152 ARBs receive land titles in Pili, Camarines Sur
PILI, CAMARINES SUR, 23 November 2020 ----- 195 certificates of land ownership awards (CLOAs) were distributed to 146 agrarian reform beneficiaries (ARBs) with a total of ¬¬¬¬¬¬¬¬¬¬¬¬¬¬114.1265 hectares. These ARBs hailed from various barangays in Pili, namely: Binanuaanan, Binobong, Curry, Himaao, La Purisima, Palestina, Sagrada, Sagurong, San Jose, Sto. Niño, and Tinangis.
The activity took place at the grounds of the Municipal Hall of Pili, Camarines Sur and was attended by the DAR Camarines Sur II officials and staff headed by PARPO II Maria Gracia R. Sales. Hon. Tomas P. Bongalonta Jr., the Municipal Mayor of Pili, was also present along with other local government officials.
In her opening remaks, MARPO Jemma G. Belaro extended her gratitude for the presence of DARPO officials and personnel, as well as the continuous support extended by the LGU. More importantly, she thanked the ARBs for giving time to attend the event despite the post-typhoon restoration efforts in their respective farms.
An ARB himself, Mayor Bongalonta in his speech calls on the farmers to love the land given to them. He reminded them to nurture it and make it more productive rather than sell it and risk losing a great amount of profit in the future.
Municipal Assessor Vilma J. Martus and Debbie V. Balisoro of the Municipal Treasurer’s Office both reminded the farmer beneficiaries not to forget to pay their taxes as the same is part of their responsibility as an ARB.
Generoso M. Pasiona of the Land Bank of the Philippines (LBP), on the other hand, congratulated the farmer beneficiaries for being one of the most fortunate people in the country. He stressed that they are among the chosen few who were given the opportunity of owning farmlands so they must take good care of them. Pasiona likewise discussed the role of the LBP in the valuation process of the land covered for payment of just compensation to the landowners. He explained that the award of title comes with a corresponding obligation on the part of the ARBs to pay the monthly amortizations, since the land is encumbered with the LBP for a period of thirty (30) years. He gives emphasis on the fact that only after full payment and after such time lapses that the registered owners will be free from such encumbrance.
Municipal Agriculturist Damaso Z. Olivares Jr., on his part, introduced the Registry System for Basic Sectors in Agriculture (RSBSA) in which the Department of Agriculture undertakes with the DAR with respect to the enrollment of ARBs’ basic information in the electronic compilation or database. He pointed out that enrollment to the RSBSA is the minimum requirement in order to avail or receive agri-fishery government interventions and services.
In behalf of the new EP/CLOA holders, Punong Barangay of Sto. Niño Edwin Borja delivered his acceptance speech. Still in awe, he could not contain his joy in finally getting hold of his land title. He also could not find the right words to express his gratitude. He merely thanked the efforts and hard work of the DAR particularly of the DAR Municipal Office of Pili in making the event possible for all of them. He promised to make good use of the land given to him and to try to make it as useful as possible.
In closing the activity, PARPO II Sales motivated the farmer beneficiaries to improve their lands and to make them more productive so that the end result would be an increase in both their yield and income. She said that they can devise better strategies by sharing their ideas and best practices within a group and so, it is equally important that they become part of an agrarian reform beneficiaries organization (ARBO). PARPO II Sales explained that it is easier to access and avail of government interventions, such as farm machineries and equipment, agricultural inputs, trainings, facilities and financial assistance, if they belong to an ARBO. She highlights this by mentioning several ARBOs, like the Binanuaanan Farmers Community Development Association (BFCDA), Imperial-Velasco Estate Irrigators Association (IVEIA), and Del Rosario Multi-Purpose Cooperative (DRMPC), in their own locality which has already received various interventions from DAR, DA and the Department of Trade and Industry. She further challenged the new ARBs to make good use of the lands given to them so that they may pass the same legacy to the municipality’s next generation of farmers.
Before this particular event, DARMO Pili has already distributed six (6) land titles to six (6) ARBs with a total land area of 7.4551 hectares. This was made for the convenience of these farmer-beneficiaries who cannot attend the EP/CLOA Distribution due to their advanced age and frail health condition.
