Indeed, today is a day of outpouring blessings to our fellow farmer beneficiaries from Brgy. La Purisima, Sagrada, Del Rosario and Anayan, Pili, CS as four (4) of them received early this morning their most anticipated land titles (EP/CLOA) from the Department of Agrarian Reform in a simple program held at Brgy. La Purisima, Pili CS. Present during the distribution are Punong Barangay Sandy Bicaldo and Comm. On Agriculture Chairwoman Evelyn Nupia.

Later, DARMO Pili personnel witnessed the bayanihan of the constituents of the said barangay through their Community Pantry.

Because of his advanced age, disability and the risks to his health, Eduardo Zaballa was unable to attend the Certificate of Land Ownership Awards (CLOA) Distribution in the afternoon of February 10, 2021 together with 146 agrarian reform beneficiaries. These, however, did not prevent him from receiving his land title which for so long a time he had desperately anticipated.

Hours before the actual distribution, Municipal Agrarian Reform Program Officer Jemma G. Belaro, together with Senior Agrarian Reform Program Technologist Francis Grace Maristaza and Agrarian Reform Program Technologists Mark Kevin J. Majadillas and Melinda Andrea Arevalo headed to the residence of Mr. Zaballa and personally handed him his CLOA title as part of the DAR-to-Door EP/CLOA Distribution of the Department of Agrarian Reform.

Surprised, Mr. Zaballa could not contain his joy in finally getting hold of his land title. He extends his heartfelt gratitude to the DAR Municipal Office of Pili and the DAR Provincial Office of Camarines Sur 2 for all their persistence and hard work.

146 more ARBs receive land titles

PILI, CAMARINES SUR, 10 February 2021 ----- 168 Certificates of Land Ownership Award (CLOAs) covering a total land area of 78.3436 hectares were distributed to 146 Agrarian Reform Beneficiaries (ARBs) during a formal ceremony at the Pili Covered Courts. These ARBs all came from Barangay Cadlan and Caroyroyan in Pili who were all wearing face masks and face shields.

The activity was organized by the Department of Agrarian Reform Municipal Office of Pili (DARMO-Pili) and DAR Camarines Sur II officials and staff headed by Provincial Agrarian Reform Program Officer (PARPO) II Maria Gracia R. Sales who made sure that the minimum health protocols were complied with. The manager of Land Bank of the Philippines AOC-V (LBP AOC-V), Engr. Jessie L. Basco, was also present along with the Municipal Assessor Ms. Vilma J. Martus and Municipal Agriculturist Damaso Z. Olivares, Jr.

In her opening remarks, Municipal Agrarian Reform Program Officer (MARPO) Jemma G. Belaro extended her gratitude for the presence of DARPO officials and personnel and Engr. Basco of LBP AOC-V, as well as the continuous support extended by the Local Government Unit (LGU) of Pili headed by its Municipal Mayor, Hon. Tomas P. Bongalonta, Jr. More importantly, she thanked the ARBs for giving time to attend the event despite the rainy weather.

Manager Jessie L. Basco of the Land Bank of the Philippines congratulated all the ARBs for the CLOAs they received. He said that those CLOAs were products of the hard work and efforts exerted by the DAR personnel. He reminded the ARBs that together with the CLOAs they have, also comes three (3) obligations. First, the obligation to pay LBP for the amortization. He explained that the ARBs can pay the monthly amortization within thirty (30) years. The ARBs may opt to pay their amortizations to the LBP representative, Mr. Generoso M. Pasiona, who reports at DARMO Pili every Thursday of the week. He further explained that the amortizations received on the day of payment are being simultaneously recorded in their computerized/electronic system.

The second obligation of the ARBs according to Engr. Basco is the obligation to the LGU. This refers to the payment of the real property tax. He also communicated to Ms. Martus the immediate issuance of the respective tax declarations of the ARBs. And the third obligation of the ARBs is to make the lands awarded to them productive. Engr. Basco stressed on maximizing the land awarded to them. He also said that he wants to see the lives of the ARBs improve. At the end of his speech, he made the ARBs promise to make their lands productive.

Municipal Assessor Vilma J. Martus reminded the ARBs of their responsibility to pay their real property tax. She stressed that the monthly amortization paid to LBP is different from the real property tax which is to be paid to the Municipal Assessor. She further explained that the payment of said tax commences from the date of the award to the ARB and also the requirements for the issuance of their respective tax declarations.
Municipal Agriculturist Damaso Z. Olivares told the ARBs that after the previous explanations given to them regarding payments, he, on the other hand, would like to discuss how to generate income from their lands. He encouraged the ARBs to organize themselves into an organization or cooperative in order to avail of the interventions provided by the Department of Agriculture (DA). He also puts emphasis on the importance of enrolling under the program of the DA, known as the Registry System for Basic Sectors in Agriculture (RSBSA), through which they can be assisted in the requirements to make their lands productive.

In his acceptance speech, the representative of the ARBs Mr. Arturo B. Bismonte, expressed his gratitude to the DAR, especially to DARMO Pili, for the dedication and hard work exerted to make all of it possible. He is glad knowing that their long wait has finally come to an end. He said that they are already organized and also reminded his fellow ARBs to participate and cooperate in their installation to their respective lands. He guaranteed that they will protect, value and make their lands productive.

