As per signed Order from DAR Secretary Conrado Estrella, IIII, the BLTI Survey Team is directed to conduct the Segregation Survey for Hacienda Tinang Property situated in Concepcion, Tarlac.

The BLTI Survey Team is composed of:
Engr. Domingo Roque, Jr., Engr. Othello Dionisio, Engr. Castor Salacup, Engr. Jacqueline Dacasin, Valentino Victoria, Roy Bicera with DARCO drivers/pilots Ariel Garcia, Edgar Biraña and Manny Montero.

The Survey Team were able to complete the segregation survey of 200 hectares with the assistance of the various DAR Offices:
*DARCO Task Force Hacienda Tinang headed by LAO Usec. Atty. Napoleon Galit and
BALA/BLTI Personnel
*DAR SPLIT headed by FASPO Usec. Jesry Palmares and Staff
*DAR-FOO Officials: Usec. Atty. Kazel Celeste, Asec. Atty. Marjorie Ayson,
*BLTI-Director Lilibeth G. Lee, BLTI-Assistant Director Elizabeth Villapando and CARPO Engr. Benilda Alvarez
*Clientele Relations Service (CRS) headed by Director Atty. Jazon Collado, Assistant Director Atty. Juan Lorenzo Maria Castriciones and Personnel
*Public Assistance and Media Relations Service (PAMRS) headed by Director Jose Jenil Demorito and Personnel
*DAR Regional Office III headed by Regional Director James Arsenio O. Ponce, CESO III and Personnel, DARRO III -SPLIT GE Engr. Kenneth Pauli and SPLIT Staff.
*DARPO/DARMO Tarlac headed by PARPO II EnP. Rogelio Marzan, CESE, CARPO for Operations Miguel Acosta, MARPO Susan Tababa and Personnel.

Engr. Jun Roque submitted the Survey Return (SR) and Advance Plan to DARPO Tarlac, CARPO Miguel Acosta.

The next process will be the submission of the SR and Advance Plan from DARMO/DARPO to DARRO III and from DARRO III to LMS, DENR Office Region III for IVAS/Approval of Survey.

Visayas Public Consultation on the Drafting of the New Agrarian Emancipation Act's Implementing Rules and Regulations (IRR) - RA 11953 held last September 1, 2023 at the Passi Arena, Passi City, Iloilo

Organizational Meeting of the Technical Working Group (TWG) on the drafting of the IRR of RA 11953 otherwise known as The New Agrarian Emancipation Act held last August 16, 2023 at the BLTI Conference Room.

FOO Undersecretary Atty. Kazel C. Celeste was elected Chair and former COMELEC Chair Atty. Christian S. Monsod as Vice Chair. Also gracing the activity as members of the TWG are former DOF Secretary Margarito B. Teves from the Foundation for Economic Freedom (FEF), former DA Secretary, Leonardo Q. Montemayor of the Federation of Free Farmers ( FFF)and former DA Undersecretary, Dr. Fermin D. Adriano from Kapatid Angat Lahat Agri Program (KALAP). From the DAR side, present are Asec Marjorie P. Ayson, BM Rolando S. Cua, RD Sheila B. Enciso, Dir. Lilibeth G. Lee and Dir. Jamil P. Amatonding, Jr.

Committee member, Usec Luis Meinrado C. Pangulayan, initially presided the meeting until after the election of the TWG Chair and Vice Chair.

Discussion and consultation on the draft IRR were done and views and suggestions were duly raised.

The BLTI provided staff support to the TWG pursuant to Special Order 508, Series of 2023.
