WORKSHOP ON THE FOUR (4) LEGACIES FOR CHILDREN:A Capacity Development for MCPC Members of the Municipality of Pontevedra – Day 3

On the third and final day of the Workshop on the Four (4) Legacies for Children, participants continued their collaborative work by finalizing the Results Framework (RRF) aligned with their respective pillars. This activity ensured that all plans were clearly structured, outcome-focused, and responsive to the needs of children in the municipality.

This was followed by an Action Planning session presided over by Miss Leonie Mae P. Ladua, OIC–MSWDO. During this session, participants translated their plans into concrete programs, projects, and activities, identifying timelines, responsibilities, and expected outputs to effectively implement the Four Legacies for Children.

After the planning session, a simple ceremony was held for the giving of certificates and tokens of appreciation to the resource speaker, Franz E. Hermocillas, in recognition of his valuable contributions and expertise throughout the three-day workshop.

Participants were then given the opportunity to share their key takeaways, reflections, and insights gained from the activity, highlighting the importance of strengthened coordination, child-centered planning, and sustained commitment in promoting children’s welfare.

The three-day workshop formally concluded with the closing remarks delivered by Miss Leonie Mae P. Ladua, who expressed her appreciation to all participants and emphasized the importance of putting plans into action to achieve meaningful and lasting impact for children in the Municipality of Pontevedra.💜

WORKSHOP ON THE FOUR (4) LEGACIES FOR CHILDREN :A Capacity Development for MCPC Members of the Municipality of Pontevedra – Day 2

The second day of the Workshop on the Four (4) Legacies for Children opened with a recap of Day 1 learnings, strengthening participants’ understanding of child rights governance and planning processes.

Facilitated by Franz E. Hermocillas, RSW, MSW, PGD-CP of the Council for the Welfare of Children VI–NIR, the session focused on setting long-term goals and outcome targets using the Theory of Change, including crafting an LGU-based Theory of Change for child-focused planning.

In the afternoon, participants were grouped under the five pillars—Survival, Development, Protection, Participation, and Governance—to present their outputs, outlining outcomes, outputs, and strategies to address local child rights issues.

Discussions followed on risk analysis and assumptions, guiding participants in identifying potential challenges and external factors that may affect program implementation. A process check was also conducted to assess learning progress.

The day concluded with the finalization and consolidation of outputs from Workshops 1 to 4, aligning all group plans with the Four Legacies for Children.

Overall, Day 2 enhanced participants’ skills in strategic planning and strengthened their capacity to develop responsive, evidence-based, and sustainable programs for child welfare and protection.

WORKSHOP ON THE FORMULATION OF THE FOUR (4) LEGACIES FOR CHILDREN: A Capacity Development for MCPC Members – Day 1

On April 14, 2026, a Workshop on the Formulation of the Four (4) Legacies for Children was conducted as part of a capacity development activity for members of the Pontevedra Municipal Council for the Protection of Children (MCPC). The activity was attended by the WCPD Investigators and PCAPT Darryl E. Kuhutan, Acting Chief of Police of Pontevedra MPS.

The workshop was facilitated by Franz E. Hermocillas, RSW, MSW, PGD-CP, Regional Head/Coordinator of the Council for the Welfare of Children VI–NIR, who served as the resource speaker. He discussed the Four (4) Legacies for Children, emphasizing the importance of strengthening child-focused governance at the local level.

He also presented key planning tools such as the Local Development Plan for Children (LDPC), Local Investment Program for Children (LIPC), Local Code for Children (LCC), and the Local State of Children’s Report, highlighting their role in evidence-based planning, budgeting, and policy development.

In the afternoon, participants revisited the Municipal Child Rights Situational Analysis and identified key child rights issues through interactive workshops. They analyzed priority problems, including their causes and effects, through group discussions and problem tree analysis.

The first day concluded with the presentation of outputs on the four clusters of children’s rights through a problem tree analysis, where participants shared insights and proposed strategies to address child rights concerns in the Municipality of Pontevedra, Negros Occidental.

Overall, the activity strengthened participants’ understanding of child rights governance and enhanced their capacity to develop responsive and sustainable programs for children’s welfare and protection.

