On July 28, 2025, the COOP NATCCO Partylist, through Congressman Felimon Espares, filed HB 2412, establishing a local cooperative development fund for each LGU.

Through HB 2412, each LGU will have a dedicated fund to support cooperative programs and initiatives, ensuring that the mandate under RA 11535 does not remain symbolic, but is backed with the resources needed to make cooperatives thrive.

On July 28, 2025, the COOP NATCCO Partylist, through Congressman Felimon Espares, filed HB 2413, providing for a new charter of the Landbank of the Philippines (LBP).

In HB 2413, a representative of the cooperative sector is required to be appointed to the LBP’s Board of Directors (BOD).

Since it is the BOD that directs and manages the business and affairs of the Bank, it is important that the coop sector is genuinely represented in its decision making process.

On July 28, 2025, the COOP NATCCO Partylist, through Congressman Felimon Espares, filed HB 2414, which seeks to condone unpaid interests, penalties, and surcharges on loans secured by farmers, fisherfolks, CDA-registered cooperatives, and agrarian reform beneficiaries from the DAR, DA-ACPC, PCFC, CDA, NFA, and QUEDANCOR.

This will ensure that farmers and fisherfolks are not overly burdened by interests, penalties, and surcharges, and will restore them to “good standing” status.
