Legal Education Board, Indiaโ€™s O.P. Jindal Global University Sign Historic MOU to Elevate Philippine Law Schools

QUEZON CITY, PHILIPPINES โ€” The Legal Education Board (LEB) and Indiaโ€™s O.P. Jindal Global University (JGU) formally signed a Memorandum of Understanding (MOU) on 26 May 2026 to spearhead institutional development, global academic exchanges, and advanced professional training for the Philippine legal education sector.

The partnership, spearheaded by LEB Chairperson Jason R. Barlis and Commissioner Salex E. Alibogha, marks a major shift for the LEB from its traditional regulatory mandate toward an active, global developmental role. JGUโ€™s delegation was led by Prof. Padmanabha Ramanujam, Dean for Academic Governance and Student Life, and Prof. Dr. Rahul Bhandari, Director of the Office of Institutional Advancement and Strategic Global Engagement.

Highlighting the vision behind the agreement, Chairperson Barlis emphasized that the partnership transcends routine bureaucratic oversight, focusing instead on empowering local law schools to meet modern global standards. โ€œWe are here to encourage Philippine LEIs to participate in the collaborative activities and programmes that this partnership will generate. We hope this MOU will eventually open opportunities for Philippine law schools, law educators, legal professionals, and government law officers to engage in training, academic exchange, research, and capacity-building initiatives with O.P. Jindal Global University.โ€, he stated.

The agreement establishes three priority areas of cooperation to modernize legal education:
โ€ข Joint continuing legal education and capacity-building programs for Filipino law professors, deans, academic administrators, and government law officers.
โ€ข Faculty and scholar exchanges between JGU and Philippine Legal Education Institutions (LEIs) to foster comparative legal dialogue.
โ€ข Joint research initiatives focused on legal education standards, technological integration, cross-border practices, and access to justice.

Under the framework, the LEB will actively mobilize and incentivize Philippine law schools to participate in JGUโ€™s world-class platforms. These include IMAANDAAR (International Mooting Academy for Advocacy, Negotiation, Dispute Adjudication, Arbitration and Resolution) and the Jindal Institute of Legal and Judicial Capacity Building and Professional Excellence.

Despite geographic distance, the partnership leverages the shared democratic values, common constitutional ideals, and post-colonial legal reform experiences of India and the Philippines to build a resilient, globally aware generation of legal professionals.

O.P. Jindal Global University is a leading non-profit, global university based in India. Its flagship school, the Jindal Global Law School, is consistently ranked among the top law schools globally and serves as a premier Asian center for international legal scholarship and professional advocacy training.