Empowering Women, Building Inclusive Communities

The Pontevedra Women’s Association – Lakas ng Kababaihan (PWA-LNK) successfully held its Women’s Month Culmination Activity on April 1, 2026, at the Pontevedra Gymnasium. Anchored on the theme “WE for Gender Equality and Inclusive Society” with the sub-theme “Lead Like the Babaylans, Filipinasi,” the event celebrated the strength, leadership, and vital role of women in shaping a more inclusive and progressive community.

The highlight of the activity was the folk dance contest, where participants showcased their talents, creativity, and cultural pride through vibrant and meaningful performances. Each presentation reflected not only artistic expression but also the rich cultural heritage and unity of women in the community.

This meaningful celebration served as a reminder that when women are empowered, communities thrive. Indeed, the activity embodied the spirit of women leading with strength, wisdom, and unity—just like the Babaylans of the past—continuing to inspire generations of Filipinas today.💜

Honoring Excellence in Women and Children Protection: Pontevedra WCPD Investigators Recognized

Two dedicated investigators from the Women and Children Protection Desk (WCPD) of the Pontevedra Municipal Police Station were recognized for their exceptional accomplishment in filing the highest number of cases involving women and children from April 1, 2025, to February 28, 2026.

PMSg Leizel R. Mapa, Chief WCPD PNCO, and PCPl Carva Mae T. Baladiang, Assistant WCPD PNCO, received the award in recognition of their dedication, diligence, and commitment to upholding the rights and welfare of vulnerable sectors. Their achievement highlights the effectiveness of their efforts in ensuring that cases involving women and children are properly documented, investigated, and brought forward for appropriate action.

The recognition was awarded today during a ceremony held at Camp Alfredo M. Montelibano Sr., Barangay Estefania, Bacolod City. This milestone was achieved under the leadership of PCAPT DARRYL E KUHUTAN, Acting Chief of Police, whose guidance and support contributed to the success of the WCPD team.

Their accomplishment stands as a testament to the unit’s strong advocacy for justice, protection, and service to the community.

This achievement would not have been possible without the unwavering support of the Pontevedra LGU, partner agencies, and the community. 🌸 “Babaylan Leadership in Action: Empowering Women Towards an Inclusive Society” 🌸

In celebration of Women’s Month 2026, the Pontevedra Municipal Police Station, under the leadership of PCPT Darryl E. Kuhutan, Acting Chief of Police, in partnership with the Local Government Unit of Pontevedra, Negros Occidental headed by Hon. Jose Maria A. Alonso, and in collaboration with the San Juan Women’s Association led by Mrs. Relyn C. Ocampo and Barangay San Juan, successfully conducted a meaningful women-centered activity on March 21, 2026, at the Brgy. San Juan Covered Court.

Anchored on the theme “WE for Gender Equality and Inclusive Society” with the sub-theme “Lead Like the Babaylans, Filipinas!”, the activity highlighted the strength, resilience, and leadership of women in the community.

The program commenced with a colorful parade featuring participants dressed in elegant Filipiniana gowns, proudly waving purple flag lets—symbolizing unity, dignity, and the fight for gender equality. This was followed by a lively mass dance that brought energy and solidarity among the participants.

A series of inspirational messages from distinguished and dynamic guests further enriched the event. Hon. Ma. Silveria A. Gilbor, Vice Mayor, and Hon. Cecilia E. Garita, SB Committee on Women, shared empowering insights on women’s vital role in community development. Representing PCPT Kuhutan, PMSg Mapa, Chief WCPD PNCO, delivered a meaningful message emphasizing that empowered leadership is reflected through women who create solutions, uplift lives, and build a more inclusive and compassionate society. Also present were Miss Mitch Mercado, LYDO Focal Person, and Hon. Hardy Buatag, Kagawad on the Committee on Women, who expressed their support and encouragement to all women present.

The second part of the activity showcased the Folk Dance Contest, participated in by five groups, celebrating Filipino culture, creativity, and unity. This was followed by the Pontevedra MPS Gift-Giving Ceremony, honoring outstanding women from the 20 barangays for their significant contributions to society—recognizing them as pillars of strength and progress in their respective communities. Advocacy shirts were also distributed to the Women Presidents of the 20 barangays as a symbol of solidarity and commitment to gender equality advocacy.

