The Directorate for Police Community Relations (DPCR) has achieved a landmark milestone in its organizational journey, having been conferred the Institutionalized Status with the prestigious Gold Eagle Award on August 24, 2026. The recognition was awarded by PGEN JOSE MELENCIO C NARTATEZ, JR, Chief of the Philippine National Police (PNP), ably represented by PLTGEN BERNARD M BANAC, The Deputy Chief for Administration of the PNP and was humbly received by 𝗣𝗠𝗚𝗘𝗡 𝗥𝗢𝗗𝗘𝗥𝗜𝗖𝗞 𝗔𝗨𝗚𝗨𝗦𝗧𝗨𝗦 𝗕 𝗔𝗟𝗕𝗔, The Director for Police Community Relations. The Gold Eagle Award with 96.50% numerical rating is among the highest forms of recognition given to PNP offices and units that have demonstrated exceptional and sustained performance in organizational management. Attaining institutionalized status places DPCR among the select few directorates whose systems, processes, and performance management practices have been fully embedded into their day-to-day operations and organizational culture—no longer treated as isolated initiatives, but as a permanent and self-sustaining way of doing things.

𝗔 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻 𝗥𝗼𝗼𝘁𝗲𝗱 𝗶𝗻 𝗣𝘂𝗿𝗽𝗼𝘀𝗲
For DPCR, an office whose core mandate is to build and nurture trust between the police and the communities they serve, this achievement carries special significance. The award reflects not only administrative and organizational excellence, but also the Directorate's steadfast dedication to its mission of fostering meaningful partnerships between the PNP and the public through community engagement, crime prevention advocacy, and grassroots collaboration programs. The Institutionalized Status affirms that DPCR's community relations strategies, engagement frameworks, and performance monitoring systems have matured into standardized, replicable practices—ensuring that the gains achieved are not dependent on individual personalities, but are sustained through institutional processes that will endure across changes in leadership and personnel.

The award also underscores the importance of grassroots-level engagement in the PNP's broader mission of maintaining peace and order. By institutionalizing sound systems and performance-driven practices, DPCR reinforces its role as a vital bridge between law enforcement and the citizenry, ensuring that community partnerships remain a cornerstone of the PNP's public safety efforts.

According to OCTA Research’s Q2 2026 Tugon ng Masa survey, the PNP remains among the most trusted and best-performing government agencies, with 65% of adult Filipinos expressing trust and 63% satisfied with its performance.

Trust is highest in the Visayas (70%), Balance Luzon (69%), and Mindanao (67%), while NCR records lower trust at 40%. Performance satisfaction follows a similar pattern, reaching 67% in both the Visayas and Mindanao and 65% in Balance Luzon, compared with 43% in NCR.

Compared with March 2026, national trust and satisfaction edged upward, while distrust and dissatisfaction declined.

PNP REMINDS PUBLIC ABOUT AI-GENERATED POLICE OFFICER PORTRAYALS

The Philippine National Police (PNP) is reminding the public to exercise responsibility when creating or sharing AI-generated images that depict civilians wearing police uniforms, particularly when such content is posted on social media and may be mistaken as showing actual members of the police organization.

As artificial intelligence continues to make photo and video creation more realistic, the PNP recognizes its potential while encouraging users to be transparent when content has been digitally generated or altered. Clear identification of such images can help prevent confusion, protect the integrity of the police uniform, and avoid creating the impression that a civilian is an actual police officer.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the reminder is not intended to discourage the use of new technology but to promote its responsible application.

“AI is a useful tool, pero kailangan pa rin nating maging maingat sa kung ano ang ipinapakita at ipinapakalat natin online. Kapag police uniform ang gamit sa isang generated image, dapat malinaw na hindi ito tunay na police personnel. Simple lang ang punto—enjoy the technology, but do it responsibly,” Police General Nartatez said.

He added that the police uniform carries a deeper meaning for those who wear it, representing not only their profession but also the duty and trust entrusted to them by the public.

“Para sa aming mga pulis, ang uniporme ay hindi lang simpleng kasuotan. Kapag isinuot mo ito, dala mo ang isang tungkulin at responsibilidad sa taong-bayan. Kaya mahalaga na hindi ito magamit sa paraang maaaring magbigay ng maling pagkakakilanlan o impresyon sa publiko,” Police General Nartatez said.

The PNP also reminds the public that the unauthorized use of police uniforms or insignia, including in AI-generated content posted online, may have legal implications under Article 179 of the Revised Penal Code, or Illegal Use of Uniforms or Insignia, in relation to Section 6 of Republic Act No. 10175, otherwise known as the Cybercrime Prevention Act. While the use of emerging AI technology may involve different circumstances, failing to clearly label or disclose that an image is AI-generated may expose a person to possible liability, depending on how the content is created, presented, and used.

The reminder is part of the PNP’s continuing effort to strengthen police operations and public safety under its Focused Agenda, particularly Enhanced Managing Police Operations, while keeping pace with emerging challenges brought about by rapidly developing digital technologies.

PNP POSTS 65% TRUST, 63% PERFORMANCE RATINGS IN LATEST OCTA SURVEY

The Philippine National Police (PNP) continues to earn the confidence of the Filipino people, recording a 65% trust rating and a 63% performance rating in the latest OCTA Research Tugon ng Masa Survey for the second quarter of 2026.

