Historical Background
Patnongon grew out of the various settlements which emerged and fused into one, long before the arrival of the Spaniards. These settlers were a little bit cultured than the Aetas. They found Catuayan an ideal place to settle because food and building materials were readily available. The sea, rivers and plains were good sources of food. The swamps provided roofing materials.

Aslom, which was a few yards away, was a good source of drinking water. Myth had it that vast treasures were buried in this place but were guarded by evil spirits. Catuayan was strategically located so Spaniards usually docked at this place. The crew of the Spanish boat, which anchored in Catuayan however, were all killed by the Maghats. Moro predatory raids caused some settlers to move inland. Settlements were established as far east in places at the foot of the Magpungay Mountain. Other later settlement were found in Catmon, Carit-an, Badiangan, Baye and Panacawon, a sitio of Tamayoc. Among the early settlements, Catmon beacame the center of religion. The native then, had their supreme god, “Bulalacao” and Bangot-banwa as their high priest. They had their own government and court. Though their laws were harsh and cruel, justice was meted out justly and impartially. After the Spaniards had gained firmer and greater foothold in this place, visitas was to form a government with a set of rules and regulations. Domingo Diano was appointed as the first lieutenant, whose powers powers were the same and absolute as those of the “Capitanes” and the “Gobernadorcillos”. Formerly, the town of Belison was part of Patnongon, However during the term of Mayor Juan Estañol on March 10, 1961 through Executive Order No. 421 Belison and the outlaying barrios became a separate entity. It should be noted that the sitio of Belison was founded in 1810 during the term of Gobernadorcillo Francisco Roque. In 1921, during the term of Gobernadorcillo Fernando Cabiling, the sitio of Carit-an was established. In 1762, the first gobernadorcillo was appointed. The first gobernadorcillo was Don Pedro Tucoy. On January 15, 1873, the first Spanish priest, Padre Ignacio Clemente Panganiban, came to Patnongon. Six years later, during the term of Maximo Elio in 1879, the stone church was finished. It was also in this year when the municipal building was constructed. This was finished in 1895. During the Japanese occupation, this was razed and destroyed by fire. A new municipal building was constructed to replace and destroyed one. The construction of the stone bridge spanning Patnongon River was one of the accomplishments in t he administration of Ramon Manzanilla in 1887. On August 30, 1896, the first mass was said by Padre Eustaquio Heria in the newly finished stone church. Two years later, on November 25, 1898, the first election was held in all freed areas after the end of the Philippine revolution and Enrique Salvani was elected the first President of Patnongon.

The Municipality of Patnongon joined the nation in celebrating the 128th Philippine Independence Day with a meaningful program that brought together various sectors of the community in a strong display of patriotism and solidarity.

The event was attended by various student organizations from the St. Augustine's Academy of Patnongon Inc, the Veterans Federation of the Philippines – Patnongon Chapter, School Heads and Teachers of DepEd District of Patnongon I, delegates of the Child Development Workers (CDW) Congress, Army Reservists, and LGU employees and officials.

In his message, Mayor Johnnyflores S. Bacongallo expressed his gratitude for the overwhelming attendance and participation of the different groups. He noted that the gathering may have been one of the most attended Independence Day celebrations in the municipality's history, reflecting the people's continued appreciation of the freedoms won by the country's heroes. Mayor Johnny emphasized that the presence of the various sectors symbolized togetherness, especially during challenging times.

As part of the commemoration, participants offered flowers in honor of the nation's freedom fighters and heroes. The simple yet meaningful gesture served as a tribute to the sacrifices made by those who fought for the country's independence and a reminder of the responsibility of every Filipino to preserve and uphold the values of freedom.

Despite the postponement of the original June 1 schedule due to unfavorable weather conditions, the excitement for Bancarera 2026 in Apgahan never faded. In fact, many would say that the anticipation only made today's race even more thrilling!

