Sarmientoโ€™s visit coincided with the monthly meeting of the M**F-Bangsamoro Islamic Armed Forces (BIAF) Northwestern Front, as he vowed to carry out the national government's deliverables under the Comprehensive Agreement on the Bangsamoro (CAB) and the ongoing Normalization Program.

Sarmiento explained his action-oriented leadership approach, saying, "Sinanay akong huwag mangako ng aking magulang... pero nakikinig ako't may utak, may puso tayo," he stated, as he gave the assurance that the government will take concrete action to address the challenges they are facing.

Atty. Mary Marjorie P. Martin-Chan formally took her oath as Executive Director IV and Chief of Staff of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) on Monday, 6 July 2026.
Guided by a steadfast commitment to public service, Atty. Martin-Chan has built a distinguished career in law, legislation, and governance. She served as City Councilor of Tuguegarao City from 2016 to 2025, where she authored and sponsored landmark ordinances promoting gender equality, women's empowerment, the welfare of solo parents, youth development, and the strengthening of family relations.
As she assumes this new role, Atty. Martin-Chan brings with her extensive experience in public service and principled leadership, further strengthening OPAPRU's mission of advancing lasting peace, reconciliation, and sustainable development.

๐Ÿ“ธ ๐—œ๐—ก ๐—ฃ๐—›๐—ข๐—ง๐—ข๐—ฆ: Metro Manila journalists were briefed on key developments in the Bangsamoro peace process, ongoing preparations for the first Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections, salient provisions of the Bangsamoro Electoral Code, and guidelines on media safety on Friday, July 3.
The day-long activity, was organized by the Office of the Presidential Adviser on Peace, Reconciliation and Unityโ€™s (OPAPRU) Communications and Public Affairs Services (CPAS), in partnership with the BARMM government through the BARMM Information Office, Commission on Elections (COMELEC), and the Presidential Task Force on Media Security (PTFoMS).
Aside from providing members of the media a deeper appreciation and understanding of the Bangsamoro peace process and the BARMM elections, OPAPRU and BARMM officials enjoined them to highlight the significant peace gains achieved and help create a better understanding of the upcoming political exercise slated on September 14, 2026.

The Bangsamoro peace process is the result of decades of difficult compromises and political courage of the Government of the Philippines (GPH), the Moro Islamic Liberation Front (M**F), and generations of Bangsamoro leaders, peace advocates, and partners who worked toward a just and lasting political settlement.

President Ferdinand R. Marcos Jr. has consistently affirmed that the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) remains a national priority. Under his administration, the government has continued to fulfill its commitments and support the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as it prepares to complete the political transition.

The implementation of the CAB has now entered a critical phase. The first Bangsamoro Parliamentary Elections this September will mark an important transition from the Bangsamoro Transition Authority to a democratically elected parliament, consistent with the Bangsamoro Organic Law. Ensuring that this transition is peaceful, credible, and supported by functioning institutions remains one of the government's foremost responsibilities.

Alongside preparations for the parliamentary elections, the government has sustained the work of the jointly established mechanisms. Inter-agency coordination has been maintained, technical work has progressed, and implementation planning has been carried forward to support the next phase of the peace process.

The ongoing transition in the leadership of the GPH Peace Implementing Panel has also required the government to ensure continuity in its preparatory and coordination work. Throughout this period, the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU); the remaining members of the GPH Peace Implementing Panel; concerned government agencies; and the GPH-side mechanisms have continued to discharge their respective responsibilities in support of the implementation of the CAB. Technical preparations, implementation planning, and inter-agency coordination have not stood still. The incoming Panel Chair will therefore assume leadership over an implementation agenda that has been substantially prepared for immediate ex*****on upon appointment.

As I shared during the Commission on Elections event in Zamboanga City last week, the appointment of the next GPH Peace Implementing Panel Chair is now in its third and final round of vetting. Malacaรฑang has informed our office that a decision is expected by 14 July. This careful selection process reflects the importance of the position and the government's determination to advance priority commitments under the CAB.

The Bangsamoro peace process has always required continuity across administrations. Peace agreements are negotiated at one stage, institutionalized at another, and implemented over many years. The government remains committed to carrying out its responsibilities under the CAB, strengthening the institutions established through the peace process, and supporting the Bangsamoro people as they complete the transition envisioned in the Agreement.

President Marcos Jr.'s position has been clear and consistent. His administration remains fully committed to working with the M**F, the BARMM government, local governments, Congress, constitutional bodies, civil society, and development partners to ensure the faithful implementation of the Agreement and to secure a peaceful and stable future for the Bangsamoro.

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) commends the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government for the innovative partnership forged between its Bangsamoro Treasury Office (BTO) and GCash. This collaborative effort demonstrates how technology can be harnessed to enhance financial systems and bring public services closer to the people. By creating a digital platform that connects government services to constituents, this initiative makes transactions simpler, faster, and more accessible, particularly for individuals and communities that have long faced challenges in accessing essential government services.

The transition toward digital governance is not just a technological advancement. More importantly, it is a strategic investment in peace and development in the region, which is now an emerging commercial, investment, and tourism hub in Mindanao. This move promotes financial inclusion by enabling more people to participate in the formal economy by paying their taxes, fees, and other dues through a reliable digital channel. By reducing administrative burdens, streamlining transactions, and expanding access to government services, this initiative helps ensure that no one is left behind and everyone is part of the development process. These are concrete steps that foster social cohesion, economic opportunity, and greater confidence in public institutions.

This BTO-GCash partnership reflects the BARMM government's unwavering commitment to implementing responsive, accountable, and people-centered governance. More importantly, it embodies one of the key pillars of Positive Peace: a Well-Functioning Government. Strong and effective institutions are fundamental to building peaceful and resilient societies. When governments are able to deliver services effectively, quickly, and with greater accountability, public trust is strengthened and creates an environment where citizens are empowered and are able to realize their full potential. This joint venture demonstrates how innovation can enhance public service delivery, while promoting greater transparency, efficiency, and convenience for the Bangsamoro people.

As the BARMM moves forward in its journey towards lasting peace and sustainable development, initiatives such as this are a testament of how good governance can transform the lives of people and uplift their socioeconomic well-being. We congratulate the Bangsamoro Treasury Office, the Ministry of Finance, Budget, and Management, and GCash for establishing a partnership that prioritizes the needs of the people.
