📢 OFFICIAL ANNOUNCEMENT: NEW BUSINESS PERMIT GUIDELINES (EO No. 9, s. 2026)
To our valued Entrepreneurs and Stakeholders in President Manuel A. Roxas, Zamboanga del Norte:
In our continuous effort to uphold the Ease of Doing Business (EODB) Act and protect our citizens from unauthorized "fixers," the Office of the Municipal Mayor has officially signed Executive Order No. 9, Series of 2026.
Please be guided by the following updated protocols for your business permit processing:
📍 1. AUTHORIZATION BY LOCATION
The requirements for representatives now depend on your business location:
Coastal Barangays: Because these are high-priority regulatory areas, representatives MUST submit a Notarized Special Power of Attorney (SPA). Simple Letters of Authorization (LOA) will no longer be accepted.
Non-Coastal Barangays: Representatives may present a Letter of Authorization (LOA) accompanied by photocopies of valid government-issued IDs (with 3 specimen signatures) for both the owner and the representative.
⚖️ 2. THE "RULE OF THREE" FOR REPRESENTATIVES
To ensure professional accountability and eliminate "fixer" activities:
Any individual processing more than three (3) business permits within a calendar year is no longer considered a "casual representative."
Mandatory Firm Registration: Those handling more than 3 applications must be a Registered Bookkeeping Firm or accredited consultancy with a valid LGU Valid Business Permit.
Exception: This does not apply to regular employees (HR/Admin) processing multiple permits for branches owned by the same corporation.
🚩 FLAGSHIP SECURITY MEASURE: AUTOMATIC EMAIL FLAGGING
To maintain the integrity of our digital portal, we have integrated a new security flagship feature into our online system:
Our system now monitors unique account access. Any single email address linked to more than three (3) different business entities will be AUTOMATICALLY FLAGGED for verification.
Verification Requirement: If flagged, the account holder must prove they are a registered professional firm. Failure to provide proof of accreditation will result in the immediate decline of the applications.
Why this is implemented: This ensures that your business data is not being managed by unauthorized middlemen and guarantees that only legally accountable representatives are using our system.
We highly encourage all business owners to use their Unique Business Account with their own personal or company email for maximum security.
