Pinangunahan ni Acting Regional Director Atty. Wendel C. Dinglasan ang isinagawang Management Committee (ManCom) Meeting ng Land Transportation Office (LTO) MIMAROPA Region kahapon, January 28, 2026, sa Calapan City, Oriental Mindoro.

Layunin ng pagpupulong na talakayin ang mga pangunahing prayoridad na programa at strategy ng LTO MIMAROPA Region para sa taong 2026, partikular ang mga hakbang upang higit pang mapaayos at mapabilis ang paghahatid ng serbisyo sa publiko. Binibigyang-diin rin ang kahalagahan ng episyente, transparent, at makataong serbisyo bilang tugon sa pangangailangan ng mamamayan.

Dinaluhan ang ManCom Meeting ng mga hepe ng District at Extension Offices mula sa iba’t ibang probinsya sa rehiyon upang masiguro ang malinaw na koordinasyon, maayos na daloy ng komunikasyon, at iisang direksyon sa pagpapatupad ng mga programa at polisiya ng ahensya. Tinalakay rin ang mga isyu, hamon, at best practices sa operasyon ng mga offices upang mapahusay pa ang performance ng bawat opisina.

Sa naging mensahe, binigyang-diin ni Atty. Dinglasan ang kahalagahan ng pagtutulungan ng lahat ng opisyal at kawani ng LTO MIMAROPA upang makamit ang mga layunin ng ahensya at mas mapalakas ang tiwala ng publiko sa serbisyong ibinibigay ng pamahalaan.

Ang nasabing pagpupulong ay bahagi ng patuloy na pagsisikap ng LTO MIMAROPA Region na palakasin at tiyakin ang maayos na implementasyon ng mga programa at proyekto alinsunod sa direktiba ng Department of Transportation at ng LTO Central Office.

Sa kabila ng mga sunod-sunod na opisyal na gawain, naglaan ng oras at panahon si Land Transportation Office (LTO) Assistant Secretary Markus V. Lacanilao upang personal na bumisita sa LTO MIMAROPA Regional Office kahapon, January 28, 2026.

Sa kanyang pagbisita, nakipagpulong si Assistant Secretary Lacanilao sa mga kawani ng LTO MIMAROPA Region upang personal na kumustahin ang kanilang kalagayan at talakayin ang patuloy na pagpapabuti ng serbisyo publiko. Sa kanyang mensahe, binigyang-diin ni Assistant Secretary Lacanilao ang kahalagahan ng disiplina at malasakit sa trabaho.

“Trabaho lang tayo. Gawin natin nang tama ang ating tungkulin at manatiling nakatuon sa maayos at tapat na serbisyo para sa publiko,” ani Assistant Secretary Lacanilao.

Kasama rin sa aktibidad ang pag-inspeksyon sa mga pasilidad ng LTO MIMAROPA Regional Office, kung saan personal niyang tinignan ang kasalukuyang kondisyon ng opisina. Sa kanyang pag-ikot, nagbigay siya ng ilang rekomendasyon kaugnay sa kaayusan at mga posibleng hakbang para sa office renovation upang mas mapabuti ang working environment ng mga empleyado at ang serbisyong ibinibigay sa publiko.

Ayon kay LTO MIMAROPA Acting Regional Director Atty. Wendel C. Dinglasan, malaking inspirasyon ang pagbisita ng Assistant Secretary para sa buong rehiyon.

Dagdag pa niya, patunay ang naturang pagbisita ng patuloy na suporta ng LTO Central Office sa mga regional offices, lalo na sa pagpapalakas ng morale ng mga kawani at sa pagsusulong ng mas maayos at episyenteng operasyon.

Ang pagbisitang ito ay malinaw na patunay ng patuloy na suporta ng pamunuan ng LTO sa mga regional offices at sa mga kawani nito. Para sa mga empleyado ng LTO MIMAROPA Region, nagsilbi itong inspirasyon at paalala na ang mga pagsisikap ay kinikilala at pinahahalagahan ng Central Office.

LTO MIMAROPA Region issued a Show Cause Order (SCO) against the registered owner and driver of a white Toyota Hi-Ace GL Grandia van that figured in a viral social media post detailing an alleged unsafe and distressing passenger experience in Palawan.

The order was issued under the leadership of Acting Regional Director Atty. Wendel C. Dinglasan following a complaint posted online by a passenger regarding a van trip from Puerto Princesa City to El Nido, Palawan on 12 January 2026.

Based on the initial investigation conducted by LTO MIMAROPA, the van allegedly departed around two hours behind its scheduled time and was overloaded with approximately twelve passengers. Due to limited luggage space, several pieces of baggage were reportedly tied to the front bumper or hood of the vehicle.

The driver is further alleged to have driven at excessive speed, causing fear and distress among passengers. According to the complaint, one passenger broke down in tears and pleaded for the driver to slow down and drive cautiously, but the driver allegedly ignored the request and responded angrily. The situation was further aggravated by poor visibility, as the incident occurred at night and under foggy conditions. The luggage placed at the front of the vehicle allegedly obstructed the driver’s view, reportedly forcing him to lean out of the window to see the road.

