Camp Democrito O. Plaza, Patin-ay, Prosperidad, Agusan del Sur โ The 544th Engineer (Pioneers) Battalion, 52nd Engineer (Kaayadan) Brigade, Philippine Army, joined the Philippine Army-wide simultaneous Flag Raising Ceremony on 03 August 2026 in observance of International Humanitarian Law (IHL) Day with the theme, โPinalakas na Ugnayan at Pagkakaisa sa Pagsulong ng IHL.โ As part of the observance, the Battalion conducted the display of IHL advocacy tarpaulins and the viewing of an Audio-Visual Presentation (AVP) to strengthen awareness of the principles and significance of International Humanitarian Law, reaffirming the Philippine Armyโs commitment to promoting respect for human dignity, the rule of law, and responsible military service.
In his personal note, Ltc Fuentes emphasized the four fundamental principles of International Humanitarian Law: ๐๐ข๐ฌ๐ญ๐ข๐ง๐๐ญ๐ข๐จ๐ง, which requires military personnel to always distinguish combatants from civilians; ๐๐ซ๐จ๐ฉ๐จ๐ซ๐ญ๐ข๐จ๐ง๐๐ฅ๐ข๐ญ๐ฒ, which prohibits attacks when the expected harm to civilians would outweigh the anticipated military advantage; ๐๐๐๐๐ฌ๐ฌ๐ข๐ญ๐ฒ on proper evaluation of the target audiences; and ๐๐ฎ๐ฆ๐๐ง๐ ๐๐ซ๐๐๐ญ๐ฆ๐๐ง๐ญ, which mandates that all persons who are not, or are no longer, directly participating in hostilities be treated with dignity, respect, and compassion regardless of nationality, belief, or political affiliation. He underscored that adherence to these principles reflects the professionalism and discipline expected of every soldier while reinforcing the Battalionโs commitment to ethical military service and the protection of human rights.
