The Department of the Interior and Local Government (DILG) Camarines Sur successfully carried out the Retooled Community Support Program (RCSP) in the Municipality of Lupi on May 4–6, 2026, covering the barangays of Salvacion, San Rafael Sur, Tanawan, Alleomar, Casay, and Lourdes.

The three-day activity provided an avenue for residents and Barangay Officials to engage in productive discussions aimed at identifying community concerns and developing appropriate interventions through participatory planning and collaborative governance.

DILG facilitators assisted the barangays in strengthening their Enhanced Barangay Development Plans (EBDP) to ensure that priority issues and development needs are effectively incorporated into local programs and initiatives. The activity likewise enhanced coordination among government agencies and local stakeholders in the delivery of services and implementation of sustainable community-based interventions.

The successful conduct of the RCSP in Lupi reflects the government’s continuing commitment to empowering communities and bringing responsive governance and development initiatives closer to every barangay.

Through the collaborative efforts of the local government unit of Garchitorena, Provincial Government of Camarines Sur, National Government Agencies, and Community Stakeholders, the activity strengthened partnerships geared toward achieving lasting peace, improved delivery of basic services, and empowered local governance.

The 2026 Retooled Community Support Program (RCSP) – Barangayan in Barangay Casay, Lupi, Camarines Sur was successfully conducted on May 4–5, 2026, led by Immersion Team Leader LGOO VII Engr. Jerwin A. Novio, Ph.D., Head of Cluster 1, together with LGOO II Arjun P. Delovino.

The two-day activity focused on the packaging of the 2026–2028 Enhanced Barangay Development Plan (eBDP) and the strengthening of Barangay-Based Institutions (BBIs), further enhancing the barangay’s capacity in planning, governance, and community development.

A Solution-Seeking Dialogue was likewise held on May 6, 2026 at the Municipal Hall of LGU Lupi, where participating barangays presented their priority projects to partner National Government Agencies and the Local Government Unit. The activity served as a vital platform for collaboration and partnership toward responsive, inclusive, and sustainable local development.

Our sincere appreciation to Barangay Casay headed by Punong Barangay Danilo Maceda, the Municipality of Lupi under the leadership of Mayor Christopher Jacinto, together with the Sangguniang Bayan, the DILG Municipal Government Operations Office of Lupi, led by LGOO VI Allen Roy Prila, for facilitating the immersion, and to the Provincial Government of Camarines Sur headed by Governor Luis Raymund F. Villafuerte, Jr. for the continued support extended to this initiative.

Together, we remain committed to strengthening local governance, empowering communities, and building resilient barangays for sustainable development.
