DAR HOLDS SUPPLIERS ENGAGEMENT STRENGTHENING PARTNERSHIP, IMPROVING COMPLIANCE

The Department of Agrarian Reform (DAR) Central Office successfully conducted its Suppliers Engagement on October 20, 2026 bringing gatheting 100 suppliers and service providers for a constructive dialogue on procurement processes, compliance requirements, and implementation. The engagement served as a platform to communicate the Departmentโ€™s procurement direction, clarify expectations for forthcoming initiatives, and strengthen collaboration with its business partners in promoting transparent, efficient, and responsive government procurement.

Spearheaded by Assistant Secretary Atty. Quintin O. Magsico Jr., together with BAC Vice Chair Atty. Theodore S. Dolar, PARPO Atty. Edwin Mendame Jr., and BAC Secretariat Chair Atty. Maybelle Fajila, the engagement tackled key issues affecting suppliers and service providers. Discussions covered common causes of bid and quotation non responsiveness, improvement in bid preparation and submission, contract implementation concerns, payment and financial processes, and measures to facilitate timely payment of transactions.

Through this initiative, DAR reaffirmed its commitment to fostering a transparent, fair, and collaborative procurement environment where suppliers and service providers are well-informed of government requirements and empowered to participate effectively in procurement opportunities. By strengthening communication, addressing recurring challenges, and promoting mutual accountability, the Department aims to build stronger partnerships with the private sector and ensure that procurement processes ultimately support the effective delivery of services to agrarian reform beneficiaries and Filipino farmers. Together, let us advance a more efficient, compliant, and service-oriented DAR!

In everything we do in government service, ๐—–๐—ฆ๐—ช should always be our mindset.

Aralin ang problema nang buo. Walang maiiwan na bitin o kulang na impormasyon.

When we make decisions easier for leadership, we make public delivery faster for our community.

The PBBM Bridges Project, or Pang-Agraryong Tulay para sa Bagong Bayanihan ng mga Magsasaka, was conceived as a major infrastructure initiative of the Department of Agrarian Reform (DAR) to improve connectivity, productivity, and income opportunities in Agrarian Reform Communities (ARCs). The project secured NEDA Board approval on November 9, 2023, followed by confirmation from the Department of Finance for proposed financing through the Korea Eximbank Official Development Assistance (ODA). Throughout 2024 and 2025, DAR pursued financing discussions and technical studies with Korea Eximbank before exploring alternative financing assistance from the French Government and the Agence Franรงaise de Dรฉveloppement (AFD) in October 2025.

Following the change in financing arrangements and implementation period, the project documents were resubmitted to the Department of Economy, Planning, and Development (DEPDev) in November 2025. The project subsequently secured approval from the ICC-Technical Board and ICC-Cabinet Committee on December 16 and 19, 2025, and was re-approved by the Economy and Development (ED) Council on January 8, 2026. This was followed by the AFD due diligence process, including field surveys conducted in May and June 2026, and the approval of the Forward Obligational Authority (FOA) by the Department of Budget and Management (DBM) on July 9, 2026. Financing discussions with the French Treasury and AFD continued, leading to the commencement of procurement activities for the engagement of the French contractor.

As of September 14, 2026, the project has advanced to the procurement stage, with the opening of bids for the engagement of the French contractor having been conducted. The procurement process covers the Design and Build contract and the supply and delivery of modular steel bridges. The next steps include bid evaluation, post-qualification, and the resolution recommending the award, followed by loan negotiations with the French Treasury, targeted to begin in October 2026, and the indicative signing of the loan agreement in December 2026. Subject to the completion of these processes, implementation of the first 140 bridges is targeted to commence in January 2027, marking a significant step toward translating the projectโ€™s vision into tangible infrastructure that will connect farming communities to markets, essential services, and broader economic opportunities.

DARCO Strengthens Procurement Compliance Through 3-Day End-Usersโ€™ Refresher Forum and Competency Assessment

FROM โ€œMOST DISLIKEDโ€ TO โ€œDESIREDโ€ IN PROCUREMENT ๐Ÿค

From September 1โ€“3, 2026, the DAR Central Office successfully conducted the CY 2026 DARCO End-Usersโ€™ Refresher Forum and Competency Assessment on RA 12009 (New Government Procurement Act) and Procurement Digitalization Initiatives at the Manila Grand Opera Hotel. In his message, Asec. Magsico candidly shared that there was a time when the Procurement Office was perceived as one of the โ€œmost dislikedโ€ offices due to its strict compliance. But instead of simply accepting this perception, we decided to train end user representives as procurement agents. Capacitated them with the knowledge and skills.

The three-day activity was packed with learning sessions, discussions, workshops, and competency assessment. Twelve groups worked on different procurement scenarios and identified the documents required for each activity from PPMP, WFP, PR, market scoping, TORs, proposals, and other supporting documents. Each group presented their outputs, followed by detailed discussions and corrections from the panel.

Athe activity marked a shift toward a new procurement culture - partners helping each other

With our procurement agents now serving as advocates and partners for good governance, DAR under the leasership of Secretary Conrado Estrella looks forward to a faster, more efficient, digitalized, and compliant procurement process.
