To update and strengthen local disaster response, climate adaptation, and community resilience strategies, the Local Government Unit of Pili, through its Municipal Disaster Risk Reduction and Management Office (MDRRMO), conducted the Enhanced 3-Year Local DRRM Planning Workshop on August 29, 2026 at Bluish Resort, Tagbong, Pili. ⛑️👷✍️

The activity brought together MDRRMO personnel, barangay captains, barangay secretaries, community stakeholders, and sectoral representatives. Together, participants mapped out strategic action plans, risk assessments, and emergency response frameworks designed to protect and safeguard every Pileño.

The comprehensive workshop aligned local initiatives with the four thematic areas of disaster management: prevention and mitigation, preparedness, response, and rehabilitation and recovery.

“Dahil sa enhanced plan, makokonsiderar mi itong mga dapat atendiran dahil sa mga pagbabago sa satuyang kinaban. Dapat maantisiparan ta na itong mga katibaadan na ito arog kang ASF outbreak, daing datang epekto kang climate change arog kang nangyaring flooding sa Nepal asin Pampanga just recently. Pighihiling mi ang mga bagay na yan,” shared Dwight Belza, Acting MDRRM Officer of LGU Pili.

Belza emphasized that capacity-building remains central to these efforts. “Ang saro sa primerong solusyon diyan iyo ang pagpapakusog kang satuyang kakayahan. Enot, ang mga tao dapat maging handa, dapat may kagamitan sinda. Dapat knowledgeable, educated, informed, and equipped ang mga tao. Ine-enhance ta ini para mahiling ang halawig na pagpaplano—na dapat naka-angkla sa NDRRM Plan.”

By aligning local policies with proactive risk management and national frameworks, LGU Pili remains firm in its commitment to safeguarding the community and ensuring swift recovery during emergencies and disasters.

Yesterday, September 4, 2026, a joint meeting was convened by the Provincial Disaster Risk Reduction and Management Council (PDRRMC) Health Cluster and local government units to monitor and address the air quality situation in Camarines Sur.

During the meeting, representatives from the Environmental Management Bureau (EMB) and the Department of Health (DOH) Region 5 provided comprehensive updates on the haze forecast and detailed potential health risks associated with prolonged particulate exposure, especially for vulnerable groups such as children, the elderly, and individuals with existing respiratory conditions.

In response, the Provincial Health Office outlined its preventive measures and emergency response framework. To ensure continuous readiness across the healthcare system and anticipate any surge in respiratory illnesses, a Code White Alert status was declared for all provincially-managed hospitals and rural health units.

Public health advisories and informational campaigns are also being actively rolled out to educate the community on self-protection strategies.

To minimize direct exposure, the PDRRMC strongly advised member agencies—specifically the Department of Education and the Boy Scouts of the Philippines Council—to suspend or limit outdoor gatherings and reschedule upcoming large-scale events.

Furthermore, MDRRMOs and RHUs were directed to submit an immediate inventory of essential medical resources, including face masks, medicines, and other relevant supplies, to the PDRRMC to guarantee coordinated assistance and resource allocation.

A total of 19 responders from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and five ambulance drivers from the Rural Health Unit (RHU) of San Fernando successfully completed a 5-day Emergency Medical Services (EMS) Responders Training held from August 24 to 28, 2026. 🚑⛑️🚨

Expert facilitators from the EDMERO CAMSUR spearheaded the intensive program, providing specialized instruction and hands-on guidance on EMS.

The training focused on comprehensive Ambulance Operations and Management, covering foundational protocols, patient assessment, kinematics of trauma, CPR with AED operations, out of hospital cardiac arrest chain of survival, and emergency response for bleeding, shock, soft tissue, musculoskeletal, head and spine injuries.

Participants also underwent rigorous training on maintaining ambulance equipment and supplies, handling dispatch requests, lifting and moving, and managing mass casualty incident.

To bridge theory and practice, participants executed a simulation exercise of ambulance operations, testing their rapid response, field coordination, and decision-making under pressure.

“Nag-focus po kaming maray sa patient assessment. Dapat as a responder, kumbaga inaapod palang saimo ang incident, nagdadalagan palang kamo sa tinampo, dapat may nangyayari na based on the information na na-gather mo—na itinao kang nag-apod—may proseso kanang binubuo kung pano mo ia-address su situation na aabutan mo,” shared Jason Asuero, Local DRRM Officer of San Fernando.

Expressing his appreciation for the initiative, Asuero emphasized the critical impact of sharpening basic skills in saving lives.

"Thankful kami sa arog kaning training kasi nahiling mi si mga kaipuhan mi pang i-emphasize and i-discuss. Nahiling mi si mga bagay na medyo pinapasipara ta, which is iyo palan ang importanteng maray. Thankful po kami sa Provincial Government, ki Gov. Lray Villafuerte, and sa sakuyang pag-iriba na nagsuporta po because this activity will not be pushed kung mayo po ang lambang saro. Aram ko po, mayo man kaning ibang ma-benefit—kami man giraray through our service," he added.

Through continuous capacity building supported by the Provincial Government, LGU San Fernando reinforces its frontline emergency response, ensuring faster, safer, and more effective medical assistance for the community.

Under the theme "Panalo ang Pamilyang Planado! Tara, Usap Tayo sa Family Planning," the event benefited hundreds of Irigueños, especially women of reproductive age (15–49 years old) and their partners.

Part of the program was a series of lectures on family planning, including updates on Family Planning Methods, Real-Life Testimonial of a Family Planning Advocate Couple, and The Role of Family Planning in Building Stronger Communities.

Here are the lists of services offered during the activity:

According to Nurse April Kristine Turiano, Family Planning Coordinator of CHO Iriga, family planning is very important, especially for couples who need guidance in planning for their children. It helps couples determine the number of children they want and ensures proper spacing between pregnancies.

Janen Marmol, 33, a resident of San Isidro, Iriga City, attended the caravan to have her existing contraceptive implant removed and replaced. A mother of four, she shared that she prefers the implant because it is convenient, lasts for up to three years, and is well-suited to her body. Marmol shared that this was already her third time having the implant inserted.

For her, family planning is especially important for families facing financial challenges. "Thankful [ako] kasi sa hirap ng buhay ngayon, lalo na 'pag katulad namin na naka-implant. Alam ko po kasing pricey. Nagpapasalamat po kami sa Family Planning Caravan, tapos libre na po siya, 'yung sa mga vitamins pa—lahat."
