Through the leadership of the City Mayor Lucilo R. Bayron, and the guidance of Mr. Carlos G. Abogado, Jr., Assistant City Administrator and GAD Focal Person, the City Government of Puerto Princesa continues to champion gender equality and inclusive communities through meaningful Gender and Development (GAD) initiatives.

The successful Gender and Development (GAD) Symposium brought together students, educators, and law enforcement personnel for a day of learning, awareness, and empowerment.

The symposium featured insightful discussions from distinguished resource speakers: Ms. Pearl Binondo on the Basic Concepts of Gender and Development; Atty. Julia Cuevas on the Safe Spaces Act (Republic Act No. 11313); and PCpl. Raisah Mahmud, together with PCpl. Mergelen Cabalsa of the City Philippine National Police, on Gender Sensitivity in Law Enforcement, emphasizing the importance of equality, safe spaces, and gender-responsive public service.

Special thanks to Dr. Hja Sauda I. Leging-Molase, Dean of the College of Criminal Justice Education, for her invaluable support and commitment to advancing Gender and Development initiatives and empowering future leaders through education.

Together, let us continue building a community where respect, inclusivity, and equal opportunities empower every individual.

Empowering Today’s Students. Shaping Tomorrow’s Inclusive Leaders! 🌈

The City Government of Puerto Princesa, through the GAD Office, in partnership with Western Philippines University, successfully conducted the GAD Symposium 2026 with the theme, “Empowering University Students as Champions of Gender Equality.”

Through the leadership of City Mayor Lucilo R. Bayron, the support of Assistant City Administrator and GAD Focal Person Carlos G. Abogado, Jr., and the City Events Management Team, the symposium equipped students with valuable knowledge on gender equality, Safe Spaces, violence prevention, and inclusive communities.

Thank you to our resource speakers, WPU officials, faculty, students, and everyone who took part in making this event a success. Together, we continue to educate, empower, and inspire the next generation of champions for equality.

Recently concluded the Gender and Development (GAD) Planning and Budgeting Seminar of Barangay Iwahig, Puerto Princesa City, through the leadership of City Mayor Lucilo Bayron, together with the GAD Focal Person and Assistant City Administrator Carlos Abogado.

A meaningful and productive gathering dedicated to strengthening gender-responsive programs, inclusive leadership, and community development for a more empowered and progressive community.

The continuation of the Review and Presentation of the Implementing Rules and Regulations (IRR) of the PPPRB, including the Guidelines on the Regulation of Beauty Pageants and Similar Contests, has been successfully concluded.

This initiative was made possible through the leadership of the City Mayor Lucilo R. Bayron and the guidance of Gad Focal person / Asst. City Administrator- Carlos G. Abogado, reinforcing the city’s commitment to promoting ethical standards, inclusivity, and responsible governance in the conduct of pageants and related events.

A meaningful step forward in ensuring that such platforms remain empowering, well-regulated, and aligned with community values.

The recently concluded Gender Sensitivity Training as part of the PNP Orientation Program MOVE serves as a powerful reminder that a truly progressive and inclusive community is built on the principles of respect, equality, and accountability.

This impactful initiative was carried out under the visionary leadership of Mayor Lucilo R. Bayron, in collaboration with Asst. City Administrator and GAD Focal Person Carlos Abogado, and was expertly facilitated by Pearl Binondo, whose insights enriched the program and reinforced its objectives.
