Following Memorandum Circular No. 133 issued by the Office of the President, all government offices in Kalinga will implement Alternative Work Arrangements (AWA) on September 1, 2026 due to the anticipated continued heavy rainfall brought by the enhanced Southwest Monsoon.

Essential agencies, including those providing health, basic, disaster response, and other vital services, will continue operations.

Schools in both the public and private sectors will likewise implement Alternative Learning Modes (ALM) and learning continuity measures.

For the 126th Philippine Civil Service Anniversary Kick-off Activities, including the Walk for Health and Opening of the Governorโ€™s Cup, originally set for September 1, are MOVED TO SEPTEMBER 3, 2026.

All concerned local government offices and institutions are advised to ensure the immediate implementation and dissemination of the directive.

PASIL, Kalinga โ€” The Municipality of Pasil posted a 57.51% increase in locally sourced revenues in 2025, reflecting improved collection performance and strengthened local revenue-generation efforts.

The figures were presented during the 2026 Local Treasury Operations Evaluation (LTOE) held on August 13โ€“14, 2026.

According to the evaluation conducted by the Office of the Provincial Treasurer (OPT), the Municipal Treasury Office (MTO) of Pasil collected P3.48 million in actual local revenues in 2025, up from P2.21 million in 2024, representing a 57.51% increase.

The LTOE covered the municipalityโ€™s treasury operations from January 2025 to June 30, 2026, and found no significant findings or observations in key areas, including revenue collection, disbursement, and other treasury operations.

Pasilโ€™s overall collection efficiency also improved substantially, rising from 56.31% in 2024 to 127.84% in 2025. The rate indicates that the municipalityโ€™s actual collections exceeded its aggregate revenue target for the year.

The strongest growth came from Fees and Charges (F&C), which generated P2.29 million in 2025, up from P999,319 in 2024โ€”a 128.86% increase.

Collection efficiency for F&C also reached 209.20%.
Business tax collections likewise improved, although at a more modest pace.

Collections increased from P961,718.68 in 2024 to P998,583.90 in 2025, representing a 3.83% increase and a 94.91% collection efficiency.
Meanwhile, Real Property Tax (RPT) collections declined, dropping from P247,333.02 in 2024 to P192,726.76 in 2025.

The evaluation encouraged the MTO to further strengthen its RPT collection strategies and taxpayer engagement initiatives to improve performance in this revenue source.

The results form part of the continuing efforts of the Office of the Provincial Treasurer, under Provincial Treasurer Ma. Theresa Basitao, to strengthen local treasury operations and improve revenue administration across Kalinga.

Through the LTOE, the OPT evaluates the performance of municipal treasurers and their offices while identifying good practices and areas for improvement in revenue collection, disbursement, internal controls, and other treasury functions.

Pasilโ€™s favorable assessment also highlighted the MTOโ€™s strong internal control mechanisms, which support the proper accountability and safeguarding of public funds.

The MTO was likewise commended for institutionalizing its Tax Information and Education Campaign (TIEC) with a dedicated budget, providing a continuing platform for taxpayer education and encouraging voluntary and timely compliance.

The 2025 figures reflect Pasilโ€™s progress in mobilizing local revenues, while the evaluation underscores the importance of sustaining these gains through sound treasury management, stronger taxpayer engagement, and improved local revenue administration.

Celebrating Inclusion: 48th National Disability Rights Week in Pasil

The 48th National Disability Rights Week was successfully celebrated in the Municipality of Pasil, led by the Municipal Social Welfare and Development Office (MSWDO), with the theme: โ€œRights First, Legislation Forward: Strategic Action for Equal Participation and Inclusive Development.โ€

Disability is often viewed as a hindrance, but for many people, it can also become a source of strength, resilience, and inspiration. Persons with disabilities are individuals with dreams, aspirations, talents, and goals. Having a disability does not mean the end of oneโ€™s dreams. Instead, it can serve as a driving force to overcome challenges and pursue the life they envision.

No one should ever feel that they do not belong. Every person, regardless of their abilities or circumstances, deserves to be treated with dignity, respect, love, and equality. Disability does not diminish a personโ€™s worth.

Activities such as this are important to the Local Government Unit of Pasil because they help create awareness, promote inclusivity, and remind the community that persons with disabilities are valued members of society. More importantly, these celebrations give light and hope by sending a powerful message: everyone belongs, everyone matters, and everyone deserves the opportunity to participate and be heard.

The Local Government Unit of Pasil proudly participated in the CSITE Project Orientation and Stakeholders' Forum conducted by TESDAโ€“Kalinga with the theme, "Connecting Partners, Creating Opportunities."

Representing the Municipality of Pasil, Hon. Atty. Silvestre A. Mosing, Municipal Mayor, attended the forum to express the local government's full support for the CSITE initiative and its commitment to strengthening partnerships that create sustainable livelihood, employment, and skills development opportunities for the people of Pasil.

The activity gathered various national government agencies and partner institutions from the Cordillera Administrative Region, including the Department of Labor and Employment (DOLE), the Department of Trade and Industry (DTI), and other key stakeholders, who presented their respective programs, services, and opportunities while introducing the goals and significance of the CSITE Project.
