The Policy Research Office of the Center for Governance, Development Academy of the Philippines

The Policy Research Office of the Center for Governance, Development Academy of the Philippines aids policymakers in shaping and evaluating public policy and programs. It conducts policy analysis, evaluations, impact assessments, as well as other studies in pursuit of development and good governance. It also promotes evidence-based decision-making through capacity-building and research-driven technical assistance.

Mr. Jaime Aguilar of the National Confederation of TransportWorkers’ Union - Sentro ng mga Nagkakaisa at Progresibong Manggagawa (NCTU-SENTRO) called on both the people and the government to work toward true representation that reflects the people's lives, during the first lecture of this year’s Thursday Talks, themed “Reclaiming Representation: A Retrospective on the Philippine Party-List System Towards Representative Politics.”

𝗟𝗲𝘃𝗲𝗿𝗮𝗴𝗶𝗻𝗴 𝗠&𝗘 𝗳𝗼𝗿 𝗛𝗘𝗜 𝗤𝘂𝗮𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 ⭐️

The ELITE PHE Leadership Development Program concluded its seventh course, Monitoring and Evaluation for Institutional Outcomes and Accountability, held from October 12 to 14, 2026.

This course equipped participants with the core concepts and frameworks for M&E to assess institutional outcomes and promote accountability. It emphasized M&E as a critical management practice that enables HEIs to track performance, assess program effectiveness, and ensure interventions deliver intended outcomes for students and communities.

The course introduced participants to M&E in Higher Education as well as in Operationalizing M&E for Institutional Performance delivered by Mr. Noel Macalalad, adjunct professor of the Ateneo School of Government. Dr. Theresita V. Atienza, President of Quezon City University, delivered the last session on Utilizing M&E Data for Performance Excellence. This course concludes Learning Area 3: Quality Assurance and Performance Excellence, led by Faculty-in-Charge Academician Aura Matias.

The final course for the ELITE PHE LDP will be on Ecosystem Leadership under Learning Area 4: Personal Leadership and Innovation.

𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗣𝗮𝗿𝗹𝗶𝗮𝗺𝗲𝗻𝘁 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝗶𝗮𝘁 𝗚𝗲𝗮𝗿𝘀 𝗨𝗽 𝗳𝗼𝗿 𝗘𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗗𝗔𝗣 𝗖𝗼𝘂𝗿𝘀𝗲

The Development Academy of the Philippines (DAP), through the Center for Governance - Policy Research Office, opened a four-day training on Effective Communication in Legislative Work for 35 officers and staff from the Bangsamoro Parliament Secretariat on October 14, 2026, at DAP Pasig. This course aims to strengthen the participants’ written and oral legislative communication skills.

DAP Acting President Leocadio S. Sebastian, Executive Vice President Magdalena L. Mendoza, Acting Senior Vice President Imelda C. Caluen, and the BARMM delegation headed by Office of the Plenary and Committee Affairs Department Director Jaime M. Ayub briefly met after a short tour of the DAP Pasig facilities.

To officially start the course, Director Ayub emphasized in his remarks, the essential role of the secretariat in supporting the newly elected Members of the Bangsamoro Parliament. Participants will undergo lectures and hands-on writing exercises delivered by experts and practitioners on key principles and strategies in the context of legislative work to draft clear, concise, well-structured documents and analytical policy briefs that support the work of the Bangsamoro parliamentary committees and legislative purposes.

𝗣𝗿𝗼𝗺𝗼𝘁𝗶𝗻𝗴 𝗾𝘂𝗮𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗲𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗶𝗻 𝗦𝗨𝗖𝘀 ✨

The ELITE PHE Leadership Development Program concluded its sixth course, 𝘘𝘶𝘢𝘭𝘪𝘵𝘺 𝘈𝘴𝘴𝘶𝘳𝘢𝘯𝘤𝘦 𝘪𝘯 𝘚𝘜𝘊𝘴, held from October 6 to 9, 2026.

This forms part of Learning Area 3: Quality Assurance and Performance Excellence, which focuses on fostering quality and performance excellence and advancing institutional accountability in SUCs. Participants explored quality assurance (QA) and regulatory systems in higher education, including government-led, local, and regional QA frameworks, as well as best practices in institutional and program-level QA.

The course was led by Faculty-in-Charge, Academician Aura Matias, with lectures delivered by higher education QA experts, Dr. Ma. Cynthia Rose Banzon Bautista, Mr. Don Francisco, Dr. Joselito Villaruz, Dr. Alyssa Peleo-Alampay, Dr. Celeste Mercado, and Dr. Susan Festin.

Building on these foundations, the program moves next to Monitoring and Evaluation for Institutional Outcomes and Accountability.

