Tinglayan, Kalinga โ The Municipality of Tinglayan has achieved a significant milestone after being officially declared insurgency-free on May 26, 2026. The declaration reflects the municipalityโs unwavering commitment to peace, security, and community cooperation, culminating in the unveiling of its State of Stable Internal Peace and Security (SSIPS) marker.
Mayor Charles Abay credited the achievement to the continued observance of the Bodong system, the indigenous peace pact that has long guided the people of Tinglayan in maintaining harmony, resolving conflicts, and strengthening unity among tribes and communities. He emphasized that the values of the Bodong are continuously passed on by elders, local officials, and educators to ensure that the culture of peace remains strong across generations.
The mayor also acknowledged the valuable support of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), whose partnership with the local government has been instrumental in implementing peace and security initiatives. Through close coordination and community-based efforts, the municipality successfully sustained a peaceful and stable environment for its residents.
