangay priorities with the municipality's overall development agenda.

This initiative reflects the Municipal Government of Parang's unwavering commitment to empowering barangays by equipping local leaders with the knowledge, skills, and planning tools needed to make informed decisions, implement responsive programs, and promote inclusive, resilient, and sustainable community development for the people of Parang.

TURNOVER AND INAUGURATION OF SCHOOL LIBRARY IN BARANGAY TUKAY

A landmark moment unfolded in Barangay Tukay, Parang, Sulu, with the official turnover and inauguration of its brand-new School Libraryβ€”a facility funded by the Ministry of Basic, Higher and Technical Education (MBHTE-BARMM) and formally turned over to serve the local community.

The ceremonial signing of the turnover documents was led by key figures Hon. Habib Alkhadar T. Loong and Barangay Chairman Hon. Ar-cieaga B. Baanan.

The momentous event was witnessed by former Barangay Chairman Jun Baanan, dedicated school teachers, Municipal PESO Ernasrine K. Guevara, and enthusiastic community members.

This new school library is more than just a buildingβ€”it is a sanctuary for learning, curiosity, and growth. Through access to books, learning tools, and a quiet space to study, our children and students will have the resources they need to broaden their horizons, discover new passions, and achieve their academic dreams.

This facility stands as a testament to the strong commitment and unity of our BLGU and LGU. Together, we continue to prioritize our youth's future, ensuring that every child in Barangay Tukay has the foundation they need to thrive.

"CAPABILITY ENHANCEMENT ORIENTATION-WORKSHOP ON THE MANAGEMENT AND UPDATING OF THE BADAC WATCHLIST"

Barangay Local Government Units (BLGUs) of the Municipality of Parang, under the leadership of Mayor Habib Alkhadar T. Loong, actively participated in the Capability Enhancement Orientation-Workshop on the Management and Updating of the BADAC Watchlist, conducted in collaboration with the(PDEA), (DILG), and (PNP).

The orientation-workshop aimed to strengthen the capacity of the Barangay Anti-Drug Abuse Councils (BADAC) by providing practical knowledge and effective strategies for the proper management and regular updating of the BADAC Watchlist. The activity also underscored the importance of inter-agency collaboration and community participation in sustaining peace, order, and drug-free barangays.

The activity featured a presentation by Yenn Elie Tomis, Intelligence Officer I of the PDEA, who discussed the proper management and updating of the BADAC Watchlist. Also in attendance were Kiel Villamor, Intelligence Officer I, PDEA; MLGOO/Assistant Provincial Director Nermaida M. Muksan of the DILG; PSMS Aurora J. Haradji; MPDC Al-sharidz Berick; and Municipal Tourism Officer Al-Khudzrey I. Ibrahim, who joined the participants in supporting the successful conduct of the activity.

"Inception Meeting with ChildFund Philippines in coordination with LGU Parang through Municipal Nutrition Council"

The Municipality of Parang, led by Municipal Mayor Hon. Habib Alkhadar T. Loong, welcomed ChildFund Philippines for an inception meeting held at the Municipal Conference Hall, bringing together key stakeholders committed to improving the health and nutrition of children in the municipality.

The meeting provided an opportunity for the Local Government Unit, ChildFund Philippines, and partner agencies to align their shared goals, define their respective roles, and strengthen collaboration for the successful implementation of child-focused health and nutrition programs. It also highlighted the importance of working together to ensure that these initiatives complement the municipality's existing development priorities.

The meeting was attended by Municipal Nutrition Action Officer Madilyn I. Sahibul, RN, MPDC Al-Sharidz S. Berick; PESO Ernasrine K. Guevara; Municipal Engr. Abelhadid O. Ulanghutan; MDRRMO Dr. Hj. Abdurahman Tungupon; SB members Hon. Hja. Milling M. Bakkal and Hon. Shahier-Khan Asarud; representatives from RHU–Parang, MSSD–Parang, BHW, ChildFund Philippines, and other municipal stakeholders.

Mayor Loong thanked everyone for their participation and emphasized that meaningful partnerships remain essential in delivering programs that create lasting and positive outcomes for the children and families of Parang. He reaffirmed the Local Government Unit's continued support for initiatives that promote a healthier, stronger, and more resilient community.

Commission on Audit (COA) – Sulu Pays Courtesy Visit to the Municipality of Parang

The Municipality of Parang, under the leadership of Mayor Habib Alkhadar T. Loong and Vice Mayor Madzhar T. Loong warmly welcomed the officials from the Commission on Audit (COA) – Sulu during their courtesy visit on August 6, 2026, at the Municipal Hall, Parang, Sulu.

The COA-Sulu team was headed by Mr. Omar M. Isnani, Supervising Auditor and Audit Team Leader, together with Mr. Romualdo-Al A. Han, State Auditor II, Mr. Ahmadjan L. Muhajiran, State Auditor I, Mr. Abdulmajid Sabtula, and Mr. Aljam Vince Asidera, Audit Team Members.

The courtesy visit served as an opportunity to strengthen coordination and partnership between the Municipality of Parang and COA-Sulu, reaffirming their shared commitment to transparency, accountability, and good governance in public service.

Mayor Habib Alkhadar T. Loong also took the opportunity to introduce baranggay officials in the municipality to the COA-Sulu team, as they were gathered for an orientation with MILG-Sulu Assistant Provincial Director Nermaida M. Muksan (MLGOO) regarding the guidelines for the Bawat Barangay Makikinabang (BBM) Program.

The activity concluded with a fellowship lunch, providing an opportunity to further strengthen collaboration and build stronger partnerships in delivering quality public service.

The Municipality of Parang, under the leadership of Mayor Habib Alkhadar T. Loong, successfully conducted the UPLIFT Pay-out of the Department of Social Welfare and Development (DSWD) Field Office IX at the Kanaway Covered Court, Parang, Sulu, on July 30–31, 2026.

A total of 1,268 eligible beneficiaries received financial assistance through the National Government's UPLIFT Program, reflecting the government's continued commitment to providing timely support and improving the lives of individuals and families in need.

Embracing Digital Governance: Parang BLGUs Undergo Landbank weAccess Hands-On Training

To champion digital transformation and streamline public financial management, Landbank Jolo Branch, under the leadership of Branch Head Ruby Rose N. Estipona, successfully conducted a hands-on training on the Landbank weAccess platform for the Barangay Local Government Units (BLGUs) of Parang, Sulu.

This capacity-building initiative was made possible through the support and collaboration of Hon. Mayor Alkhadar T. Loong, who advocates for transitioning from manual transaction processes to secure, modern digital tools.

The session was actively participated in by Barangay Chairpersons and Treasurers across the municipality. Also present to lend their support were Municipal Treasurer Hja. Wanhar A. Nahudan; Assistant Provincial Director of MILG-Sulu and MLGOO of Parang, Ma’am Nermida M. Muksan; and Sulu Liga ng mga Barangay Provincial Federation President Hon. Nurhaipa Berto-Aiyub.
