DILG Pastrana Reiterates Guidelines on the Implementation of the Bawat Barangay Makikinabang (BBM) Presidential Assistance under the Socio-Civic Projects Fund
In line with DILG Memorandum Circular No. 2026-038, DILG Officer Carlyn C. Nical reiterated the implementing guidelines of the Bawat Barangay Makikinabang (BBM) – Presidential Assistance under the Socio-Civic Projects Fund (SCPF) Project to the Punong Barangays of Pastrana, Leyte during the ceremonial distribution of the financial assistance on July 27, 2026.
The Bawat Barangay Makikinabang (BBM) – Presidential Assistance under the Socio-Civic Projects Fund Project is a national financial assistance program of the Office of the President, implemented through the Department of the Interior and Local Government (DILG). The initiative seeks to strengthen grassroots governance by providing direct financial assistance to all barangays nationwide while promoting equitable access to development opportunities and essential services.
The program specifically aims to:
Strengthen grassroots governance through direct financial assistance to barangays;
Support priority barangay projects and essential operational requirements;
Invest in education by providing financial assistance to deserving college students; and
Ensure that every barangay benefits from national government assistance.
Under the program, each barangay receives a total allocation of ₱200,000, divided into two components:
₱100,000 – Bagong Pilipinas Barangay Scholars Program (BPBSP)
This component provides educational assistance to five (5) qualified incoming fourth-year college students from each barangay. Each scholar receives a ₱20,000 "Finisher Fund" to help support the completion of their college education.
₱100,000 – Barangay Assistance
This component is intended to finance priority barangay projects or the procurement of equipment based on the identified needs of the barangay. The utilization of the funds shall be in accordance with DILG Memorandum Circular No. 2026-038 and all applicable government budgeting, accounting, procurement, and auditing laws, rules, and regulations.
During the orientation, DILG Officer Carlyn C. Nical emphasized the importance of complying with the provisions of the Memorandum Circular to ensure the transparent, accountable, and effective utilization of the financial assistance, thereby maximizing its intended benefits for the barangays and their constituents.