The results place the PNP among the government agencies receiving strong public trust and positive performance assessments during the period, reflecting the public’s recognition of the organization’s continuing efforts to maintain peace and order, protect communities, and provide responsive police services.

PNP Chief Police General Jose Melencio C. Nartatez Jr. welcomed the results, saying the strong ratings are a meaningful reflection of how the public sees the PNP and its work.

“Malaking bagay sa amin ang resulta ng survey dahil galing mismo ito sa pananaw ng ating mga kababayan. Tayo ay nagpapasalamat sa tiwalang ipinagkaloob nila sa PNP. Gagawin namin itong dagdag na inspirasyon para lalo pang pagbutihin ang aming serbisyo at patunayan araw-araw na karapat-dapat kami sa tiwalang ito.”

The Chief PNP said the ratings further encourage the organization to remain focused on providing police services that are professional, responsive, and respectful of the rights of every citizen.

The results also reinforce the PNP’s continuing implementation of its Focused Agenda, particularly efforts under Enhanced Managing Police Operations to make police responses more effective, responsive, and attuned to the needs of communities.

For the PNP, public confidence is strengthened not only by measurable accomplishments, but also by the everyday experiences of people when they interact with police officers—from responding to emergencies and addressing crimes to assisting citizens and helping keep communities safe.

PNP HONORS FALLEN COP AFTER PAGADIAN CITY ARMED ENCOUNTER

The Philippine National Police (PNP) mourns the death of PMAJ Aiman Khuzaimah P. Pantaran, an intelligence officer assigned to the Pagadian City Police Station, who was killed while carrying out a law enforcement operation in Pagadian City early Sunday, August 23, 2026.

PMAJ Pantaran was fatally wounded during an armed encounter that occurred in the course of an operation targeting suspected illegal firearm activity. Two male suspects also died from gunshot wounds sustained during the incident.

The PNP is conducting the appropriate investigation and crime scene processing to establish the circumstances surrounding the encounter. Authorities have secured the area and are gathering relevant evidence as part of the ongoing investigation.

Chief PNP Police General Jose Melencio C. Nartatez Jr. expressed condolences to the family and colleagues of PMAJ Pantaran, while underscoring the importance of discipline and accountability in every police operation.

“We recognize the ultimate sacrifice of our police officer and extend our deepest condolences to his family. At the same time, we will carefully establish what happened and ensure that the proper procedures are followed. Sa bawat operasyon, mahalaga ang tapang, pero kaakibat nito ang disiplina at pananagutan.”

PNP, BI ARREST 8 KOREAN NATIONALS IN ANGELES CITY OVER IMMIGRATION, FINANCIAL SCAMMING CASES

The Philippine National Police (PNP), through the Criminal Investigation and Detection Group (CIDG), assisted the Bureau of Immigration (BI) in the arrest of eight Korean nationals during the implementation of two BI Mission Orders in Angeles City, Pampanga, in separate operations that extended into the early hours of Thursday, August 13, 2026.

The operations were conducted late Wednesday night, August 12, until the early hours of Thursday, August 13, 2026, at two separate locations in Barangay Anunas and Barangay Pampang, both in Angeles City.

The BI served as the lead agency, with police assistance provided by the CIDG Regional Special Operations Team 3, CIDG Angeles City Field Unit, Regional Intelligence Unit 3, Angeles City Police Office, and other partner units, in coordination with the Korean National Police Agency and Korean Supreme Prosecutor’s Office.

The operation stemmed from alleged violations of Philippine immigration laws and Republic Act No. 12010, or the Anti-Financial Account Scamming Act. The Mission Orders identified one of the arrested Korean nationals as wanted in South Korea over allegations involving the illegal opening and operation of gambling establishments.

Based on the initial report, the individuals were apprehended while allegedly operating online workstations linked to the transfer of proceeds from offshore criminal activities. Preliminary information from Korean authorities indicated that the operators were allegedly managing private bank accounts believed to have been used in the movement of illicit revenues.

The eight arrested individuals were all identified in the report as Korean nationals, including one subject of the operation and seven others apprehended during the same police-assisted enforcement activity.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the operation highlights the value of working closely with partner agencies, especially in cases involving foreign nationals and activities with possible links beyond Philippine jurisdiction.

“Hindi lang ito tungkol sa isang operation. It is also about making sure that our agencies are connected and that information is acted on properly. We will continue working with our partners, here and abroad, while ensuring that every person involved is accorded due process,” PGEN Nartatez said.

The arrested individuals were apprised of their constitutional rights and are temporarily detained at the CIDG Angeles City Field Unit pending the filing of appropriate criminal charges and the initiation of deportation proceedings by the Bureau of Immigration.

The operation forms part of the PNP’s Focused Agenda, particularly Enhanced Managing Police Operations, which promotes coordinated and timely police action with partner agencies. It also supports the peace and security priorities of President Ferdinand R. Marcos Jr. through strengthened law enforcement cooperation and respect for due process.

The PNP will continue to provide lawful assistance to partner agencies in addressing activities that may affect public safety and the country’s immigration and financial systems, as part of its commitment to a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
