PASAY CITY โ€” The National Bureau of Investigation (NBI), in partnership with the Department of Information and Communications Technology (DICT), formally launched the NBI eClearance on the eGovPH Super App today, July 6, 2026, at the NBI Headquarters in Pasay City.

Held in the presence of First Lady Louise Araneta - Marcos, the ceremony featured welcome remarks from NBI Director Atty. Melvin A. Matibag and a message of support from DICT Secretary Henry R. Aguda. DICT Undersecretary David L. Almirol Jr. led the introductory presentation and live demonstration of the new digital service.

With the integration of NBI eClearance into the eGovPH Super App, Filipinos can now enjoy a faster and more convenient digital renewal process. Eligible users may renew their NBI clearance in as little as five minutes through the app, reducing the need for long lines and making the service more accessible anytime, anywhere.

This milestone reflects the continuing commitment of the NBI and DICT to deliver citizen-centered, technology-driven, and trusted government services under the vision of a Bagong Pilipinas.

Embracing Innovation

In his welcome remarks, Atty. Matibag said the significant milestone reflects NBIโ€™s commitment to continuously improving how it delivers services to the Filipino people.

โ€œThis initiative goes beyond technology. It reflects our vision of a modern NBI that embraces innovation, improves operational efficiency, and places citizens at the center of government service delivery. With this integration, verified eGovPH users can now access NBI Clearance services through a secure, interoperable platform,โ€ said Atty. Matibag.

The ability to retrieve, renew, and access a digital copy of the NBI Clearance provides our clients with a faster, more convenient, and more transparent service experience, according to him.

The NBI chief added that this achievement was made possible by the collaboration and shared commitment among government institutions.

The interoperability between the eGovPH App and the NBI Clearance System demonstrates how technology can strengthen public service while safeguarding the security and integrity of government systems.

PRESS RELEASE | NBI RESCUES 15 VICTIMS, ARRESTS 3 IN ILLEGAL SURROGACY OPERATION IN PAMPANGA

The National Bureau of Investigationโ€“Human Trafficking Division (NBI-HTRAD) arrested three (3) individuals and rescued fifteen (15) victims in an operation conducted against an alleged illegal surrogacy agency in Porac, Pampanga.

The operation stemmed from a complaint filed by a former surrogate mother against House of Surrogacy PH (HOS PH). The complainant alleged that HOS PH recruits financially disadvantaged women to bear children for intended parents (IPs) under deceptive agreements, for the purpose of exploitation. According to the complaint, these women were paid to carry pregnancies and surrender custody upon birth to prospective adoptive parents. After which the Subjects facilitate the falsification of children's details on the birth certificates.

Acting on the complaint, NBI-HTRAD conducted verification with the Department of Health, which confirmed that HOS PH is is neither licensed nor accredited as a healthcare facility. Coordination was likewise made with the NBI-Central Luzon Regional Office (NBI-CELRO) and the Municipal Social Welfare and Development Office (MSWDO) of Porac, Pampanga.

Subsequent surveillance and an undercover operation led NBI-HTRAD operatives to identify the individuals involved and uncover the alleged exploitation of surrogate mothers. Operatives also discovered a second facility in Porac, Pampanga housing additional pregnant women victims.

Upon confirming the presence of both the Subjects and victims in the two locations, NBI-HTRAD, together with representatives from the MSWDO and Project Rescue Children, conducted a simultaneous raid, which resulted in the arrest of the three (3) Subjects and the rescue of fifteen (15) victims. The arrested individuals were apprised of the violations they committed and their constitutional rights, and were subsequently brought to NBI-HTRAD to undergo the booking procedure.

Documents are currently being prepared for the conduct of inquest proceedings against the subjects for violations of pertinent laws.

NBI Director Atty. Melvin A. Matibag emphasized that the Bureau remains steadfast in its mission to combat human trafficking and all forms of exploitation. โ€œNo individual should be treated as a commodity or be exploited because of their circumstances. The NBI will relentlessly pursue those who prey on the vulnerable and will continue working closely with partner agencies to uphold the law, protect victims, and ensure that justice prevails,โ€ Director Matibag added.

As we commemorate the 128th Philippine Independence Day, we are reminded that independence is not only the freedom we won as a nation. It is also the freedom we must continually secure for every Filipino, especially those who continue to face barriers due to discrimination, inequality, and unequal access to opportunities.

Our pursuit of a truly independent Philippines recognizes that freedom is meaningful only when it is experienced by all. For women and girls, this means being able to live free from violence and discrimination, participate fully in society, and enjoy equal opportunities to learn, lead, work, and thrive.

This journey is not new. In pre-colonial Philippine societies, women exercised leadership, influence, and authority in many aspects of community life. The Babaylansโ€”spiritual leaders, healers, and keepers of knowledgeโ€”were deeply respected for their wisdom and service.

But this history was disrupted. Centuries of colonial rule did not only reshape governance and institutionsโ€”it also reshaped social norms that defined womenโ€™s place in society until now. It diminished spaces of womenโ€™s authority and reinforced ideas of dependence and subordination. These were not neutral shifts in history; they created systems of inequality whose effects continue to echo across generations and remain barriers to the full realization of gender equality.