𝗙𝗿𝗼𝗺 𝗕𝘂𝗱𝗴𝗲𝘁 𝘁𝗼 𝗜𝗺𝗽𝗮𝗰𝘁: 𝗥𝗲𝗳𝗿𝗮𝗺𝗶𝗻𝗴 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗦𝘁𝗲𝘄𝗮𝗿𝗱𝘀𝗵𝗶𝗽 𝗶𝗻 𝗦𝗨𝗖𝘀

Participants in the ELITE PHE Leadership Development Program completed Course 5: Financial Stewardship and Revenue Generation, conducted online from September 30 to October 2, 2026. The course focused on the financial and resource-related responsibilities of leaders in SUCs. Led by CHED Commissioner Myrna Mallari, the course brings together government and higher education leaders to examine financial stewardship, procurement, resource mobilization, and the strategic use of public resources from the perspective of SUC leadership.

The course brought together Commissioner Mallari, Government Procurement Policy Board-Technical Support Office Director General Rowena Candice Ruiz, Dr. Alberto Naperi of Central Bicol State University of Agriculture, Dr. Prose Ivy Yepes of Visayas State University, Dr. Tirso Ronquillo of Batangas State University, Dr. Ma. Agnes Nuestro of Cavite State University, and Former Department of Budget and Management Assistant Secretary Maxine Tanya Hamada. Discussions covered resource mobilization, extension services, public-private partnerships, outcome-based budgeting, and strategic resource allocation, including actual SUC experiences in generating and managing resources beyond regular government appropriations.

The course culminated today with participants working on their resource mobilization plan outputs, translating the concepts, strategies, and institutional practices discussed during the sessions into a plan suited to their respective contexts.

𝗚𝗼𝘃𝗲𝗿𝗻𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝗣𝘂𝗿𝗽𝗼𝘀𝗲, 𝗟𝗲𝗮𝗱𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝗜𝗺𝗽𝗮𝗰𝘁

Now in its third week, the ELITE PHE Leadership Development Program moved online with sessions on higher education governance and administration held from September 22 to 25, 2026.

Led by distinguished leaders and experts from Philippine higher education and public service, the course explored SUC governance and administration, ethics and integrity, people management, research and extension, and stakeholder management.

Beyond frameworks and laws, the resource persons shared practical insights from their own leadership experiences. Through role-plays, simulations, and exercises, the participants applied these lessons to real governance concerns and began developing their board/executive governance brief.

During the workshop, CHED Commissioner Myrna Mallari reminded the participants of an essential leadership responsibility: to look for ways to innovate and create change in the interest of the institution they represent.

The course was facilitated by Faculty-in-Charge Commissioner Mallari, alongside resource persons Commissioner Ricmar Aquino, Dr. Fidel Nemenzo, Assistant Solicitor General James Cundangan, Dr. Ma. Carla Ochotorena, Dr. Evaristo Abella, and Prof. Ma. Nieves Confesor.

As the participants continue their journey toward higher education leadership, the program moves next to financial stewardship and revenue generation.

𝗠𝗮𝘀𝘁𝗲𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗦𝗲𝗹𝗳 𝘁𝗼 𝗟𝗲𝗮𝗱 𝗢𝘁𝗵𝗲𝗿𝘀 💪🏆

Participants of the ELITE PHE Leadership Development Program (LDP) gathered to reflect on their growth as leaders during the Personal Efficacy and Self-Mastery course held on September 17-19, 2026.

The three-day course was facilitated by organization development expert Dr. Perla U.S. Bernardo, who guided participants in deepening their self-awareness, strengthening self-management, and building interpersonal effectiveness, to be able to lead the self, teams, and organizations competently.

Through individual reflection and group discussions, participants examined their leadership roles and identified ways to grow in taking on greater responsibilities. Dr. Bernardo underscored that leadership is not a title one simply receives, but a process built through constant, intentional practice, which requires seeing oneself honestly and engaging with others constructively.

With the course now concluded, the residential leg of the LDP comes to a close. The learning journey continues in the coming days with a series of online courses.

Transforming HEIs to be future-ready! 🚀

Thirty-eight (38) ELITE PHE Leadership Development Program (LDP) participants were challenged by experts to embrace a systems thinking and futures thinking mindset in a Strategic Leadership and Foresight for Excellence course on September 14-16, 2026.

Moving away from traditional lectures, Professor Ma. Nieves Confesor flipped the classroom to cull out critical insights on strategic leadership. Throughout her lecture, Prof. Confesor urged participants to prioritize and listen to the communities they serve.

Meanwhile, DAP Center of Excellence on Public Sector Productivity (COE-PSP) Program Director Peter Dan Baon tested their ability to think outside the box. His session highlighted the principles of strategic management in the public sector, particularly in creating public value for their stakeholders. He also gave a crash course on strategic foresight and scenario planning, pushing participants to imagine and anticipate different futures for Higher Education Institutions (HEIs).

In blending strategy with leadership, management, and foresight, the program hopes to equip academic leaders to better navigate future uncertainties and drive excellence in their respective institutions.