The celebration concluded with fun-filled Larong Pinoy, where laughter, joy, and camaraderie filled the venue as women reminisced their youth and strengthened their bond with one another.

This meaningful and successful activity would not have been possible without the unwavering support and collaboration of the Local Government Unit, Barangay San Juan, partner stakeholders, and the San Juan Women’s Association. Their collective efforts truly embody the spirit of unity in advancing women empowerment and building a more inclusive society.

Empowering Communities Through Compassion: A Women’s Month Feeding Program Initiative

On March 18, 2026, as part of the celebration of Women’s Month, the Women and Children Protection Desk (WCPD) personnel of Pontevedra Municipal Police Station (MPS), under the supervision of PCPT Darryl E. Kuhutan, actively participated in a meaningful Feeding Program organized by the San Juan Women’s Association, led by its president, Relyn C. Ocampo.

The activity highlighted one of the association’s best practices through their initiative, “Oh’than para sa Tanan” Community Garden, in collaboration with San Juan Elementary School. Vegetables harvested from the community garden were sold, and the proceeds—along with a portion of the produce—were used to sustain their feeding program. This initiative successfully benefited 57 students of the said school.

As part of the program, PMSg Mapa, WCPD Investigator, also conducted an informative session on anti-bullying awareness and shared anti-criminality safety tips with the students, promoting not only physical nourishment but also awareness and protection among the children .

This collaborative effort reflects the power of unity, compassion, and empowerment among women and community stakeholders, making a lasting impact in nurturing both the well-being and safety of children.

🌸 Provincial Opening of Women’s Month 2026 in Bago City 🌸

In celebration of strength, resilience, and empowerment, the Provincial Government officially opened Women’s Month 2026 on March 4, 2026, in Bago City. The event was actively participated in by the LGU Pontevedra, represented by the MSWDO, WCPD Officers of Pontevedra MPS, ERPAT representative, VAW Desk Officers, and the Women Presidents from the 20 barangays of the Municipality of Pontevedra, Negros Occidental.

The meaningful gathering brought together women leaders, advocates, LGUs, and various sectors across the province for a day filled with unity, recognition, and inspiration.

The event kicked off with the Opening of Tiangge ni Juana, showcasing the products and talents of women entrepreneurs, followed by the Registration of Delegations. Representatives from different sectors and LGUs proudly marched during the Entrance of Sectors and LGUs, energizing the crowd with powerful chants that echoed solidarity and women empowerment.

The program formally began with the Acknowledgment of Guests and Participants and the Opening Ceremonies.

The Opening Remarks were delivered by Atty. Andrea Si, PCW Chair, highlighting the importance of strengthening women’s roles in nation-building.

An inspiring message followed from Hon. Mayette Javellana, Mayor of Bago City, reaffirming the city’s commitment to creating inclusive and empowering spaces for women.

The discussion on women as leaders was passionately delivered by Dr. Juliet Jeruta, Women Sectoral Representative for Visayas of the National Anti-Poverty Commission, emphasizing that women are not just participants in development—but powerful leaders driving change.

Updates on Provincial Ordinances for Women were presented by Marie June P. Castro, Provincial GAD Action Officer, ensuring that everyone is informed about policies that protect and uplift women’s rights.

One of the highlights of the celebration was the Awarding of LGU Champions of the 18-Day Campaign to End VAW (Violence Against Women), recognizing local government units that have shown exceptional dedication in advocating for safe and violence-free communities.

The celebration concluded on a vibrant note with Cultural Presentations from the six districts and the Provincial Council for Women, showcasing creativity, unity, and cultural pride. The program ended with a heartfelt prayer declaring that Negros is a Safe Space—a powerful reminder of the shared commitment to protect, respect, and empower every woman.

Indeed, this year’s Provincial Opening of Women’s Month was not just a ceremony—but a movement of empowered voices standing together for equality, leadership, and a brighter future for all. 💜✨
