𝐂𝐎𝐀𝐒𝐓𝐀𝐋 𝐂𝐋𝐄𝐀𝐍-𝐔𝐏 𝐈𝐍 𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘 𝐌𝐀𝐍𝐆𝐒𝐄𝐄, 𝐁𝐀𝐋𝐀𝐁𝐀𝐂, 𝐏𝐀𝐋𝐀𝐖𝐀𝐍

𝐋𝐎𝐎𝐊: On October 30, 2025, a coastal clean-up drive was conducted along the shoreline of Barangay Mangsee, Balabac, Palawan. A total of 20 sacks of mixed garbage were collected during the activity. The event aimed to raise environmental awareness, encourage community involvement, and promote shared responsibility in keeping the coastal area clean and sustainable. This activity highlights Philippine Coast Guard's continued commitment to protect the marine environment and promote environmental awareness within coastal communities.

The activity was conducted by Coast Guard Sub-Station Mangsee (CGSS MNS), Department of Social Welfare and Development (DSWD), Social Welfare Employee Association of the Philippines Palawan Chapter (SWEAP), 4P's beneficiaries, Philippine Navy, Philippine Marines, Brgy Officials and residents of Brgy Mangsee, Balabac, Palawan.

In reference to DOST PAGASA REGIONAL WEATHER FORECAST Issued at 4:00 PM, 10 June 2025.

SYNOPSIS: Southwest Moonsoon affecting Central and Southern Luzon, Visayas, and Mindanao.
Metro Manila, Visayas, Bicol Region, and the rest of Central Luzon, CALABARZON, and MIMAROPA, Cloudy skies with scattered rains and thunderstorms caused by Southwest Moonsoon.
The Western sections of Southern Luzon and Visayas will experience moderate to strong wind from Southwest and Moderate to Rough ( 1.2 to 3.0 meters) coastal water conditions.

SYNOPSIS: At 3:00 PM today, the Low Pressure Area (LPA) was estimated based on all available data at 415 km West of Bacnotan, La Union (16.5°N, 116.5°E). Southwest Monsoon affecting Southern Luzon, Visayas, and Mindanao.
Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, and Palawan will have, Cloudy skies with scattered rains and thunderstorms due to Southwest Monsoon.

𝐆𝐫𝐨𝐮𝐩 𝐨𝐟 𝐅𝐢𝐬𝐡𝐞𝐫𝐦𝐞𝐧 𝐑𝐞𝐬𝐜𝐮𝐞𝐬 𝐌𝐢𝐬𝐬𝐢𝐧𝐠 𝐌𝐚𝐧 𝐚𝐭 𝐒𝐞𝐚 𝐢𝐧 𝐉𝐨𝐢𝐧𝐭 𝐄𝐟𝐟𝐨𝐫𝐭 𝐖𝐢𝐭𝐡 𝐂𝐨𝐚𝐬𝐭 𝐆𝐮𝐚𝐫𝐝 𝐒𝐭𝐚𝐭𝐢𝐨𝐧 𝐒𝐨𝐮𝐭𝐡 𝐖𝐞𝐬𝐭𝐞𝐫𝐧 𝐏𝐚𝐥𝐚𝐰𝐚𝐧

A fisherman who had been the subject of multiple search and rescue operations conducted by the Philippine Coast Guard was successfully rescued by a group of local fishermen off the coast of Brgy. Mangsee, Balabac, Palawan.

On May 24, 2025, at around 4:25 PM, Mr. Al Annie P. Saymaran, 38, a resident of Barangay Mangsee, reported to Sub-station Mangsee that a person had been found and rescued at sea. Personnel immediately responded and verified the information. The rescued individual was identified as Mr. Roldan Estremos — the same person who had been missing for several days and was the subject of continuous search and rescue (SAR) efforts by Coast Guard Sub-Stations in the area.

