The DAP is the Philippines' National Productivity Organization (NO) and

The Development Academy of the Philippines (DAP), through its regional operations center, DAP sa Mindanao (DsM), signed a Memorandum of Agreement with the Department of Migrant Workers - National Maritime Polytechnic (DMW-NMP) on 09 September 2026, formalizing their collaboration on a Feasibility Study for the establishment of an NMP Regional Training Center in Davao City.

Mindanao is home to a significant maritime workforce โ€” yet the absence of a regional training center has meant that seafarers seeking mandatory certification and professional development must travel far outside the region to do so. The feasibility study seeks to determine the viability of addressing this gap through a dedicated center in Davao City, grounded in data, regional context, and the actual needs of the maritime sector and its workers.

DAP sa Mindanao brings its technical and institutional capabilities to lead this study โ€” with the commitment to produce findings that are practical, credible, and useful to the institutions that will carry the work forward.

Through engagements like this, the Development Academy of the Philippines, through DAP sa Mindanao, continues to contribute its expertise to decisions that shape the development of Mindanao's institutions, industries, and workforce.

The Development Academy of the Philippines - Graduate School of Public Management (DAP-GSPM), and the Philippine Institute for Development Studies (PIDS) further institutional collaboration through a ceremonial MOU signing at the DAP Board Room, Pasig City on September 3, 2026.
The two institutions first initiated partnership in 2014, consequently renewing this in 2021 to develop the Socioeconomic Research Portal for the Philippines. In 2026, this collaboration takes a turn to concretize the proposed Certificate Course on Evidence-Based Policy Research, which aims to capacitate public servants in policy research, bolster policymaking, and improve the practice of governance in government units.

In his message, DAP Acting President and CEO Leocadio S. Sebastian, PhD, CESO I, recognized the over decade-long partnership of DAP with PIDS, highlighting their shared role in advancing evidence-based and results-oriented development at the national level. This partnership further adds weight now that both institutions are attached agencies of the Department of Economy, Planning, and Development (DEPDev).

โ€œWe are not simply two institutions with complementary mandates coming together for a project. We are partners within the country's development planning and policy ecosystem, each contributing a distinct but interconnected capability,โ€ he emphasized.

DAP Senior Vice President and GSPM Dean Lizan E. Perante-Calina, DPA, framed the partnership as a response to increasingly complex governance challenges, from poverty to climate resilience. โ€œIn this way, the partnership goes beyond producing knowledge. It invests in the people who will carry that knowledge forward,โ€ she said.

Dean Perante-Calina added that meeting todayโ€™s governance challenges calls for more than fast decision-making, but also decisions grounded in evidence and continually refined through learning from implementation โ€” a convergence the two institutions now embody, with PIDS supplying research to identify policy gaps and DAP building the capacity to act on it.

This MOU underscores both institutions' shared commitment to evidence-based, results-oriented governance in the Philippines.
