On January 30, 2026, the Provincial Assessment Office, spearheaded by Engr. Cesar T. Rufila Jr., REA, Provincial Assessor, and Engr. Teresita B. Bongales, REA, REB, MPA, Acting Assistant Provincial Assessor, together with the Municipal Assessors and technical staff of the Provincial Assessment Office, formally submitted the Proposed Schedule of Market Values (SMV) to the Bureau of Local Government Finance (BLGF) Regional Office XIII (Caraga). The submission was made in compliance with Regional Memorandum Order No. 002.2026, pursuant to Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA), which mandates the establishment of a uniform, transparent, and updated real property valuation system nationwide.

This activity shows the Provincial Governmentโ€™s continuing effort to ensure fair, updated, and transparent real property valuation in accordance with RPVARA.

Kini nga kalihokan kabahin sa Section 219 sa Republic Act No. 7160 o ang Local Government Code of 1991, ug gi-align sa pagpatuman sa General Revision sa tanang Real Property Assessments ug Classifications, subay usab sa Republic Act No. 12001 o ang Real Property Valuation and Assessment Reform Act (RPVARA), nga naglatid sa usa ka standardized, transparent, ug mas episyente nga sistema sa pag-valuate sa mga real property sa tibuok nasud

Gipahigayon kini niadtong Nobyembre 13, 2025 sa Municipal Farmers Hall, 2nd Floor, Municipal Agricultureโ€™s Office, Prosperidad, ADS, ug niadtong Nobyembre 14, 2025 sa Regional Evacuation Center, Trento, ADS.

Kini nga konsultasyon gitumong aron makuha ang mga hunahuna, sugyot, ug komento gikan sa nagkalain-laing stakeholdersโ€”lakip ang mga local officials, property owners, negosyo, ug mga representante sa nasyonal ug lokal nga ahensyaโ€”aron masiguro nga ang proseso sa pag-update sa market values para sa Real Property Tax mahimong patas, klaro, ug transparent alang sa tanan.

The Provincial Assessment Office (PASSO), through its committed Tax Mapping Division staff, successfully conducted a 2-day training-workshop on Map Digitizing and Land Value Mapping using Quantum GIS (QGIS) last October 9-10, 2025, at the Municipal Assessment Office of San Luis, Agusan del Sur.

This training was specially organized for the Municipal Assessment Office, particularly aimed at empowering the Tax Mapping Division personnel with advanced technical skills in digital mapping and land valuation techniques. ๐Ÿ’ป๐Ÿ’š๐Ÿ’š

The Provincial Assessment Office joyfully celebrates 18 years of Bible Sharing with the theme: โ€œMaturing Together with Unity.โ€

Every Thursday, the personnel of PASSO have come together in faith โ€” reflecting on Godโ€™s Word, strengthening bonds, and growing in spiritual fellowship. This weekly tradition has become a pillar of unity, values, and growth within the office.

In celebration of this meaningful milestone, the choir from the ๐— ๐—ผ๐—ฟ๐—ฎ๐—น ๐—ฅ๐—ฒ๐—ฐ๐—ผ๐˜ƒ๐—ฒ๐—ฟ๐˜† ๐—ฎ๐—ป๐—ฑ ๐—ฉ๐—ฎ๐—น๐˜‚๐—ฒ๐˜€ ๐—™๐—ผ๐—ฟ๐—บ๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—ฃ๐—ฟ๐—ผ๐—ด๐—ฟ๐—ฎ๐—บ also joined the event during the Holy Mass, which was solemnly presided over by Fr. Calven Mark A. Banaybanay, CSS. His heartfelt homily and blessings added profound meaning to the celebration.

After the Mass, a short program followed โ€” which included heartfelt testimonies from selected PASSO personnel, who shared how Bible Sharing has touched thier lives and deepened their faith.

Engr. Linda M. Buquir, Provincial Engineer, shared an inspirational message, followed by Ms. Josephine B. Ambongan, Provincial Administrator, whose presence added warmth and encouragement to the gathering.

The program ended with closing remarks from Engr. Cesar Rufila, Jr., Provincial Assessor, who thanked everyone for keeping the faith alive over the past 18 years.

The Provincial Assessment Office, led by Engr. Teresita B. Bongales, REA, REB, MPA, Acting Assistant Provincial Assessor, conducted a three-day training-workshop on the preparation of SMV from August 27 to 29, 2025, at Erniletas Convention Hall, Patin-ay, Prosperidad, Agusan del Sur. The workshop brought together Municipal Assessor personnel from 13 municipalities and 1 city, providing them with a vital opportunity to enhance their knowledge and technical skills in the preparation of a comprehensive and policy-compliant Schedule of Market Values (SMV) โ€” a primary requirement for the upcoming General Revision of Real Property Assessments in 2027.

The General Revision is a mandatory and periodic process, conducted every three years as stipulated in the Local Government Code (RA No. 7160). Its primary objective is to update the valuation and classification of real properties for taxation purposes, ensuring they reflect current market conditions. This is done using an approved SMV, which serves as the foundation for fair, accurate, and transparent real property assessments across all local government units.

Through expert lectures, hands-on activities, and group work, the training helped Municipal Assessment staffs to gain the skills and knowledge needed to create SMVs that follow legal guidelines and reflect real market data.
