CLASSIC INTELLIGENCE STRIKE AT BREAKNECK SPEED: PRO3 and Bulacan PPO Deliver Precision Operation in Angat

In the quiet rural setting of Angat, Bulacan — where daily life usually moves in calm rhythm — a highly coordinated police operation unfolded with speed, precision and discipline.

The operation has since emerged as a clear example of classic intelligence-led policing in action.

On May 29, 2026, operatives of the Bulacan Police Provincial Office (Bulacan PPO), working closely with intelligence units of Police Regional Office 3 (PRO3), successfully arrested 76-year-old Tony Meloto in Barangay Encanto, Angat, Bulacan.

The arrest was conducted by virtue of a warrant issued by the Regional Trial Court in Malolos City for two counts of Qualified Trafficking in Persons under Republic Act No. 9208, as amended.

Meloto is widely known as the founder of Gawad Kalinga, a prominent humanitarian and community development organization recognized for its housing and nation-building programs.

His stature as a high-profile development figure drew significant public attention to the operation, underscoring the gravity of the charges filed against him.

At a time when law enforcement agencies often face criticism over delays in the arrest of high-profile wanted persons, the PRO3 and Bulacan PPO operation in Angat stood out as a textbook demonstration of intelligence-led policing — where validated information, coordination and rapid deployment translate directly into operational success.

In this case, the warrant of arrest was swiftly acted upon and served within hours, following tightly coordinated field operations.

The speed of ex*****on highlighted the effectiveness of intelligence validation, real-time coordination between units and the decisive movement of tracker teams on the ground.

PRO3 Director PBGen Jess Mendez emphasized that modern policing depends on discipline, accuracy and synchronized intelligence work rather than reactive enforcement alone.

“This achievement reflects the strength of intelligence-led policing — careful validation of information, coordinated efforts, and decisive action that leads to the successful arrest of wanted persons,” Mendez said.

On the ground, Bulacan PPO Director Col. Jay Baybayan oversaw the operational build-up that led to the arrest.

Under his leadership, intelligence units and tracker teams conducted discreet surveillance, verified multiple leads and rapidly narrowed down the suspect’s location in a quiet rural area of Angat.

Each piece of intelligence, though seemingly small on its own, formed part of a larger operational picture that enabled a swift and controlled ex*****on once the warrant was served.

For both PRO3 under PBGen. Mendez and Bulacan PPO under Col. Baybayan, the operation sends a firm message: when intelligence work is properly executed and synchronized, even high-profile arrests can be carried out with speed, precision and control.

In Angat, there was no prolonged confrontation or disruption — only a quiet, professional conclusion to a carefully built operation.

The Angat operation became more than just a law enforcement success story. It became a response to public expectation and scrutiny.

Under the leadership of PRO3 Director PBGen. Mendez and Bulacan PPO Director Col. Baybayan, intelligence was not merely gathered — it was operationalized.

And in that swift ex*****on at breakneck speed, classic intelligence-led policing once again proved its value: silent in preparation, precise in action and decisive in delivering accountability.
