SYNOPSIS: At 3:00 AM today, the center of Tropical Depression "ADA" {NOKAEN} was estimated based on all available data at 385 km East of Casiguran, Aurora (16.2°N, 125.7°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving North Northeastward at 10 km/h. Northeast Monsoon affecting Northern Luzon.

Forecast Weather Conditions:

Bicol Region, Aurora, Quezon, and Northern Samar will experience cloudy skies with scattered rains and thunderstorms due to the TD ADA. (Possible flash floods or landslides due to moderate to at times heavy rains)

Cordillera Administrative Region and Cagayan Valley will experience cloudy skies with light rains due to the Northeast Monsoon. (No significant impact)

Ilocos Region will experience partly cloudy to cloudy skies with isolated light rains due to the Northeast Monsoon. (No significant impact)

Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to the Localized Thunderstorms. (Possible flash floods or landslides during severe thunderstorms)

The northern and eastern sections of Luzon will have Moderate to Strong winds from the Northeast to Northwest with moderate to rough seas (2.1 to 4.0 m)

The eastern section of Visayas will have Moderate to Strong winds from the Northwest to to West with moderate seas (1.5 to 2.8 m)

The rest of the country will have light to moderate winds from the Northeast to Northwest with slight to moderate seas (0.6 to 2.5 m)

The center of Tropical Storm ADA was estimated based on all available data at 275 km Northeast of Virac, Catanduanes (15.6°N, 125.7°E).
Intensity
Maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 998 hPa

Strong to gale-force winds extend outwards up to 350 km from the center

• Up to 4.0 m: The seaboard of Isabela; the eastern seaboard of mainland Cagayan.
• Up to 3.5 m: The eastern seaboard of Babuyan Islands; the seaboard of northern Aurora; the northern and eastern seaboards of Polillo Islands; the northern seaboards of Camarines Sur, Camarines Norte, and Catanduanes.
• Up to 3.0 m: The seaboards of Ilocos Norte and Ilocos Sur; the western seaboard of Pangasinan; the eastern seaboard of Catanduanes.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboard of Aurora; the seaboard of northern mainland Quezon; the western seaboard of Polillo Islands; the eastern seaboards of Albay and Sorsogon; the northern and eastern seaboards of Northern Samar.
• Up to 2.0 m: The seaboard of Zambales; the eastern seaboard of Eastern Samar; the remaining seaboard of Ilocos Region.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• ADA is forecast to move generally northeastward until tomorrow (19 January). From tomorrow onwards, ADA is forecast to follow a looping track over the sea east of Luzon. Changes in forecast track over the succeeding bulletins remains possible.
• Due to the surge of the northeast monsoon, ADA is forecast to weaken into a tropical depression by tomorrow (19 January) before further weakening into a low pressure area by Wednesday (21 January). An earlier weakening remains possible.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Since further intensification to severe tropical storm is not ruled out, raising of Wind Signal No. 3 is possible.

The Northeast Monsoon and the periphery of ADA will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

Coastal Flooding

There is a minimal to moderate risk of storm surge with peak heights reaching up to 2.0 m within the next 48 hours over the low-lying or exposed coastal communities of Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Northern Samar, and Eastern Samar. • Up to 5.5 m: The northern seaboards of Camarines Sur and Catanduanes
• Up to 5.0 m: The seaboard of Camarines Norte
• Up to 4.5 m: the eastern seaboards of Polillo Islands and Catanduanes
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The eastern seaboard of mainland Cagayan, the seaboards of Isabela and northern Aurora;
• Up to 3.5 m: The eastern seaboard of Babuyan Islands; the northern and western seaboards of Polillo Islands; the remaining seaboards of Aurora.
