Foreign Service Institute, Philippines - FSI Philippines The Foreign Service Institute (FSI) was formally established under Presidential Decree No. 1060 on 9 December 1976.

The official Facebook account of the Foreign Service Institute (FSI) of the Philippines, the research and training agency attached to the Department of Foreign Affairs ๐Ÿ‡ต๐Ÿ‡ญโœจ With the promulgation of Republic Act 7157, or the Philippine Foreign Service Act of 1991, the mandate of the Institute was revitalized and expanded. Title VIII โ€“ Foreign Service Institute, Section 57 of RA 7157 states the funct

ions of the FSI as follows:

โ€œThe Institute, through its academic, training, research, information, publication, systems development and other programs, shall serve as the center for the development and professionalization of the career corps of the foreign service of the Department and other government agencies which have offices and employees assigned abroad. It shall maintain a Center of International Relations and Strategic Studies (CIRSS) and shall otherwise function as a research institution on issues and problems with foreign policy implications, global and regional strategies and management of foreign affairs while serving as institutional consultant of the Department on matters related to foreign policies and programs as well as development management, planning, review and evaluation processes in the Department. The Institute shall, inter alia, pursue a training program for those who are leaving for foreign assignments and for those who are recalled and shall hold seminars, including language courses, to prepare such officers and employees for their new assignments.โ€

The Institute thus designs and conducts training programs appropriate to the needs of personnel of the Department of Foreign Affairs (DFA) and those of other government agencies who will be assigned to Philippine foreign service posts. It undertakes independent research on issues relevant to international relations and foreign policy as well as policy studies in aid of foreign policy formulation, management, and evaluation. It also provides institutional support to the DFA with regard to organizational development and management, including but not limited to the planning, review, and assessment of the policies and systems and procedures of the Department. The Foreign Service Institute (FSI) opened the 94th Pre-Departure Orientation Seminar (PDOS) for Department of Foreign Affairs (DFA) personnel yesterday, 4 August 2026 at FSI. โœจ

The seminar runs until 12 August 2026 to prepare 43 participants for their first foreign assignment. The six-day training covers the functions and operations of foreign service establishments and common challenges personnel face while posted overseas. โœˆ๏ธ๐ŸŒ

๐Ÿ‡ต๐Ÿ‡ญ ๐Ÿค ๐Ÿ‡ฉ๐Ÿ‡ด Director General Neil Frank Ferrer welcomed His Excellency Reinaldo Rafael Espinal, Non-Resident Ambassador-designate of the Dominican Republic to the Philippines, for a courtesy call at the Foreign Service Institute (FSI) yesterday, 3 August 2026.

The discussion focused on future cooperation between the Institute and the Dominican Republic's diplomatic academy, the Instituto de Educaciรณn Superior en Formaciรณn Diplomรกtica y Consular (INESDYC). Ambassador Espinal previously headed INESDYC. Both officials explored online activities, academic exchanges, and collaboration on tech diplomacy and the Law of the Sea. โœจ๐ŸŒŠ๐ŸŒ

Ambassador Espinal currently serves as the resident ambassador of the Dominican Republic to Vietnam.

Fifteen newly commissioned Foreign Service Officers (FSOs) Class IV will undergo an intensive training program to strengthen their competencies across the pillars of Philippine foreign policy and other key areas of diplomatic practice. ๐Ÿ“š๐ŸŒ

FSI Director General Neil Frank R. Ferrer welcomed the cadets and officially opened the course.

Department of Foreign Affairs Undersecretary for Administration Maria Theresa B. Dizon-De Vega delivered the keynote message, and Human Resources Management Office (HRMO) Executive Director Jed Martin A. Llona formally turned over the cadets to FSI on behalf of HRMO Assistant Secretary Marford M. Angeles. Assistant Secretary of the Office of Asset Management and Support Services Charmaine A. Serna-Chua also joined the gathering to welcome the new officers. ๐Ÿ›๏ธ๐Ÿ’ผ

Guided by the theme, โ€œThe Language of Friendshipโ€, conversants shared their perspectives and personal stories about friendship. They reflected on the qualities of a true friend and how meaningful relationships transcended cultural differences. ๐Ÿค โœจ

The Foreign Service Institute (FSI), through its training arm the Carlos P. Romulo School of Diplomacy (CPRSD), successfully conducted the third iteration of the Seminar on Anti-Trafficking in Persons (ATiP) on 28 โ€“ 29 July 2026 at the FSI Training Room A.

The seminar gathered 34 participants from the Department of Foreign Affairs (DFA) and FSI, and featured sessions on key concepts of ATiP, the Philippine situation, and combating TiP with international partners. ๐ŸŒ๐Ÿ‡ต๐Ÿ‡ญโœจ

July marks the Philippinesโ€™ observance of National Anti-Trafficking in Persons Awareness Month.