Led by Punong Barangay Hon. Rick Jabagat and the Barangay Council of Apgahan, the Municipal Tourism Office was invited to witness the much-awaited motorbanca race, successfully held today, June 4, 2026. Bancarera in Apgahan is considered one of the most popular and sought-after motorbanca races in Antique and has long been a cherished Biray tradition in the southern coastal barangays of Patnongon.

Starting at exactly 10:00 AM, the waters of Apgahan transformed into a racing arena as powerful motorbancas competed for speed, glory, and bragging rights. Gabarak lang ang huni kang motor kag ang pag kuba-kuba ka heart kang iban!

The LGU of Patnongon continues its unwavering support for this annual event. Ever since before the pandemic, the LGU has been a steadfast partner of Bancarera, recognizing its importance in preserving local traditions and promoting community tourism. Mayor Johnnyflores S. Bacongallo has consistently ensured that funds are allocated for Biray-related activities throughout the municipality.

Joining the crowd in witnessing the exciting race were Vice Mayor Thomas Bacaoco, SB Member and former Punong Barangay of Apgahan Hon. Jonathan Estanda, and Mr. Gregorio Gumawa, Executive Secretary to the Mayor.

Congratulations to the active officials, volunteers, and residents of Barangay Apgahan, including their hardworking SK Officials, for another successful staging of this well-known event. Ang inyo nga dedikasyon kag teamwork amo ang rason nga kada tuig ginahulat gid dya kang mga tawo halin sa lain-lain nga barangay kag banwa.

Special thanks also to MDRRMO Patnongon, BFP Patnongon, and RHU Patnongon for ensuring the safety and emergency preparedness of the event. We likewise acknowledge the Patnongon Municipal Police Station and Coast Guard Patnongon Sub-Station Personnel for maintaining peace, order, and security throughout the activity.

And the celebration doesn't stop at the shoreline! After the adrenaline-filled Bancarera, the festivities continue with the much-awaited Laro ng Lahi, and later this evening, all eyes will be on the spectacular Fire Dance Competition, where performers will light up the night with breathtaking displays of talent, courage, and artistry.

Rain may have delayed the race, but it certainly could not stop the excitement. Kay kung Bancarera sa Apgahan ang istoryahan, bisan postponed, game gihapon ang mga tawo. Bancarera 2026 in Apgahan: postponed, but definitely not cancelled!

Mayor Johnnyflores S. Bacongallo convened an Executive Meeting earlier today, attended by department heads, office representatives, and Vice Mayor Thomas V. Bacaoco, to discuss priority concerns and plans for Patnongon for the remaining two years of his current term.

During the meeting, Mayor Bacongallo shared his vision and development priorities, including exploring funding opportunities for the completion and development of additional buildings at the Public Market and the acquisition of much-needed heavy equipment to further improve the delivery of government services.

Mayor Bacongallo also discussed the reversion to the compressed four-day workweek pursuant to the national directive. He thanked the department heads and office representatives who previously supported his issuance of an Executive Order reverting to the regular five-day workweek while maintaining energy conservation measures. Mayor Bacongallo emphasized that the regular workweek was implemented in consideration of the needs and convenience of the people being served by the LGU. However, following the issuance of the national directive, the LGU has accordingly went back to the compressed four-day workweek while continuing to uphold energy conservation measures and efficient public service.

Also tackled during the meeting was the upcoming implementation of the Local Government Support Fund (LGSF) Rice Subsidy Program for indigent, poor, and near-poor residents, as well as various concerns and updates raised by different departments and offices.

The meeting proved to be productive and meaningful, providing an opportunity for Mayor Bacongallo to touch base with the Executive Department, align priorities, and strengthen coordination in pursuit of responsive and effective local governance.

The Local Government Unit of Patnongon extends its sincere condolences to the family of Mr. Samson Sarsuza Sr., retired Administrative Assistant II (Labor General Foreman) and former permanent employee of the municipality.

Mr. Sarsuza faithfully served the LGU of Patnongon since 1986, dedicating many years of his life to public service. We join his beloved wife and eight children in mourning his passing and honoring his legacy of dedication and hard work.

May his soul rest in eternal peace, and may his family find comfort and strength during this difficult time.
