DILG Pastrana Reiterates Guidelines on the Implementation of the Bawat Barangay Makikinabang (BBM) Presidential Assistance under the Socio-Civic Projects Fund

In line with DILG Memorandum Circular No. 2026-038, DILG Officer Carlyn C. Nical reiterated the implementing guidelines of the Bawat Barangay Makikinabang (BBM) – Presidential Assistance under the Socio-Civic Projects Fund (SCPF) Project to the Punong Barangays of Pastrana, Leyte during the ceremonial distribution of the financial assistance on July 27, 2026.

The Bawat Barangay Makikinabang (BBM) – Presidential Assistance under the Socio-Civic Projects Fund Project is a national financial assistance program of the Office of the President, implemented through the Department of the Interior and Local Government (DILG). The initiative seeks to strengthen grassroots governance by providing direct financial assistance to all barangays nationwide while promoting equitable access to development opportunities and essential services.

The program specifically aims to:

Strengthen grassroots governance through direct financial assistance to barangays;
Support priority barangay projects and essential operational requirements;
Invest in education by providing financial assistance to deserving college students; and
Ensure that every barangay benefits from national government assistance.

Under the program, each barangay receives a total allocation of ₱200,000, divided into two components:

₱100,000 – Bagong Pilipinas Barangay Scholars Program (BPBSP)
This component provides educational assistance to five (5) qualified incoming fourth-year college students from each barangay. Each scholar receives a ₱20,000 "Finisher Fund" to help support the completion of their college education.

₱100,000 – Barangay Assistance
This component is intended to finance priority barangay projects or the procurement of equipment based on the identified needs of the barangay. The utilization of the funds shall be in accordance with DILG Memorandum Circular No. 2026-038 and all applicable government budgeting, accounting, procurement, and auditing laws, rules, and regulations.

During the orientation, DILG Officer Carlyn C. Nical emphasized the importance of complying with the provisions of the Memorandum Circular to ensure the transparent, accountable, and effective utilization of the financial assistance, thereby maximizing its intended benefits for the barangays and their constituents.

Prioritization Exercise Using the Goals Achievement Matrix (GAM)

The Local Government Unit of Pastrana Leyte successfully conducted its Project Prioritization Exercise using the Goals Achievement Matrix (GAM) as part of the preparation of the Comprehensive Development Plan (CDP) 2027–2032.

The activity was participated in by key local officials, department heads, representatives from national government agencies (NGAs), and civil society organizations (CSOs), demonstrating the municipality's commitment to a participatory, inclusive, and evidence-based planning process.

The Goals Achievement Matrix (GAM) is a systematic and objective tool used in Comprehensive Development Planning to evaluate and rank proposed programs and projects according to how effectively they contribute to the municipality's development goals and priorities. Rather than relying solely on preference or perceived urgency, the GAM enables the Local Development Council (LDC) and other stakeholders to assess proposed interventions using agreed-upon criteria, ensuring that priority projects deliver the greatest benefits to the community.

Through this collaborative exercise, the municipality identified and prioritized strategic programs and projects that will serve as the foundation of the LGU Pastrana Comprehensive Development Plan 2027–2032, ensuring that future investments are responsive to local needs, aligned with the municipality's long-term vision, and supportive of sustainable and inclusive development.

Planning Today for a Better Pastrana Tomorrow

Under the dynamic leadership of Mayor Matex Cayaco Marcos, Vice Mayor Chito C. Cayaco, and the supportive members of the Sangguniang Bayan, the Local Government Unit of Pastrana Leyte continues to prioritize not only the implementation of development projects but also the formulation and enhancement of sound development plans that will guide the municipality's long-term growth and progress.

Local Development Plans serve as the municipality's roadmap toward sustainable development. These comprehensive planning documents enable the LGU to identify priority needs, allocate resources strategically, and implement programs, projects, and activities that effectively respond to the aspirations of the community.

For the month of July 2026, the LGU of Pastrana, Leyte achieved significant milestones in its planning initiatives. Aside from updating its Comprehensive Development Plan (CDP), the municipality also undertook the review and enhancement of its Gender and Development (GAD) Plan and Budget.

As part of this process, the LGU revisited its 2027 GAD Plan and Budget to ensure that planned interventions remain relevant and responsive to the gender issues and development needs of the municipality. At the same time, it initiated the necessary preparations for the 2028 GAD Plan and Budget by utilizing various gender analysis tools to strengthen gender-responsive planning and budgeting.

These initiatives reaffirm the commitment of the LGU of Pastrana to inclusive, participatory, and evidence-based governance, ensuring that every development effort contributes to building a more progressive, resilient, and gender-responsive community.
