🌊 MAKAKALIKASAN PARTY stand on the PBBM Resignation Calls: The Corruption Flood and the Constitutional Trap ⚖️💥
The Makakalikasan Nature Party Philippines (MAKAKALIKASAN) expresses grave concern over the intensifying corruption scandals surrounding the administration of President Ferdinand Marcos Jr., particularly those involving flood control projects, unprogrammed funds, and infrastructure insertions that have allegedly become conduits for massive corruption.
Recent revelations suggest that billions of pesos have been channeled through “unprogrammed funds” — a special budget category that can only be disbursed with the President’s direct approval. This mechanism, originally designed for flexibility in emergencies, has instead become a loophole for political discretion and abuse, escaping the usual transparency of the General Appropriations Act.
As the final authority who signs and approves the national budget, the President bears constitutional accountability for all spending priorities. This includes the alleged over-allocation of funds for “flood control projects,” many of which have no verified completion reports and are suspected to be “ghost projects” — symbolizing both environmental neglect and moral decay in governance.
⚠️ THE DILEMMA: THE CONSTITUTIONAL TRAP
Calls for PBBM’s resignation are growing louder among various political and civil society groups. However, the constitutional line of succession complicates this demand.
Under the 1987 Constitution, the Vice President — in this case, Sara Duterte — would automatically assume the presidency if Marcos Jr. steps down. Yet, VP Duterte herself faces serious integrity issues, including allegations of misuse of confidential and intelligence funds during her time as Davao City Mayor and as Vice President and concurrent Secretary of the Department of Education.
This creates what we call a “Constitutional Trap” — where removing one leader accused of corruption merely transfers power to another tainted by similar issues. It is a vicious cycle of dynastic privilege, where both the presidency and vice presidency are occupied by political families accused of the same failures in governance, transparency, and ethics.
This is why the Makakalikasan Party believes that mere resignation or succession will not cleanse the system. It would only deepen the political swamp. What is needed is systemic and constitutional reform, guided by Green Democratic principles.
đź§ THE GREEN WAY OUT: A CONSTITUTIONAL AND ECOLOGICAL ROADMAP
Rather than fueling instability through personality politics, the Makakalikasan Nature Party proposes a Green and Constitutional path forward, anchored in accountability, transparency, and democratic participation:
âś… 1. Demand Full Public Accountability and an Independent Green Audit
Call for a joint Congressional–Civil Society audit of all unprogrammed funds, flood control budgets, and related DPWH, NIA, and DENR contracts from 2022 to the present.
If direct presidential negligence or abuse is proven, initiate simultaneous impeachment proceedings against both the President and the Vice President under Article XI of the 1987 Constitution — the proper and lawful process that ensures accountability without triggering an automatic succession that merely transfers power within the same corrupt cycle.
Such a dual impeachment approach is constitutionally possible, as both officials are separately impeachable officers. Should both be removed through conviction, the Senate President shall temporarily assume the presidency, while Congress, civil society, and the Supreme Court establish a Transitional Citizens Commission to oversee the restoration of clean, constitutional, and ecological governance.
âś… 2. Suspend All Releases of Unprogrammed Funds
Pending audit results, the Department of Budget and Management (DBM) must freeze all unprogrammed fund releases to prevent further misuse, ensuring that no public money fuels corruption or environmental harm.
âś… 3. Establish a Transitional Citizens Commission
If both PBBM and VP Duterte are found unfit to lead, create a Transitional Citizens Commission or caretaker council, supervised by the Supreme Court, Congress, and civil society organizations. This mechanism — inspired by peaceful democratic transitions in other nations — will maintain continuity of governance while restoring public trust.
âś… 4. Adopt a Green Governance Charter
The Makakalikasan Party calls for the drafting and adoption of a Green Governance Charter to permanently reform the political and fiscal system.
This charter must include:
> Enforcement of the Anti-Dynasty Law
> Climate and Corruption Audit as a precondition for all public infrastructure projects
> Formation of Citizen Assemblies as Budget Watchdogs to monitor public spending
> Institutionalization of Ecological Accountability as a state policy