In her closing remarks, OIC PARPO I Priscila I. Imperial congratulated the ARBs for receiving their CLOAs. She said that the course of the documentation and registration of the CLOAs of the ARBs took a long time due to many circumstances. She also shared that this particular property is different because the ARBs need to be installed, unlike in usual cases wherein those within the property are the ones identified as the ARBs. She hopes that there will be a peaceful turnover of the land from the landowner to the ARBs.
Moreover, she announced that the DAR will be the one to secure their Philippine Land Registration and Information System (PHILARIS) copy of titles for the issuance of their tax declarations. She urged the ARBs to register in the RSBSA program of the DA to benefit from its subsidies. She also challenged them not to sell their lands, but instead to treasure and make it productive.

The event proved to be successful and happy as these ARBs who have desperately waited so long for this day will finally go home content in having their lands in their own names.

152 ARBs receive land titles in Pili, Camarines Sur

PILI, CAMARINES SUR, 23 November 2020 ----- 195 certificates of land ownership awards (CLOAs) were distributed to 146 agrarian reform beneficiaries (ARBs) with a total of ¬¬¬¬¬¬¬¬¬¬¬¬¬¬114.1265 hectares. These ARBs hailed from various barangays in Pili, namely: Binanuaanan, Binobong, Curry, Himaao, La Purisima, Palestina, Sagrada, Sagurong, San Jose, Sto. Niño, and Tinangis.

The activity took place at the grounds of the Municipal Hall of Pili, Camarines Sur and was attended by the DAR Camarines Sur II officials and staff headed by PARPO II Maria Gracia R. Sales. Hon. Tomas P. Bongalonta Jr., the Municipal Mayor of Pili, was also present along with other local government officials.

In her opening remaks, MARPO Jemma G. Belaro extended her gratitude for the presence of DARPO officials and personnel, as well as the continuous support extended by the LGU. More importantly, she thanked the ARBs for giving time to attend the event despite the post-typhoon restoration efforts in their respective farms.

An ARB himself, Mayor Bongalonta in his speech calls on the farmers to love the land given to them. He reminded them to nurture it and make it more productive rather than sell it and risk losing a great amount of profit in the future.

Municipal Assessor Vilma J. Martus and Debbie V. Balisoro of the Municipal Treasurer’s Office both reminded the farmer beneficiaries not to forget to pay their taxes as the same is part of their responsibility as an ARB.

Generoso M. Pasiona of the Land Bank of the Philippines (LBP), on the other hand, congratulated the farmer beneficiaries for being one of the most fortunate people in the country. He stressed that they are among the chosen few who were given the opportunity of owning farmlands so they must take good care of them. Pasiona likewise discussed the role of the LBP in the valuation process of the land covered for payment of just compensation to the landowners. He explained that the award of title comes with a corresponding obligation on the part of the ARBs to pay the monthly amortizations, since the land is encumbered with the LBP for a period of thirty (30) years. He gives emphasis on the fact that only after full payment and after such time lapses that the registered owners will be free from such encumbrance.

Municipal Agriculturist Damaso Z. Olivares Jr., on his part, introduced the Registry System for Basic Sectors in Agriculture (RSBSA) in which the Department of Agriculture undertakes with the DAR with respect to the enrollment of ARBs’ basic information in the electronic compilation or database. He pointed out that enrollment to the RSBSA is the minimum requirement in order to avail or receive agri-fishery government interventions and services.

In behalf of the new EP/CLOA holders, Punong Barangay of Sto. Niño Edwin Borja delivered his acceptance speech. Still in awe, he could not contain his joy in finally getting hold of his land title. He also could not find the right words to express his gratitude. He merely thanked the efforts and hard work of the DAR particularly of the DAR Municipal Office of Pili in making the event possible for all of them. He promised to make good use of the land given to him and to try to make it as useful as possible.

In closing the activity, PARPO II Sales motivated the farmer beneficiaries to improve their lands and to make them more productive so that the end result would be an increase in both their yield and income. She said that they can devise better strategies by sharing their ideas and best practices within a group and so, it is equally important that they become part of an agrarian reform beneficiaries organization (ARBO). PARPO II Sales explained that it is easier to access and avail of government interventions, such as farm machineries and equipment, agricultural inputs, trainings, facilities and financial assistance, if they belong to an ARBO. She highlights this by mentioning several ARBOs, like the Binanuaanan Farmers Community Development Association (BFCDA), Imperial-Velasco Estate Irrigators Association (IVEIA), and Del Rosario Multi-Purpose Cooperative (DRMPC), in their own locality which has already received various interventions from DAR, DA and the Department of Trade and Industry. She further challenged the new ARBs to make good use of the lands given to them so that they may pass the same legacy to the municipality’s next generation of farmers.

Before this particular event, DARMO Pili has already distributed six (6) land titles to six (6) ARBs with a total land area of 7.4551 hectares. This was made for the convenience of these farmer-beneficiaries who cannot attend the EP/CLOA Distribution due to their advanced age and frail health condition.