According to the rescuers, at approximately 3:00 PM on the same day, about 11 nautical miles from Brgy. Mangsee, Mr. Jun Jun Indin, 45, a local fisherman, and his crew saw a man floating in open water, holding on to a piece of driftwood. They quickly approached and confirmed that the man was alive and conscious. They immediately brought him aboard and returned to Brgy. Mangsee, where they provided him temporary shelter and initial care.

At about 4:30 PM, Mr. Estremos was turned over to Sub-station Mangsee, where he received immediate assistance. He was referred to a nurse for medical evaluation, which confirmed that he was in stable condition. Coast Guard personnel also provided him with clothing, water, and food.

During the debriefing, Mr. Estremos recounted that after bailing water out of their motorized banca (MBCA), he accidentally fell overboard. Despite efforts to swim back, he was overpowered by strong waves and drifted away from the boat. He shouted for help, but his crewmates did not hear him.

At 6:50 PM, Mr. Louis Paul M. Wagner, a friend of Mr. Estremos, arrived at the station to accompany him home. Mr. Estremos stated that he will be staying at Mr. Wagner’s residence in Barangay Mangsee while recovering. Sub-station personnel advised him to rest, avoid eating heavily, and refrain from returning to sea in the meantime.

The Philippine Coast Guard’s Sub-station Mangsee had conducted a series of search and rescue operations over the past days following the initial report of Mr. Estremos’s disappearance. Coordination with nearby communities and continuous maritime patrols were part of the efforts to locate the missing fisherman. Efforts to contact the MBCA’s captain and Mr. Estremos’s relatives remain ongoing.

This incident highlights the vital importance of joint efforts among civilians, coastal communities, local authorities, and uniformed responders in ensuring the safety and well-being of individuals at sea. The successful rescue of Mr. Estremos is a result of strong cooperation, timely reporting, and coordinated action—proving once again that saving lives is a shared responsibility

The Coast Guard District Palawan (CGDPAL) will be conducting enhanced Vessel Safety Enforcement Inspections (VSEI) and Emergency Readiness Evaluations (ERE) for all vessels and watercraft operating within its Area of Responsibility (AOR) in Palawan.
This initiative is part of CGDPAL’s continued commitment to enforcing maritime safety regulations, protecting lives and property at sea, and strengthening the operational preparedness of all maritime stakeholders.

𝐂𝐨𝐚𝐬𝐭𝐚𝐥 𝐂𝐥𝐞𝐚𝐧-𝐔𝐩 𝐃𝐫𝐢𝐯𝐞

𝐋𝐎𝐎𝐊: Personnel of the Coast Guard Station South Western Palawan, together with the Lighthouse Keeper, Special Operations Unit (SOU), faculty and students of Palawan State University Balabac , and the Marine Environmental Protection and Enforcement Response Unit (MEPERU), conducted a successful coastal clean-up activity along the shoreline of Barangay Poblacion VI, Balabac, Palawan.

The initiative was part of ongoing efforts to promote environmental protection and community involvement in safeguarding marine ecosystems. Participants joined forces to remove marine debris and raise awareness about the importance of maintaining clean and healthy coastal areas.

This collaborative activity underscores the Coast Guard’s commitment to marine environmental protection and fostering inter-agency cooperation with academic institutions and local communities. The event concluded with over 18 sacks of waste collected and properly disposed of.

𝐋𝐎𝐎𝐊: The Personnel of Coast Guard Station South Western Palawan, together with its Coast Guard Sub-Stations and Clearing Outpost (COP) located on the various islands of Balabac, Palawan, Conducted Passenger Assistance Centers (PACs) in support of “OPLAN BYAHENG AYOS: Semana Santa & Summer Vacation 2025.”

The deployment of PACs is aimed at ensuring the safety, security, and comfort of sea-going passengers within the unit’s Area of Responsibility (AOR) during the peak travel season of Holy Week and the summer months.

This initiative is part of the Coast Guard’s commitment to safeguarding lives at sea and promoting a culture of maritime safety across the archipelago.

The public is advised to coordinate with the nearest Coast Guard Station for updates, travel guidance, and emergency concerns.