The passenger described the overall experience as dangerous, frightening, and unacceptable, and publicly called for the banning of the transport company, particularly the subject vehicle involved in the incident.

In view of the gravity of the allegations and pending the outcome of a formal investigation, LTO MIMAROPA has placed the driver’s license of the involved driver under a ninety (90)-day preventive suspension. In addition, the subject Toyota Hi-Ace GL Grandia van has been placed under ALARM status to prevent its use while the case is under investigation.

LTO MIMAROPA emphasized that these actions are in line with the agency’s mandate to ensure road safety and protect the public. LTO MIMAROPA Region reiterated its strict adherence to the directives of LTO Chief, Assistant Secretary Markus V. Lacanilao, particularly on the firm enforcement of land transportation laws in cases involving reckless driving, road rage, and other acts that endanger public safety.

LTO MIMAROPA Region once again reminds all drivers and transport operators that driving is a privilege that carries the responsibility of discipline, emotional control, and strict compliance with traffic rules and regulations. All road users are urged to prioritize road safety at all times to prevent accidents and protect lives.

𝐓𝐈𝐍𝐆𝐍𝐀𝐍: Sa direktiba ni Land Transportation Office (LTO) Chief, Assistant Secretary Markus V. Lacanilao, puspusan ang isinasagawang inspeksyon ng mga enforcer ng LTO sa mga pampasaherong bus, taxi at iba pang public utility vehicles sa ibat-ibang panig ng bansa upang masiguro ang kaligtasan ng mga bumibiyahe ngayong holiday season.

Gustong matiyak ni Asec. Lacanilao na maayos ang biyahe ng mga riding public at makararating sa kanilang mga paroroonan, kaya naka-deploy ang buong pwersa ng mga LTO-Law Enforcement Service sa ilang terminal ng bus at mga pangunahing lansangan tulad ng North Luzon Expressway at South Luzon Expressway kung saan naka-standby din ang LTO-Mobile Command Center.

Kaagapay sa mga operasyong ito ng mga LTO enforcer ang K9 Units ng ahensya, na tumutulong sa inspeksyon sa mga bus terminal upang mas epektibong matukoy ang mga posibleng panganib at mapanatili ang kaayusan at seguridad ng publiko.

Bahagi ito ng patuloy na pagpapatupad ng LTO ng mga hakbang sa kaligtasan alinsunod sa kautusan ng Pangulong Ferdinand R. Marcos at Transportation Acting Secretary Giovanni Z. Lopez upang maprotektahan ang publiko at masiguro ang maayos at ligtas na biyahe ngayong holiday season.

To strengthen traffic and road safety and on-the-spot support for motorists amid the 2025 holiday travel rush, the Land Transportation Office (LTO) has launched its Mobile Command Center (MCC) at the South Luzon Expressway (SLEX), with LTO Chief, Assistant Secretary (Asec.) Markus V. Lacanilao leading on-site monitoring of the unit’s day-to-day operations.

Positioned at the central stretch of SLEX, the LTO MCC is a fully functional, mobile on-site hub built to address holiday travel challenges in real time. As documented in field photos from the deployment, the MCC features a dedicated interior operations area fitted with real-time traffic monitoring screens: these tools let LTO personnel track live road conditions, quickly spot incidents like crashes, stalled vehicles, or unexpected congestion, and coordinate immediate responses with highway patrol and local emergency response teams to minimize delays and keep traffic flowing.

A key capability of the MCC is its vehicle verification system: the unit’s integrated tools can scan passing motor vehicles to check three critical details — if the vehicle is properly registered with the LTO, if there is an active alarm (such as a stolen vehicle alert) linked to the vehicle, and if the vehicle has unapproved exterior body changes (modifications that violate LTO regulations). This scanning function supports proactive enforcement, helping LTO personnel address compliance issues on-site and reduce risks from unregistered, stolen, or improperly modified vehicles on the expressway.

Asec. Lacanilao joined LTO’s Law Enforcement Service field enforcers to engage directly with passing motorists, listen to their travel concerns, and oversee the MCC’s frontline support services. The MCC serves as an accessible, on-the-spot resource for motorists: anyone can approach the unit to file direct accident reports, get real-time travel updates for SLEX and connecting routes, or request assistance for emergency travel-related needs.

To further strengthen both road safety and enforcement, the LTO MCC is also equipped with AI-powered traffic cameras, which capture clear vehicle details (including plate numbers and vehicle type) to verify incident details and monitor compliance with key traffic rules — helping to deter risky driving behavior while supporting faster resolution of road incidents.

“The Mobile Command Center is LTO’s promise to meet motorists where they are, especially when travel volumes are at their highest this holiday season,” Asec. Lacanilao shared during his on-ground monitoring visit. “By operating right on SLEX, we’re able to cut down response times, address compliance and road safety issues before they escalate, and make sure every family and traveler can get to their holiday destinations safely and smoothly.”

The LTO Mobile Command Center positioned at SLEX will operate 24 hours a day, 7 days a week, until the end of the New Year holiday period, as a core part of LTO’s nationwide holiday road safety and public support program.
