Officers and staff of the Development Academy of the Philippines (DAP) gathered at the DAP Conference Center for the official unveiling of the iconic DAP Letters on 20 July 2026, Monday.

Since 1973, the DAPCC has served as an avenue where leadership, learning, and nation-building converge, reaffirming the institutionโ€™s steadfast dedication to developing ethical, capable, principled, and future-ready public servants.

In his keynote address, Acting President and CEO Dr. Leocadio S. Sebastian, CESO I, honored the success of the 3R Project (Repair, Rehabilitation, and Restoration) from 2009 to 2014, and formally presented the 2026 Conceptual Master Development Plan for the conference center. Central to this roadmap is the construction of the New Training Building to complement existing facilities. Anchored in infrastructure modernization, heritage conservation, environmental sustainability, and future-ready learning spaces, this long-term vision ensures that the DAPCC remains a world-class hub for public sector innovation and leadership.

The third and last episode of the 2026 CBILLS Thursday Talks navigated the gap between daily commuters and policymakers in building a better transport system, bringing together speakers from the academe, international perspective, national and local government agencies, and civil society in "Co-Creating Better Cities: Participatory Urban Transport Planning With and for the Filipino Masses,โ€ on 16 July 2026.

Facilitated by House of Representatives of the Philippines Committee Secretary on Transportation Atty. John Francis Panoncillo, the discussion explored various insights from Dr. Marie Danielle Guillen of the UP Asian Institute of Tourism, Mr. Shuji Kimura of the Asian Development Bank, Service Director Nezza Mendoza from the Department of Transportation - Philippines, Ms. Alyanna Mae Bernadette from the Quezon City Government, and Director Patricia Mariano of AltMobility PH, mapping out the importance of designing public transit policies built around the lived experiences and struggles of every Filipino commuter, in order to pursue a more inclusive and accessible daily transportation system.

The discussion highlighted that the road to a better transit policy is one that lets the voices of its ridership be heard and listened to in sustained, meaningful conversation.

๐—›๐—”๐—ฃ๐—ฃ๐—˜๐—ก๐—œ๐—ก๐—š ๐—ก๐—ข๐—ช: The Development Academy of the Philippines, through the Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program, holds the course on โ€œEffective Policy Oversight,โ€ for the Middle Managers Track this July 13 to 17, 2026 at the DAP Conference Center (DAPCC) in Tagaytay City.

The first two days hosted experts and practitioners from the government, academe, and civil society organizations (CSOs), including Deputy Executive Director Jannalenna Olladas from the House of Representatives, Professor of Political Science, Dr. Jalton Taguibao from the University of the Philippines, Atty. Krystal Lyn Uy from the Department of Finance, and Executive Director of the Caucus of Development Non-Government Organization Networks (CODE-NGO), Atty. Doris Ramirez.

Today, July 15, the course held its sensing session where scholars were able to hear from people on the ground. Representatives from the Tagaytay Offices of Disaster Risk Reduction and Management and City Health, Mr. Jose Clyde Yayong and Dr. Deus Alexis Angcaya, shared their experiences in the implementation of national laws at the local level and the challenges caused by the disparity between policy and practice.

The course seeks to deepen the scholarsโ€™ understanding of their oversight role by capacitating them with the necessary tools and providing avenues for knowledge exchange that they may be able to critically assess and address the gap between the intended outcomes of national policies and their real-world results.

The CBILLS program, in line with their commitment to propelling strategic leaders in the legislative branch, aided by continuous capacity-building interventions, recognizes the important role of congressional oversight in ensuring that policies are geared towards addressing the challenges to make life better for every Filipino.
