📢 2026 BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS (BSKE)

DOCUMENTARY REQUIREMENTS FOR FILING A CERTIFICATE OF CANDIDACY (COC)

Aspiring candidates for the 2026 Barangay and Sangguniang Kabataan Elections (BSKE) are advised to carefully prepare all documentary requirements before filing their Certificate of Candidacy (COC) to avoid delays or non-acceptance of their application.

Pursuant to COMELEC Resolution Nos. 10924, 11191, and 11196, every aspiring candidate must ensure that the following requirements are complete:

✅ Duly accomplished Certificate of Candidacy (COC)

* All required fields must be completely and accurately filled out.

✅ Original signature of the aspirant

* The COC must bear the original signature of the candidate or a valid digital signature as authorized under existing laws and regulations.

✅ Recent passport-size photograph

* The photo must have been taken within the last six (6) months.

✅ Birth Certificate

* Submit a copy of the Birth Certificate issued by the Philippine Statistics Authority (PSA) or the concerned Local Civil Registry (LCR).

✅ ₱30.00 Documentary Stamp Tax (DST)

* A ₱30.00 Documentary Stamp Tax must be attached.
* Electronic DST issued under Revenue Regulations No. 028-2025 is likewise accepted.

✅ Notarized Certificate of Candidacy

* The COC must be properly notarized before filing.

❌ AN INCOMPLETE COC SHALL NOT BE ACCEPTED

A Certificate of Candidacy may be considered incomplete if it has any of the following deficiencies:

• No Documentary Stamp Tax attached.
• No original signature of the aspirant.
• COC is not notarized.
• No signature of the Notary Public.
• Incomplete residential address.
• No passport-size photograph attached.
• COC not completely filled out.
• No Birth Certificate attached.

Candidates with incomplete COCs will not have their applications accepted or stamped as received. They will instead be informed of the deficiency and advised to complete the required documents before refiling.

✅ FACT: The dates of nationwide regular elections are prescribed by the Constitution or by laws enacted by Congress. The Commission on Elections’ (COMELEC) constitutional mandate is to enforce and administer all laws and regulations relating to the conduct of elections.

Once the law prescribes the election date, COMELEC undertakes the necessary preparations and administers the election in accordance with the Constitution and applicable laws.

COMELEC may postpone voting only in specific areas under circumstances provided by law, such as violence, terrorism, force majeure, or other causes that make the holding of elections impossible, pursuant to the Omnibus Election Code.

📢 Birth Certificate is now REQUIRED when filing your Certificate of Candidacy (COC) under COMELEC Resolution No. 11196.

📄 Aspirants must attach:
✔️ PSA-issued or Local Civil Registry Birth Certificate as Annex “1” of your COC

⚠️ NO Birth Certificate = NO ACCEPTANCE
❌ COC will NOT be received
❌ Will NOT be stamped as filed on time
—even if you are physically present

Siguraduhing tama ang form na kukunin mo para sa position na tatakbuhan mo, Punong Barangay, Member ng Sangguniang Barangay, SK Chairperson or SK Member.

🗓️ Filing Period: September 28, 2026 hanggang October 5, 2026
🕗 Time: 8:00 AM – 5:00 PM
📍 Saan: Sa inyong local COMELEC Office
✅ Walang filing fee.
✅ I-print ang forms back-to-back (front and back) sa long Bond paper (8.5 in x 13 in) at maghanda ng tatlong (3) kopya.

⚠️IMPORTANT REMINDERS FOR PREPARATION (in accordance with COMELEC Resolution No. 11196):

Birth Certificate is Mandatory: You must attach a copy of your birth certificate (PSA or Local Civil Registry) as Annex 1 to your COC to prove your eligibility.

SK Age Requirement: For SK positions, you must be 18 to 24 years old on election day (born between Nov. 2, 2002, and Nov. 2, 2008).

Documentary Stamp Tax (DST): Don’t forget the P30.00 DST for your original copy. Electronic DST is now officially accepted!

Photos: Prepare a passport-size photograph taken within the last six (6) months.

Remember, once you filed your COC, you are officially considered a candidate, and all election laws and prohibitions apply to you immediately. DO NOT CAMPAIGN JUST YET AFTER YOU FILE YOUR COC. Wait for the campaign period to start.
