Tinglayan, Kalinga – The Municipality of Tinglayan has achieved a significant milestone after being officially declared insurgency-free on May 26, 2026. The declaration reflects the municipality’s unwavering commitment to peace, security, and community cooperation, culminating in the unveiling of its State of Stable Internal Peace and Security (SSIPS) marker.

Mayor Charles Abay credited the achievement to the continued observance of the Bodong system, the indigenous peace pact that has long guided the people of Tinglayan in maintaining harmony, resolving conflicts, and strengthening unity among tribes and communities. He emphasized that the values of the Bodong are continuously passed on by elders, local officials, and educators to ensure that the culture of peace remains strong across generations.

The mayor also acknowledged the valuable support of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), whose partnership with the local government has been instrumental in implementing peace and security initiatives. Through close coordination and community-based efforts, the municipality successfully sustained a peaceful and stable environment for its residents.

The insurgency-free declaration stands as a testament to the collective efforts of the people of Tinglayan, demonstrating how indigenous governance, strong leadership, and community participation can work together to achieve lasting peace. The local government remains committed to preserving these gains and fostering continued progress and development for the municipality.

On 26 May 2026, the Municipality of Tinglayan successfully conducted a Peace Forum and the Unveiling of the Stable Internal Peace and Security (SSIPS) Marker at the Municipal Multipurpose Hall in Poblacion, Tinglayan, Kalinga.

The activity was attended by personnel from the 103rd Infantry Battalion led by MAJ Rely Barungan, Battalion Executive Officer, together with 1LT Sangcopan, Alpha Company Commander; 2LT Gallentes, Alpha Company Platoon Leader; and Civil-Military Operations personnel.

Also present were Hon. Mayor Charles Abay, Hon. Vice Mayor Alexander Malasi, Municipal Administrator Atty. Mark Dave Bang-as, members of the Sangguniang Bayan, heads of LGU offices, representatives from Tinglayan MPS, barangay officials, and partner government agencies.

During the forum, MAJ Barungan discussed how the Province of Kalinga achieved Stable Internal Peace and Security and eventually became insurgency-free through the collective efforts of the community, local government units, security forces, and stakeholders under the Whole-of-Nation Approach. He emphasized that the peace presently enjoyed by the province was made possible through sacrifice, cooperation, and sustained commitment from all sectors.

He further highlighted that maintaining peace and order creates opportunities for investment, development, and long-term progress for the people of Kalinga.

The Battalion Executive Officer also introduced key programs being implemented in support of sustainable peace and development, including:
• Kalinga Para sa Kalinga (KPSK)
• Paggipigsa ti CAA iti Kalinga (PTCK)
• Revitalized Kalinga Local Integration Program (RKLIP)
• Kalinga Convergence for Community Resilient Empowerment, Sustainability, and Transformation (KCREST)

These initiatives aim to strengthen community resilience, promote inclusive development, and sustain the gains of peace throughout the province.

Meanwhile, in behalf of LTC Dantog, 1LT Sangcopan discussed reservist affairs and the importance of strengthening reserve force participation in community and national security efforts.

Concerns regarding the Basao Patrol Base were also discussed and coordinated with the Municipal Mayor and the Barangay Captain of Basao to ensure continued collaboration on security-related matters.

The activity culminated with the unveiling and blessing of the SSIPS Marker led by the Municipal Mayor, Vice Mayor, and local officials, symbolizing Tinglayan’s continued commitment to preserving peace, unity, and development in the municipality.

The Municipality of Tanudan conducted a Peace Forum and unveiled its Stable Internal Peace and Security (SSIPS) Marker on 25 May 2026 following the flag-raising ceremony at the Multi-Purpose Hall in Poblacion, Tanudan, Kalinga.

The activity gathered personnel from the 103rd Infantry Battalion, the 1405th Community Defense Center, local government officials, barangay leaders, PNP personnel, and representatives from various government agencies in a unified demonstration of support for peace, security, and development in the municipality.

During the forum, MAJ Rely Barungan highlighted how the Province of Kalinga achieved stable peace and eventually became insurgency-free through the collective efforts of communities, local government units, security forces, and stakeholders under the Whole-of-Nation Approach. He emphasized that the peace currently enjoyed by the province was achieved through sacrifice, cooperation, and sustained commitment from all sectors.

He further stressed that preserving peace and order is essential in attracting investments, strengthening public confidence, and fostering continuous growth and development in the community.

MAJ Barungan also presented key peace and development initiatives being implemented in Kalinga, including Kalinga Para sa Kalinga (KPSK), Paggipigsa ti CAA iti Kalinga (PTCK), Revitalized Kalinga Local Integration Program (RKLIP), and the Kalinga Convergence for Community Resilient Empowerment, Sustainability, and Transformation (KCREST).

Meanwhile, LTC Dexter Dantog discussed reservist affairs and encouraged community participation in the reserve force, emphasizing the vital role of reservists in supporting national defense and community security.

The activity culminated with the unveiling and blessing of the SSIPS Marker, symbolizing Tanudan’s continuing commitment to preserving peace, unity, and sustainable development for future generations.
