Transportation Acting Secretary Giovanni Lopez on Wednesday directed the Land Transportation Office (LTO) to explore other payment options, including cash payments for motor vehicle registrations at Private Motor Vehicle Inspection Centers (PMVIC), following complaints from clients about single online payment option and charging them with P65 convenience fee.

The order follows President Ferdinand Marcos Jr.’s directive to ensure government transactions are made convenient to the Filipino clientele.

“Dapat hindi natin pinapahirapan ang mga kababayan natin. Inatasan ko na si LTO Chief Markus Lacanilao na tingnan ang insyung ito dahil isang concern ito ng ating mga kababayan. Malaking halaga ang P65 pesos, pwede na nila itong gamitin sa ibang bagay gaya ng pamasahe at pagkain. Lagi natin dapat isipin kung paano mas magiging maayos ang serbisyo natin sa publiko,” Acting Secretary Lopez said.

Complaints from clients, which have gone rounds on social media, mentioned the only payment option available at a PMVIC Vehicle Renewal Facility (VREF) is GCash.

Acting Secretary Lopez readily ordered the PMVIC Authorization Committee to issue a show cause order against the PMVIC in question to explain why they are accepting only one option payment, when there are other payment options available.

The LTO has also been directed to find ways to eliminate or reduce convenience fees for online payments, and review terms at Vehicle Renewal Facilities (VREF) so they can accept cash as payment for processing transactions. This will also address the convenience fee issue.

“Dapat maraming payment options, including cash. Paano naman ‘yung mga walang online mobile wallets? Dapat may cash, dapat mayroon ding other payment options na available. Let’s be flexible,” the acting transport chief said.

The LTO has already clarified that the VREF is not inside the agency premises in Angono, Rizal but at a PMVIC nearby.

VREF is an online motor vehicle renewal center established by the LTO at PMVICs to process online transactions for more convenience.

Under an agreement signed in 2020 and executed in 2022, the LTO partnered with Paynamics, which recognized the payment channel for online transactions with convenience fee plus VAT to be paid by the client. The said agreement is set to expire this month.

Acting Secretary Giovanni Lopez has requested local airlines to waive rebooking and cancellation fees for passengers affected by the magnitude 7.4 earthquake in Davao earlier today.

This follows President Ferdinand Marcos Jr.’s directive for all government agencies to come together and implement immediate measures to help all those affected by the earthquake.

In an advisory issued by the Civil Aeronautics Board (CAB), the agency urged airlines to extend flexible and compassionate passenger accommodation measures including the waiving of fees and expediting full refunds, as well as allocating free cargo space for humanitarian and relief efforts, subject to safety and operational limitations of airlines.

Acting Secretary Lopez extended his gratitude to local airlines for their continued support to the Department of Transportation’s efforts in speeding up delivery of critical aid to quake-hit areas.

“Nagpapasalamat po ang DOTr sa ating mga airlines, dahil laging buo ‘yung suporta nila para maibsan ‘yung nararanasan ng mga kababayan natin ngayon dahil sa lindol. Malaking tulong ito hindi lang sa mga pasahero, kundi pati sa mga residente na makakatanggap agad ng tulong,” he said.

Bilang paghahanda sa pilot run ng inter-agency commuter assistance sa kahabaan ng Commonwealth Avenue, naglagay ng mga barrier sa ilang bahagi ng kalsada para maglaan ng sapat na espasyo sa mga dadaang pampublikong sasakyan sa designated PUV stops.

Kabilang sa mga nilagyan ng barrier ang dalawang outer lanes ng:

1. Batasan PUV Stop Westbound (lane papuntang Elliptical Road; at
2. Tandang Sora PUV Stop Eastbound (lane papuntang Fairview)

Sa pagtutulungan ng DOTr, MMDA, LTO, LTFRB, PCG, at lokal na pamahalaan ng Quezon City, naglagay din ng mga designated personnel sa mga PUV stop na may barrier para alalayan ang mga pasahero at mga dumadaang motorista.

On-the-spot na rin ang printing ng white beep cards, pati na para sa mga senior citizen at mga persons with disabilities (PWDs).

Pumunta lamang sa kahit anong istasyon ng tren, at huwag kalimutang dalhin ang requirements tulad ng student ID o enrollment certificate, senior citizen ID at PWD ID. Maghanda na rin ng Php30 cash na one-time payment para sa beep cards.

Good news, Commuters! We are testing a NEW Northbound stop at the SM Mall of Asia Busway Station to complement the existing Southbound operations.

To prepare, a traffic adjustment dry-run will begin on 22 September 2025 (Monday), 12:01 AM until 30 September 2025 (Tuesday), 11:59 PM. This is in preparation for the full implementation by 01 October 2025 (Wednesday).

Passengers are advised to use the designated loading and unloading zones as indicated by official signages.

Busway drivers are also reminded to strictly follow their respective lane assignments.

The Department extends its gratitude to motorists and commuters for their patience and cooperation as we continue to improve and enhance the EDSA Busway experience for all.

Ito’y kasunod ng utos ng Pangulo na tiyaking may masasakyan ang mga bibiyaheng pasahero sa kabila ng tigil-pasada.

Ilalagay ang mga bus at truck sa mga rutang:
1. Monumento-Quezon Avenue via EDSA
2. Nagtahan-España via Lacson
3. White Plains Avenue-Cubao via EDSA
4. Welcome Rotonda-QC Hall via Quezon Avenue
5. E. Rodriguez/Araneta Avenue-Quezon Avenue
6. E. Rodriguez/Araneta Avenue-Cubao

Naka-standby ang mga bus at truck sa mga naturang ruta, at handang bumiyahe anumang oras kapag may na-monitor na mga stranded na komyuter.

Tuloy na tuloy na sa September 20 ang launch ng student beep cards na may automatic na 50% discount sa pamasahe sa LRT-1, LRT-2 at MRT-3, kasunod ng utos ng Pangulo na gawing mas abot-kaya ang pamasahe ng mga estudyante.

Naantala ng ilang araw ang launch nito dahil sa system issues, pero sinabi ni Acting Transportation Secretary Giovanni Lopez na nagawan na ito agad ng paraan.

“Inutusan ko po ang team natin na tapusin agad ang mga problema sa system dahil alam kong matagal na itong inaabangan ng mga estudyanteng pasahero. Kung kailangang hindi matulog, hindi kami matutulog para ma-launch na natin agad ito,” ani Secretary Lopez.

Simula September 20, on-the-spot na ang printing ng student beep cards, pati na ng white beep cards para sa senior citizens at persons with disabilities (PWDs).

Dahil dito, ilang minuto na lang ang hihintayin ng mga estudyante, seniors at PWDs para makuha ang kanilang white beep cards, mula sa dating 7 hanggang 10 araw.
